Exploitation Conditions

Exploitation requires that the actor already holds a valid Fleet registration token for the workspace in which the target cluster is registered, and that they know the target cluster's client identifier (a stable, non-secret value, typically obtained via read access to Cluster resources). Cross-tenant impact additionally requires a shared Fleet workspace where clusters of different tenants are registered together - this is the default single-workspace model. Limiting factors: it cannot be performed by a fully unauthenticated outsider (a workspace registration token is needed), deployment content itself cannot be modified, and clusters that use a kubeConfigSecret are unaffected because they use their import token and ignore any leftover registration-token annotation. There is no workaround other than upgrading; exposure can be reduced by isolating tenants into separate workspaces/tokens, tightly RBAC-restricting ClusterRegistrationToken creation/read and keeping TTLs short, restricting read access to Cluster resources, and monitoring for unexpected ClusterRegistration objects or agents that lose credentials.

Impact

This is a genuine but conditional multi-tenant privilege/identity issue rather than a broadly remotely-exploitable flaw. The CVSS 3.1 vector (AV:N/AC:H/PR:H/UI:N/S:C/C:H/I:L/A:H, base 7.9) already encodes that exploitation requires privileges (PR:H) - namely a valid Fleet registration token - and the scope change (S:C) reflects that the attacker reaches another cluster's Fleet management namespace. KEV status is NO (not listed as actively exploited by CISA), no EPSS score was supplied, and the only reference is the vendor GHSA advisory, so there is no public exploit identified at time of analysis. SSVC-style signals (automatable, technical-impact) were not provided in structured form; the vuln.today Decision label is 'this_week', which is a prioritize-promptly tier, not 'act_now'/'emergency'. The practical limiter is architectural: the attacker must already be a legitimate token-holder in a shared Fleet workspace and must know the target cluster's (non-secret) client identifier, so realistic exploitation looks like a malicious or compromised tenant inside a shared single-workspace deployment, i.e. targeted/insider abuse rather than mass internet exploitation. Net: a real, worth-patching cross-tenant authentication-binding weakness, but not an emergency drop-everything item absent KEV/EPSS evidence of active or automatable exploitation.

Exploit ScenarioDerived

In a shared Fleet workspace hosting clusters from multiple tenants (the default single-workspace model), an actor holding a valid registration token for that workspace learns the stable, non-secret client identifier of another tenant's cluster. They submit a registration request claiming that cluster's identity; because identity was accepted without being bound to the originating registration token, Fleet issues credentials scoped to the victim cluster's Fleet management namespace, letting them read synced Secrets and ConfigMaps and disrupt the legitimate agent. No public exploit code is identified at time of analysis; the only reference is the vendor GHSA advisory.

AnalysisAIv1 – Oct 30, 2026

Cluster identity spoofing in SUSE Rancher Fleet's registration flow allows an actor who already holds a valid registration token for a Fleet workspace to bind a crafted registration request to a different managed cluster in that same workspace, simply by claiming that cluster's client identifier. The actor gains credentials scoped to the victim cluster's Fleet management namespace, exposing Secrets and ConfigMaps synced there, permitting limited modification of bundle deployment and cluster status data, and disrupting Fleet's management of the cluster because the legitimate agent's registration and credentials are replaced. Exploitation requires a workspace registration token plus knowledge of a stable, non-secret client identifier, so it is a conditional identity/privilege issue concentrated in shared single-workspace deployments rather than a broadly unauthenticated remote compromise; no public exploit code has been identified at time of analysis, and deployment content itself cannot be altered through this flaw.

RemediationAI

Upgrade to a vendor-patched release: Fleet v0.16.3, v0.15.17, v0.14.12, or v0.13.17, or move to Rancher v2.15.3, v2.14.7, v2.13.11, or v2.12.15 which bundle the fixed Fleet code; the advisory states no workaround exists other than upgrading, and the 0.12 branch has no fixed release listed in the package metadata, so those deployments should move to a supported branch. Because the fix changes registration semantics, note the side effects before upgrading: re-registration with the same token name and Fleet-deployed agents are unaffected, but deliberately re-registering a cluster under a different registration token now requires setting the fleet.cattle.io/registered-token annotation on the Cluster to the new token name (which also re-enqueues pending registration requests), with the Fleet Helm value allowClusterRegistrationTokenChange: true available as an opt-out that restores the previous permissive behavior and therefore the exposure. Until the upgrade lands, the vendor-recommended exposure reducers are to issue a separate Fleet workspace and separate registration tokens per tenant or trust boundary instead of sharing one workspace, to treat ClusterRegistrationToken resources as sensitive credentials by RBAC-restricting who may read or create them and keeping their TTL short so tokens expire outside the registration window, to restrict read access to Cluster resources so client identifiers are not broadly readable, and to monitor Fleet workspaces for unexpected ClusterRegistration objects or managed clusters whose agent unexpectedly loses credentials or stops reporting. Technical ContextAI · show details

Fleet is SUSE Rancher's GitOps continuous-delivery engine for Kubernetes clusters, and its agent-based registration flow uses ClusterRegistrationToken resources scoped to a Fleet workspace to enroll downstream clusters. The root cause maps to CWE-290 (authentication bypass by spoofing), with the advisory additionally classifying it as CWE-639 (authorization bypass through user-controlled key) and CWE-863 (incorrect authorization): the cluster identity asserted in a registration request was accepted without being cryptographically or logically bound to the registration token used to submit it. Because the client identifier is a stable, non-secret value carried on Cluster resources, any principal that can read Cluster objects in the workspace can enumerate targets, while the token supplies the only real gate. The affected code is the Go module github.com/rancher/fleet, shipped both standalone and bundled inside Rancher releases. The fix records the issuing token name in the fleet.cattle.io/registered-token annotation on the Cluster resource (at creation for new clusters, on first grant after upgrade for existing ones) and rejects registrations claiming an existing cluster identity with a mismatched token, emitting a RegistrationTokenMismatch warning event; registration credential secret access is likewise limited to the bound token. Clusters configured with a kubeConfigSecret use their import token and ignore any leftover registration-token annotation, so they are not affected. The trigger is the registration endpoint's handling of the claimed cluster identity relative to the presented token, as described in the advisory; no memory-safety or timing component is described.

Executive ViewAI

Why It Matters

CVE-2026-104615 in SUSE Rancher Fleet allows an attacker with a valid workspace registration token to impersonate another managed cluster within that same workspace, potentially exposing secrets and disrupting deployment management. This poses a medium-level risk primarily for organizations with shared single-workspace Fleet deployments, where a compromised token could lead to cross-cluster access.

Business Impact: Medium
Compensating Controls

No vendor-released patch identified at time of analysis. Interim mitigations include: strictly limiting distribution of workspace registration tokens, monitoring for unauthorized cluster registration attempts, isolating Fleet workspaces per cluster to prevent cross-cluster token reuse, and applying least-privilege principles to token generation and usage.
