| Exploitation Conditions | Exploitation requires that the target run Apache Cocoon with the fp: form processor feature in use and that an attacker can submit XML input to it; the parser must accept external/recursive DTD entity references (default XML parsing behavior absent explicit entity-expansion hardening). The product being retired means no patched version exists - the only limiting factors are deployment-level: whether the Cocoon instance and its form-processing endpoints are network-reachable and whether access has been restricted to trusted users (the vendor's recommended mitigation). Realistic risk is bounded primarily by the rarity of live Cocoon deployments rather than by authentication or configuration barriers. |
| Impact | Risk signals are largely absent from the input and must be reasoned from the description rather than confirmed data. No CVSS score or vector was provided (both N/A), no EPSS probability is available, there is no CISA KEV listing, and no public POC is referenced - so exploitation status is 'no public exploit identified at time of analysis.' The sole reference is the Apache advisory mailing-list thread. The vulnerability itself is technically serious: an XML entity expansion (XEE) flaw in the fp: form processor that can be driven to SSRF and server-side file exposure to an untrusted external system, which on paper implies a network-reachable, likely unauthenticated attack with a scope change (file disclosure crossing a trust boundary). However, the dominant mitigating factor is that Apache Cocoon is explicitly RETIRED and UNSUPPORTED - the advisory states all versions are affected and NO fix will ever be released, with the vendor recommending migration or access restriction. This combination (high technical impact but a dead, low-footprint product with no exploitation evidence) makes it a targeted/legacy-exposure concern rather than a broad, high-urgency priority. CRITICAL CAVEAT: there is no input CVSS vector, so attack vector, complexity, and privilege requirements are INFERRED from the description only and should be verified against the Apache advisory before operational prioritization. |
| Exploit ScenarioDerived | An attacker submits a crafted XML document to a Cocoon fp: (form processor) endpoint containing recursive/external DTD entity references. During parsing, the entity expansion forces the server to fetch and return internal resources, enabling SSRF and disclosure of local server files to the attacker-controlled external system. No public exploit code is referenced, and the attack appears network-reachable without special credentials based on the description, though this is not confirmed by a CVSS vector. |

Alert meAnalysisAIv1 – Oct 20, 2026
XML external entity expansion in Apache Cocoon's fp: form processor lets unauthenticated remote attackers submit crafted XML that triggers server-side request forgery and can expose server files to an external system. All Cocoon versions are affected, and because the project is retired the vendor has stated it will not release a fix; exploitation requires a reachable form-processing endpoint that parses attacker-supplied XML. No public exploit identified at time of analysis, and the independent assessment rates confidentiality impact High with scope changed (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:C/C:H/I:N/A:N).
RemediationAI
No vendor-released patch will be provided: Apache Cocoon is retired and the advisory (https://lists.apache.org/thread/mt0h1cpjzps76nq6op7714rmnq6pbtht) recommends migrating to an alternative product or restricting instance access to trusted users. If migration is not immediate, disable or remove the fp: form processor from exposed Cocoon applications, and harden the XML parser to reject DTDs and external entities (for example, set disallow-doctype-decl and disable external-general-entities/external-parameter-entities); trade-off: legitimate XML documents that rely on DTDs will fail to parse. Restrict network egress from the Cocoon host to limit SSRF reachability and file exfiltration, and place authentication or network ACLs in front of form-processing endpoints - trade-off: egress filtering may break intended integrations and ACLs add operational overhead. A WAF rule blocking DOCTYPE declarations in XML request bodies can provide interim coverage but is bypassable and not a substitute for removing the vulnerable component.

Technical ContextAI · show details
Apache Cocoon is a Java-based XML/XSLT web publishing framework; the fp: form processor handles XML form definitions and can resolve DTD entities. CWE-776 (Improper Restriction of Recursive Entity References in DTDs, 'XML Entity Expansion') describes the root cause: the XML parser does not sufficiently limit entity definitions or external entity resolution. When attacker-controlled XML is parsed, an external entity can cause the server to make outbound requests (SSRF) and include local file content in the resolved document, which may then be returned or forwarded to an untrusted external system. The CPE cpe:2.3:a:apache_software_foundation:apache_cocoon:*:*:*:*:*:*:*:* confirms the scope is all versions of Apache Cocoon; the project is retired and unsupported.

DescriptionCVE.org
UNSUPPORTED WHEN ASSIGNED Improper restriction of recursive entity references in DTDs ('XML entity expansion') vulnerability in Apache Cocoon.
This issue affects Apache Cocoon: all versions. XEE in the fp: form processor could lead to SSRF, including exposing files from the server to an untrusted external system
As this project is retired, we do not plan to release a version that fixes this issue. Users are recommended to find an alternative or restrict access to the instance to trusted users.
NOTE: This vulnerability only affects products that are no longer supported by the maintainer.
