Critical XXE in Apache Tika tika-core (1.13-3.2.1), tika-pdf-module (2.0.0-3.2.1) and tika-parsers (1.13-1.28.5) modules on all platforms allows an attacker to carry out XML External Entity injection via a crafted XFA file inside of a PDF.

This CVE covers the same vulnerability as in CVE-2025-54988. However, this CVE expands the scope of affected packages in two ways.

First, while the entrypoint for the vulnerability was the tika-parser-pdf-module as reported in CVE-2025-54988, the vulnerability and its fix were in tika-core. Users who upgraded the tika-parser-pdf-module but did not upgrade tika-core to >= 3.2.2 would still be vulnerable.

Second, the original report failed to mention that in the 1.x Tika releases, the PDFParser was in the "org.apache.tika:tika-parsers" module.

Executive ViewAI

Why It Matters

Apache Tika versions 1.13-3.2.1 contain a critical XML External Entity (XXE) injection vulnerability exploitable through crafted PDF files, potentially allowing attackers to read sensitive files or execute denial-of-service attacks. Organizations using affected Tika versions for document processing face immediate risk, as no patch is currently available and the vulnerability impacts multiple module configurations that users may have overlooked during previous remediation attempts.

Business Impact: High
Compensating Controls

Disable XFA (XDP) form processing in PDF parsers if supported by your implementation; implement strict file upload validation rejecting PDFs with XFA components; segment document processing systems on isolated networks with no outbound access; deploy WAF rules blocking XML entity declarations and external entity references; apply principle of least privilege to Tika process credentials; consider temporary suspension of untrusted PDF processing until patch availability; monitor for exploitation attempts in Tika process logs and system file access patterns.

Emergency Immediate action required. Criteria: CRITICAL + in CISA KEV (actively exploited) without patch, OR CRITICAL + EPSS > 30% without patch, OR CRITICAL + active threat signals without patch.
Act Now Prioritize within 24-48h. Criteria: in KEV with patch available, OR CRITICAL + public POC, OR HIGH + EPSS > 10%, OR CRITICAL + active threat, OR any CRITICAL severity.
This Week Schedule remediation this week. Criteria: HIGH severity (CVSS 7.0-8.9). Patch within normal change window.
This Month Plan within 30 days. Criteria: MEDIUM severity (CVSS 4.0-6.9), lower exploitation probability. Include in regular patch cycle.
Monitor Track and reassess. Criteria: LOW severity (CVSS 0.1-3.9), minimal exploitation risk. No immediate action needed.
