MITRE ATT&CK
1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires an authenticated Gitea account with a valid API token (read-user scope is sufficient) - it is not remote-unauthenticated. The target must be an individual user configured with 'limited' or 'private' visibility; public users expose this data anyway, so there is no additional disclosure for them. The flaw works against default configurations of affected versions (Gitea ≤1.27.2) with no special setting needed. Limiting factors: authentication is mandatory, scope is unchanged (single target user per request), and the disclosed data is low-sensitivity relationship metadata plus SSH/GPG keys that are inherently public - no credentials, source code, or private repository contents are exposed. |
| Impact | This is a moderate, lower-priority information-disclosure issue rather than an urgent threat. The provided CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:N/A:N = 6.5) correctly reflects a network-reachable, low-complexity flaw requiring an authenticated account (PR:L) with no integrity or availability impact. All exploitation signals point low: EPSS is 0.16% (5th percentile), there is no CISA KEV listing, and no public exploit code was identified - only vendor PR diffs and advisories, which demonstrate the fix, not a weaponized exploit. The main point of tension is the confidentiality rating: the vendor-provided vector uses C:H, but the data actually exposed is low-sensitivity relationship metadata (followers, following, starred/watched repos) plus SSH and GPG keys that the description itself calls 'public' - so C:H arguably overstates impact, and a C:L assessment is more defensible (see assessed vector). Net: a genuine access-control gap worth patching on a normal cadence, but not a drop-everything priority given authentication is required, impact is metadata disclosure, and there is no evidence of exploitation. |
| Exploit ScenarioDerived | An authenticated Gitea user (any account with a read-user API token) queries another user's API endpoints such as /api/v1/users/{username}/followers or /keys. Because the visibility middleware is missing, the server returns the follower/following lists, starred and watched repositories, and public SSH/GPG keys of a target whose profile is set to limited or private - information the requester should not be able to see. No public exploit code exists, but exploitation is trivial given the AV:N/AC:L vector and requires only a standard logged-in session. |

Alert meAnalysisAIv1 – Oct 19, 2026
Missing per-user authorization middleware on seven Gitea API routes lets any authenticated account holding an API token with read-user scope enumerate the followers, following list, starred and watched repositories, and public SSH/GPG keys of individual users whose profile is set to 'limited' or 'private' visibility, which should otherwise be hidden from them. It affects Gitea up to and including 1.27.2 and is fixed in 1.27.3 and 28.0.0, with the disclosure shipped alongside the 28.2.0 release; exploitation requires a valid account and token (PR:L) and only works against non-public users, so the practical impact is moderate information disclosure rather than a critical exposure. There is no CISA KEV listing and no public exploit identified at time of analysis, and EPSS is 0.16% (5th percentile), consistent with a low-urgency bug that is nonetheless trivially scriptable once an account is obtained.
RemediationAI
Vendor-released patch: upgrade to Gitea 1.27.3 or 28.0.0 (or later, such as the 28.2.0 release that carries the public disclosure). Fix commits are visible in https://github.com/go-gitea/gitea/pull/39004 and the backport https://github.com/go-gitea/gitea/pull/39039, and the advisory at https://github.com/go-gitea/gitea/security/advisories/GHSA-xvfh-qwmh-f92w should be used to track the fixed builds. Where an immediate upgrade is not possible, reduce exposure by auditing and narrowing API tokens: the exploit needs only read-user scope, so revoke or downgrade tokens held by low-trust accounts and prefer per-integration tokens over broad user tokens - the trade-off is that legitimate clients relying on read:user for profile, key or follower data will break. As a stopgap, a reverse proxy or WAF rule can deny unauthenticated-to-low-trust access to the /api/v1/users/{username}/followers, /following, /following/{target}, /starred, /subscriptions, /keys and /gpg_keys paths; this blocks the enumeration vector but also disables those features for all API consumers, so it should be scoped by token or network and removed once patched. Because the leaked data is relationship metadata and public key material, prioritise the upgrade for instances that host private or limited-visibility accounts (whistleblower, moderation or pseudonymous users) and treat credential rotation of SSH/GPG keys as an optional hardening step rather than a required response.

Technical ContextAI · show details
The root cause is CWE-862 (Missing Authorization): the router in routers/api/v1/api.go registered the followers, following, following/{target}, starred, subscriptions, keys and gpg_keys handlers under /api/v1/users/{username} without the individualPermsChecker middleware that gates sibling endpoints, so requests bypassed the check that reconciles the target user's visibility setting against the requesting user. Gitea models individual account visibility as public, limited or private, and the pre-fix per-route logic in verifyAuthWithOptions only rejected anonymous callers for 'limited' users and non-owner non-admin callers for 'private' users - logic that was never reached on the unguarded routes; the patch replaces that ad-hoc switch with a single call to user_model.IsUserVisibleToViewer(ctx, ctx.ContextUser, ctx.Doer) and attaches individualPermsChecker to the affected route groups. The same pull request tightened adjacent repository/issue search conditions in models/repo/repo_list.go and models/issues/issue_search.go, replacing the org-vs-user visibility branch in userAllPublicRepoCond with an owner-visibility filter and introducing PublicRepoUnderPublicOwnerCond so that repository and issue search results no longer leak activity from owners the caller cannot see. A new integration test (tests/integration/api_user_visibility_test.go) pins the behaviour by asserting 404 for a restricted token against a 'limited' owner while a permitted viewer still receives 200. The disclosed data is relationship and activity metadata plus SSH/GPG keys, which are public key material by design; no session tokens, credentials, private repository contents or source code are reachable through these routes.

Lifecycle Timeline
2DescriptionCVE.org
Seven Gitea API routes under /api/v1/users/{username} (followers, following, following/{target}, starred, subscriptions, keys and gpg_keys) were registered without the individualPermsChecker middleware that enforces the visibility of the target user. An authenticated user could therefore read the followers, following list, starred and watched repositories and public SSH and GPG keys of a user with limited or private visibility, whom they could not otherwise see. The issue was fixed in 1.27.3 and 28.0.0 and disclosed with 28.2.0.
