MITRE ATT&CK
1 technique across 1 tactic: Defense Evasion The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires a valid authenticated account on the target Weblate instance (CVSS PR:L): a low-privileged or self-registered user can call the REST API user-list endpoint (blank/short username query) to enumerate all users, or access another user's notification-subscription objects via the user-notifications endpoint through insecure direct object reference. No special non-default configuration is needed and no user interaction is required, but exploitation is LIMITED to parties who can obtain an account - the fix now returns zero results to ordinary users and 403 to the anonymous user, confirming anonymous callers were already restricted on these paths. Affected versions: Weblate prior to 5.15. |
| Impact | This is a genuine but low-severity authorization flaw, and the signals are internally consistent rather than conflicting. The CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:N/A:N, base 4.3) describes a network-reachable, low-complexity issue that nonetheless requires an authenticated low-privileged account (PR:L) and yields only limited confidentiality impact (C:L) with no integrity or availability effect - matching the advisory's characterization as an IDOR/broken-authorization information-disclosure bug, not a code-execution or takeover primitive. EPSS is low (0.27%, 18th percentile), the CVE is NOT on CISA KEV, and no public exploit or SSVC decision data was provided, so all exploitation-urgency signals point the same way: this is a MEDIUM-severity data-exposure issue, not an active-exploitation priority. The patch is confirmed (merged PR #17256 plus GHSA-3pmh-24wp-xpf4). No signals conflict; the main caveat is that exploitation requires a valid account on the instance, which meaningfully narrows the attacker population versus a truly unauthenticated flaw. Note the input 'Authentication Bypass' tag mischaracterizes the issue - the vendor advisory and CVSS PR:L both confirm authentication is REQUIRED; this is an authorization (IDOR) flaw, not an authentication bypass. |
| Exploit ScenarioDerived | An attacker who holds any low-privileged account on a Weblate instance (self-registered or a limited translator) calls the REST API user-list endpoint with a blank or short query and receives the full roster of users, or dereferences another user's notification subscription via the notifications endpoint. The harvested usernames and email-adjacent metadata are then used to seed phishing, credential-stuffing, or targeted social-engineering against the project's contributors. No public exploit code was identified, but the fix diff plainly documents the vulnerable endpoints. |

Alert meAnalysisAIv1 – Oct 07, 2026
Authenticated users of Weblate instances running versions prior to 5.15 can enumerate all user accounts and read other users' notification subscription settings through the REST API, because authorization checks on the user-list and user-notifications endpoints were incomplete. The flaw requires only a low-privileged or self-registered account (CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:N/A:N, base 4.3) and leaks limited read-only information - usernames, account listing, and notification preferences - so impact is confidentiality-only and low. A vendor fix is available in Weblate 5.15, EPSS places exploitation likelihood at roughly 0.27% (18th percentile), and no public exploit code or confirmed active exploitation has been identified at time of analysis.
RemediationAI
Upgrade to Weblate 5.15 or later, which is the vendor-released fix: the release ships PR 17256 (https://github.com/WeblateOrg/weblate/pull/17256) and is documented in advisory GHSA-3pmh-24wp-xpf4 (https://github.com/WeblateOrg/weblate/security/advisories/GHSA-3pmh-24wp-xpf4). If immediate upgrade is not possible, note that the confirmed prerequisite for exploitation is possession of any valid account, so the highest-value compensating control is closing or tightly gating self-registration and deactivating dormant or guest accounts on the instance - the trade-off being that legitimate new contributors cannot onboard until the patch is applied. A second option is to block or restrict access to the REST API user endpoints (the api:user-list path and the api:user-notifications / api:user-notifications-details paths under the users API) at the reverse proxy for all but administrative accounts; this prevents the enumeration and IDOR reads but will break any client-side autocompletion or integrations that rely on user listing for ordinary users. Because the flaw is confidentiality-only with limited data exposure and no exploitation has been observed, these workarounds are reasonable interim measures rather than emergency actions; prioritizing the 5.15 upgrade remains the cleanest and least disruptive path.

Technical ContextAI · show details
The root cause is CWE-284 (Improper Access Control) manifesting as broken object- and function-level authorization in Weblate's Django REST Framework API. The user-list endpoint backed the front-end autocompletion interface and, per the upstream patch, returned results for blank or very short username queries to any caller rather than restricting them to superusers - meaning an ordinary authenticated account could dump the full user roster simply by requesting the endpoint with an empty query string. Separately, the user-notifications and user-notifications-details endpoints lacked object-level authorization, allowing one user to retrieve another account's subscription objects by referencing their username and subscription ID (a classic IDOR). The fix in PR 17256 tightens several layers at once: it marks the serializer's id field read-only, rewrites the filter tests so that blank or short searches return zero results for regular users while superusers still receive full results, and asserts HTTP 403 for the anonymous user on the notification endpoints - confirming that anonymous callers were already blocked on those paths and that the exposed surface was the authenticated one. The Weblate codebase is a Python/Django localization platform distributed via PyPI (package name Weblate), so the CPE cpe:2.3:a:weblate:weblate:*:*:*:*:*:*:*:* correctly captures all releases below 5.15 as affected.
