Exploitation Conditions

Exploitation requires that the attacker control one or more of the following user-supplied fields in CTI-Transmute: conversion name, conversion description, or comment text that is included in an evaluation report. The attacker must be able to trigger or wait for PDF generation of a report containing their injected content - either by generating the report themselves or by influencing a privileged user to do so. The CVSS 4.0 vector assigns PR:N, suggesting the content-submission path may be accessible without prior authentication in some deployment configurations, but exploitation in environments where all content submission requires authenticated sessions limits the attacker population to credentialed users or compromised accounts. Exploitation is further bounded by the application server's egress network policy and the filesystem paths readable by the process user; environments with strict egress filtering or tight filesystem permissions will see reduced impact even if the SSRF trigger is reached.

Impact

The official CVSS 4.0 score of 8.8 (AV:N/AC:L/AT:N/PR:N/UI:N/VC:H/VI:L/VA:N) reflects a network-accessible, low-complexity flaw with no privileges required and high confidentiality impact. The PR:N assignment warrants scrutiny: exploitation requires an attacker to supply content that is included in an evaluation report, which in practice typically implies some level of platform access or authenticated session, though external CTI feed integration or guest-submission scenarios could reduce this bar. The VC:H rating is well-founded given the ability to read arbitrary local files via file:// schemes and exfiltrate internal service responses embedded in the generated PDF. No CISA KEV listing and no public POC reduce immediate threat urgency, but the SSRF impact class - internal network probing plus local file disclosure - is highly attractive to post-authentication lateral movement actors. The wildcard CPE version range confirms all prior releases are affected, with remediation only available as a source-level commit rather than a tagged release, leaving self-hosted deployments at risk until administrators apply the patch manually.

Exploit ScenarioDerived

An attacker with access to submit CTI content - such as a conversion description or comment field - crafts a Markdown snippet containing an embedded image or resource reference pointing to an internal endpoint, for example referencing the cloud metadata service at http://169.254.169.254/latest/meta-data/ or a local credentials file via file:///etc/passwd. When a legitimate user or scheduled job triggers PDF report generation, the WeasyPrint renderer fetches the injected URL using the application server's network identity and filesystem privileges, potentially embedding the retrieved content in the output PDF where it can be exfiltrated by the attacker. No public POC exists at time of analysis, but the technique is well-documented for WeasyPrint-backed PDF generators.

AnalysisAIv1 – Aug 03, 2026

Server-side request forgery in CTI-Transmute's evaluation report PDF-generation pipeline allows an attacker who can inject content into a CTI evaluation report to coerce the application server into fetching arbitrary internal or filesystem resources. The vulnerability arises because user-controlled fields - conversion names, descriptions, and comments - flow through a Markdown-to-HTML conversion and are then rendered to PDF by WeasyPrint with its default unrestricted URL-fetching behavior intact, meaning crafted file:// or http(s):// references embedded in that content are fetched by the server process at render time. No public exploit code has been identified at time of analysis, and the vulnerability is not listed in the CISA KEV catalog, but a patch commit is available from the MISP project.

RemediationAI

The primary fix is to update CTI-Transmute to a revision at or after commit 20f35307bcb706c8dd8ca3884a88fb36b05b5244 (https://github.com/MISP/cti-transmute/commit/20f35307bcb706c8dd8ca3884a88fb36b05b5244). The patch introduces a restrictive _pdf_url_fetcher function that passes WeasyPrint a URLFetcher configured with allowed_protocols=('data',), blocking all http://, https://, and file:// fetches during PDF rendering. The patch simultaneously removes the externally referenced Google Fonts CSS import, replacing it with a system-resident DejaVu Sans font, eliminating all intentional outbound network calls during report generation. No tagged release version has been independently confirmed at time of analysis; administrators should pin to the patched commit hash. As a compensating control prior to patching, restricting the CTI-Transmute process account's network egress via host firewall rules (block outbound connections except to required endpoints) and limiting filesystem read permissions to only the directories required for application operation will materially reduce SSRF blast radius, though these controls do not eliminate the vulnerability and carry the trade-off of potentially breaking legitimate application network dependencies.

Technical ContextAI · show details

CTI-Transmute (CPE: cpe:2.3:a:misp:cti-transmute:*:*:*:*:*:*:*:*) is a MISP project tool for evaluating and converting Cyber Threat Intelligence content. Its evaluation report workflow accepts user-supplied Markdown across multiple fields, converts that Markdown to HTML server-side, and passes the resulting HTML to WeasyPrint - a Python library that renders HTML/CSS to PDF by fetching and embedding referenced resources. Prior to the patch, WeasyPrint was invoked as WP_HTML(string=full_html).write_pdf() with no URLFetcher override, meaning it used its built-in fetcher that honors http://, https://, and file:// schemes without restriction. This is a textbook CWE-918 (Server-Side Request Forgery) root cause: user-controlled data reaches a server-side resource-fetching component without scheme or destination validation. The attack surface is widened by the pre-patch inclusion of an externally hosted Google Fonts stylesheet, which proves the renderer actively performed outbound HTTP fetches during normal operation.

DescriptionCVE.org

CTI-Transmute is affected by a server-side request forgery vulnerability in the evaluation report PDF-generation functionality.

User-controlled CTI content, including conversion names, descriptions, and comments, is converted from Markdown to HTML and rendered as a PDF using WeasyPrint. Before the patch, the renderer used WeasyPrint’s default URL-fetching behavior without restricting the protocols or destinations that could be referenced by the generated HTML.

An attacker able to supply content included in an evaluation report could inject crafted resource references using schemes such as http://, https://, or file://. When the report was rendered, CTI-Transmute could fetch these resources using the application server’s network connectivity and filesystem privileges.

Successful exploitation could allow an attacker to:

  • access services available only from the CTI-Transmute server or its internal network;
  • probe internal hosts and service endpoints;
  • retrieve local files readable by the application process; and
  • expose fetched content through the generated PDF, depending on the referenced resource type and rendering context.

The vulnerability is corrected by providing WeasyPrint with a restrictive URL fetcher that permits only self-contained data: URIs. The externally hosted Google Fonts stylesheet was also removed so that PDF generation performs no intentional network or filesystem fetches.

Executive ViewAI

Why It Matters

CTI-Transmute's PDF report generation pipeline contains a server-side request forgery vulnerability allowing report creators to trigger unauthorized fetching of internal systems and files. Attackers with report creation access can inject crafted content that coerces the application server to disclose sensitive infrastructure details, confidential threat intelligence, or system credentials at render time. This directly compromises the confidentiality of intelligence operations and internal security posture for organizations operating CTI-Transmute.
