Exploitation Conditions

Requires local access to a device on which a Claude Code API key was already stored (via an earlier /login or written directly to the configuration), and an active Claude Enterprise or Team session that authenticated with the org account. The flaw only manifests for organizations using server-managed (cloud policy) settings - Claude for Enterprise from version 2.0.68 and Claude for Work/Team from 2.1.38. The complete-policy-loss outcome additionally requires that no managed settings had ever been cached on the machine; otherwise a stale cached copy continues to apply. Endpoint-managed settings delivered via MDM or local files are NOT affected and continue to enforce correctly. Fixed in 2.1.260 (already delivered via standard auto-update); manual-update users must upgrade.

Impact

This is a low-priority issue confirmed by the CVSS 4.0 base score of 2.0. The vendor vector (AV:L/AC:L/AT:P/PR:L/UI:N/VC:N/VI:L/VA:N) is internally consistent with the description: exploitation requires local access to a device that already holds a stored API key (AV:L), an authenticated Enterprise/Team session (PR:L), and - for the most impactful 'no policy at all' outcome - the additional precondition that no managed settings were ever cached (AT:P). The only impact is a low integrity effect (VI:L): the session runs as the organization account but fails to receive or refresh server-managed policy such as permission deny rules, model restrictions and managed-only locks. There is no confidentiality or availability impact (VC:N/VA:N), so the 'Information Disclosure' tag overstates the nature of the flaw - this is a policy-enforcement/ordering defect (CWE-696, incorrect behavior order in credential selection), not data exposure. No EPSS score, CISA KEV listing, POC, or SSVC decision data was provided; there is no public exploit identified at time of analysis. There is no signal conflict between network/local vectors - every source points to a local, authenticated, integrity-only weakness. The realistic worst case is a user on an already-trusted device operating outside intended org guardrails, not remote compromise, so this warrants routine patching rather than emergency response.

Exploit ScenarioDerived

On a device that already stores a Claude Code API key (from a prior /login or a key written directly to config), a user signs in with their valid Claude Enterprise or Team account and launches a session. Claude Code incorrectly prefers the stored key when fetching the organization's server-managed settings; the endpoint rejects that key, so the session either starts with no server-managed policy (if none was ever cached) or keeps applying a stale cached policy while still operating as the org account, silently bypassing controls like permission deny rules and model restrictions. No public exploit exists and the flaw requires local access to such a preconfigured device.

AnalysisAIv1 – Sep 30, 2026

Credential-precedence handling in Claude Code causes the CLI to request an organization's server-managed settings with a locally stored API key instead of the user's authenticated Claude Enterprise or Team session, so when that key is rejected the session starts without the organization's policy - permission deny rules, model restrictions and managed-only locks go unenforced - or keeps applying a stale cached policy while still operating as the organization account. Only organizations that use server-managed (cloud policy) settings are affected: Claude for Enterprise from version 2.0.68 and Claude for Work (Team) from version 2.1.38, and the issue requires local access to a device where an API key was previously persisted via /login or written directly into the configuration (PR:L), with the complete policy-loss case additionally requiring that no managed settings were ever cached on that machine. Severity is low (CVSS 4.0 base 2.0; local, integrity-only, no confidentiality or availability impact), endpoint-managed MDM or file-based settings are not affected, and no public exploit identified at time of analysis.

RemediationAI

Vendor-released patch: upgrade Claude Code to version 2.1.260 or later. Users on the standard auto-update channel have already received the fix, so organizations should verify installed version numbers on managed developer endpoints rather than assume the update landed; users performing manual updates must upgrade explicitly. Details and version guidance are in the vendor advisory at https://github.com/anthropics/claude-code/security/advisories/GHSA-gfvf-j8jh-jxxw. Where immediate upgrading is not possible, the most direct compensating control is to remove or avoid persisting API keys on devices that also run Claude Enterprise or Team sessions - delete keys written by /login or into configuration files and use interactive session sign-in instead - though this breaks scripted or non-interactive workflows that depend on stored keys. A second control is to deliver policy through endpoint management (MDM or local managed-settings files) instead of server-managed cloud settings for affected machines, since that path enforces correctly; the trade-off is added endpoint-management overhead and reduced flexibility compared with cloud-delivered policy. Administrators can also temporarily monitor compliance by manually inspecting the effective settings and deny rules reported by the CLI after startup on machines that hold stored keys, recognizing that this is detection rather than prevention.

Technical ContextAI · show details

The affected component is the Claude Code CLI, published as the npm package @anthropic-ai/claude-code (cpe:2.3:a:anthropic:@anthropic-ai/claude-code:*:*:*:*:*:*:*:*), which supports both a user session sign-in (including Claude Enterprise and Claude Team accounts) and persisted API keys written by /login or placed directly into the tool's configuration files. For Enterprise and Team tenants, organizational policy is delivered as server-managed settings fetched from a cloud endpoint during session startup, and that policy is what enforces permission deny rules, model restrictions and managed-only locks; an alternative delivery path, endpoint management via MDM profiles or local managed-settings files, is handled separately and is not affected. The root cause maps to CWE-696 (Incorrect Behavior Order): the CLI resolves and prefers the locally stored API key ahead of the credentials of the already-authenticated Enterprise or Team session when calling the settings endpoint, an incorrect ordering of credential selection. The failure is not fail-closed - when the endpoint rejects the stored key, the client proceeds to start the session without server-managed policy, or, if a policy copy had previously been cached on disk, continues to apply that stale copy indefinitely and never receives subsequent policy changes, all while the session is still attributed to the organization's account. Endpoint-managed settings avoid the flaw because they are loaded from a path that does not depend on the misordered cloud credential lookup.

DescriptionCVE.org

Claude Code selected an API key stored by Claude Code, for example from an earlier /login or written directly to its configuration, ahead of the user's valid Claude Enterprise or Team sign-in when fetching the organization's server-managed settings, even though the session itself authenticated with the Enterprise or Team account. When the settings endpoint rejected that stored key, the session started without the organization's server-managed policy (such as permission deny rules, model restrictions and managed-only locks) or, if a previously cached copy existed on the machine, kept applying that stale copy without receiving later policy changes - while continuing to operate as the organization's account. Triggering this required local access to a device with such a stored API key; the no-policy case additionally required that no managed settings had previously been cached. Endpoint-managed (MDM or file-based) settings were not affected. Claude for Enterprise organizations were affected from version 2.0.68; Claude for Work (Team) organizations from version 2.1.38, when server-managed settings became available to them.

Users on standard Claude Code auto-update have received this fix already. Users performing manual updates are advised to update to version 2.1.260 or later.
