MITRE ATT&CK
1 technique across 1 tactic: Initial Access The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires the victim to be tricked into visiting an attacker-controlled web page while their browser can reach the target Jenkins instance (UI:R), and the attack delivers login CSRF - forcing the victim to authenticate into the attacker's account rather than compromising the victim's own session. Limiting factors: the attack depends on social engineering to get the victim to the malicious page, affects only Jenkins 2.540/LTS 2.528.2 and earlier, and yields only limited confidentiality impact (the attacker observes what the victim does inside the attacker-owned account) with no direct integrity or availability loss. The published vector lists PR:L, implying some authentication context, though this vulnerability class is commonly reachable by an unauthenticated external attacker. |
| Impact | This is a low-severity, low-priority issue that does not warrant emergency patching. The provided CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:R/S:U/C:L/I:N/A:N) yields a base score of 3.5 (Low), reflecting that exploitation requires user interaction (UI:R) and yields only limited confidentiality impact with no integrity or availability impact. The EPSS score of 0.19% (8th percentile) is low, indicating a very low probability of exploitation in the next 30 days. There is no CISA KEV listing (not actively exploited) and no public exploit code identified, so all exploitation signals align toward low real-world risk. One data tension worth noting: the published vector specifies PR:L (attacker needs some authentication), yet a login-CSRF attack of this class is typically mounted by an unauthenticated external attacker using their OWN credentials to trick the victim - verify the privilege requirement with the Jenkins advisory. Overall this is a genuinely low-priority finding whose signals (low CVSS, low EPSS, no KEV, no POC) are consistent rather than conflicting. |
| Exploit ScenarioDerived | An attacker crafts a malicious web page that silently submits a login request to a victim's Jenkins instance using the attacker's own credentials; when a logged-out victim visits the page, their browser is forced to authenticate as the attacker. The victim then unknowingly operates inside the attacker-controlled account, where subsequent actions, saved tokens, or configuration may be captured by the attacker. No public exploit code is identified at time of analysis, and the attack requires the victim to interact with the malicious page (UI:R). |

Alert meAnalysisAIv2 – Oct 15, 2026
Login CSRF in Jenkins 2.540 and earlier (LTS 2.528.2 and earlier) allows an attacker to trick a victim into authenticating into the attacker's own Jenkins account, after which the attacker can observe what the victim does inside that account. Exploitation requires the victim to be lured to an attacker-controlled page while their browser can reach the Jenkins instance (UI:R); the published vector lists PR:L while our independent assessment treats the flaw as reachable by an unauthenticated external attacker (PR:N), and impact is confined to low confidentiality with no integrity or availability loss. No public exploit code or active exploitation has been identified, EPSS is just 0.19% (8th percentile), and this is therefore a low-severity, low-priority issue that does not warrant emergency patching.
Earlier versions of this analysis (1)
Login cross-site request forgery (CSRF) in Jenkins 2.540 and earlier and LTS 2.528.2 and earlier allows unauthenticated remote attackers to trick a victim into authenticating to the attacker's account, potentially exposing the victim's subsequent in-session actions; impact is limited to confidentiality (C:L) with no integrity or availability effect. This is a low-severity issue (vendor CVSS 3.1 base 3.5), with an EPSS score of 0.19% (8th percentile) and no public exploit identified at time of analysis; exploitation requires the victim to visit an attacker-controlled page and submit a forged login request (UI:R), making it a hard prerequisite and limiter.
RemediationAI
Patch available per vendor advisory: upgrade any Jenkins controller beyond 2.540 on the weekly line or beyond LTS 2.528.2, selecting the fixed release named in the advisory at https://www.jenkins.io/security/advisory/2025-12-10/#SECURITY-1166 (the advisory is the authoritative source for the exact version and no version is enumerated in the supplied data, so do not assume a number). Because the issue is low severity (CVSS 3.5, low confidentiality impact, no known exploitation, EPSS 0.19%), it can be scheduled in the next routine maintenance window rather than treated as an emergency change. If immediate upgrade is not possible, compensating controls are limited and come with trade-offs: restrict browser reachability to the Jenkins UI through a reverse proxy, VPN, or firewall allow-list so that victims cannot reach the login endpoint from arbitrary networks (trade-off: blocks legitimate remote developer access and can break CI webhook or badge integrations); and reinforce user awareness that following untrusted links while a Jenkins session is active can silently switch them into an attacker-controlled account (trade-off: relies on human behavior and gives no technical guarantee). Ensure the Jenkins built-in CSRF protection option remains enabled, but note it is a broad control for the CSRF class and should not be treated as a substitute for the vendor fix; disabling anonymous read access does not mitigate this login-flow weakness and may break integrations.

Technical ContextAI · show details
The root cause is CWE-352 (Cross-Site Request Forgery) applied to the authentication flow, a variant known as login CSRF. CSRF arises when a request that establishes or changes session state can be induced by a third-party site because the application does not require an unguessable, session-bound token that the attacker's page cannot obtain; here the affected request is the login itself, so the victim's browser is made to present the attacker's credentials and ends up bound to the attacker's Jenkins session rather than the victim's own. Jenkins' general CSRF defenses rely on crumbs and SameSite cookie behavior, and the affected login path was evidently not covered by them in this release train. The affected code base is identified by two CPEs: cpe:2.3:a:jenkins:jenkins:*:*:*:*:-:*:*:* for the weekly line (2.540 and earlier) and cpe:2.3:a:jenkins:jenkins:*:*:*:*:lts:*:*:* for the LTS line (2.528.2 and earlier), confirming both Jenkins distribution channels are affected. Because the delivered outcome is a session established under the attacker's identity, the confidentiality impact is limited to whatever the victim reveals inside an account the attacker already controls, and there is no direct integrity or availability effect on the victim's own data. Exploitation prerequisites are social engineering (the victim must follow a link to an attacker-controlled page) and network reachability from the victim's browser to the Jenkins UI; no authentication as the victim is needed to deliver the attack, and the conflicting PR:L (published) versus PR:N (our assessment) rating reflects ambiguity about whether the attacker's own credentialed context is required to host the malicious page.
