1 technique across 1 tactic: Defense Evasion The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires (1) a valid authenticated session on the Backstage backend, and (2) an operator having configured action exclusions via backend.actions (e.g. the pluginSources allowlist or attribute/id filters) - the flaw is only observable where an operator intended to restrict certain actions, since the DefaultActionsRegistryService failed to re-apply those filters at invocation. Limiting factors: the attacker must already be authenticated (PR:L); impact is bounded because existing per-action permissions and downstream authorization checks remain fully enforced; and there is no confidentiality or availability impact. Deployments that did not configure any action exclusions are not meaningfully affected. |
| Impact | This is a genuinely low-to-moderate priority issue despite being a real access-control flaw. The vendor CVSS of 4.3 (CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:L/A:N) is internally consistent with the description: exploitation requires an already-authenticated user (PR:L), is network-reachable with low complexity, and yields only a limited integrity impact (I:L) with no confidentiality or availability loss. Crucially, the description states that existing action permissions and downstream authorization remain enforced, so the flaw only lets an authenticated user invoke actions that an operator deliberately excluded via configuration - it does NOT bypass the underlying permission model. No EPSS score, CISA KEV listing, or public POC was provided in the intelligence set, so there is no public exploit identified at time of analysis and no evidence of active exploitation. The combination of required authentication, config-dependent attack surface, and preserved downstream authorization makes this a defense-in-depth hardening fix rather than an urgent emergency. No signals conflict here; the main caveat is the absence of exploitation-probability data (EPSS) and the fact that impact is bounded by the actions an operator chose to exclude. |
| Exploit ScenarioDerived | An authenticated low-privilege user of a Backstage developer portal sends a request to the backend actions registry to invoke an action that the platform operator had explicitly excluded through the backend.actions configuration (for example an action source the operator restricted). Because the registry did not re-apply the operator's action filters at invocation time, the excluded action executes. No public exploit code was provided in the intelligence set, and downstream authorization on the action itself still applies, limiting the practical effect. |

Alert meAnalysisAIv1 – Oct 12, 2026
Improper access control in the @backstage/backend-defaults package of the Backstage developer portal framework (versions prior to 0.17.8, shipped in Backstage releases before v1.54.6) allows an authenticated user to invoke backend actions that an operator had explicitly excluded through backend.actions configuration. The excluded actions are filtered out when actions are listed, but the invocation path never re-applied those filters, so a caller who knows or guesses an action ID can still trigger it; per-action permissions and downstream authorization remain enforced, which caps the impact at a low-integrity exposure (CVSS 4.3, C:N/I:L/A:N). There is no public exploit identified at time of analysis and no confirmed active exploitation (not in CISA KEV), and the issue only matters in deployments that actually configured action exclusions. Fixed in @backstage/backend-defaults 0.17.8.
RemediationAI
Vendor-released patch: upgrade @backstage/backend-defaults to 0.17.8 or later, or move to Backstage v1.54.6, which carries the fix (see https://github.com/backstage/backstage/releases/tag/v1.54.6 and the advisory GHSA-3xr5-8w6c-p5gw); the commit a8fb34a990a69bcb745e85a3213cf9e5ba2d31a3 re-applies the action filters on the invocation path and returns a NotFoundError for excluded actions. If an immediate upgrade is not possible, the most effective compensating control is to stop exposing the vulnerable surface: disable or remove the alpha actions registry entrypoint / ActionsService registration so the backend does not serve action listing or invocation at all - the trade-off is that any agent-facing or automation-facing action functionality is lost. Because the flaw is only observable where backend.actions exclusions are configured, do not treat those exclusions as a security boundary in unpatched builds; instead rely on the per-action permission checks and downstream authorization that this vulnerability does not bypass, and restrict network access to the Backstage backend to trusted, authenticated users (the attack requires a valid authenticated session, PR:L), which reduces but does not eliminate the risk of an authenticated insider invoking an operator-restricted action.

Technical ContextAI · show details
Backstage is an open framework for building developer portals, and the affected component is the alpha Actions Registry service implemented by DefaultActionsRegistryService in @backstage/backend-defaults, exposed through the ActionsService API from @backstage/backend-plugin-api/alpha. Plugins register named actions with metadata attributes (destructive, readOnly, idempotent), and operators can restrict which actions are available using static configuration under backend.actions - including a backend.actions.pluginSources allowlist of plugin IDs and filter rules that match action IDs (via minimatch patterns) plus boolean attribute constraints. The root cause is CWE-284 (Improper Access Control): the registry honored these filters when producing the action list but did not re-check them when handling an invocation request for a specific actionId, so a restricted action remained callable by ID. The upstream patch factors the filtering logic into a new actionFilters.ts module (a filterActions helper using Minimatch-based idMatcher and attribute matching) and introduces a private isActionAllowed check that is applied both to the listing path and to the invocation path, returning a NotFoundError for excluded actions so that disallowed actions are indistinguishable from non-existent ones. The change also extracts attribute defaulting into toActionAttributes for consistency.

Backstage is an open framework for building developer portals. Prior to 0.17.8, the @backstage/backend-defaults package is affected by improper access control in backend action invocation. An authenticated user could invoke actions that an operator had excluded through action configuration. Existing action permissions and downstream authorization remain enforced. This issue is fixed in version 0.17.8.
