Exploitation Conditions

Exploitation requires an attacker who already possesses HIGH privileges within PeopleSoft Enterprise PeopleTools (per CVSS PR:H) and network access to the PIA Core Technology web interface over HTTP; no user interaction is needed (UI:N). Only versions 8.60, 8.61, and 8.62 are affected. The principal limiting factor is the high-privilege prerequisite, which confines realistic exploitation to malicious insiders or attackers who have already compromised a privileged account rather than anonymous external actors. The aggravating factor is the scope change (S:C): successful attacks can affect additional products beyond PeopleTools. Impact is bounded to Low confidentiality (read of a data subset) and Low integrity (unauthorized insert/update/delete of some data), with no availability impact.

Impact

This is a moderate-severity access-control flaw (CWE-284) in Oracle PeopleSoft Enterprise PeopleTools PIA Core Technology, rated CVSS 3.1 5.5 (AV:N/AC:L/PR:H/UI:N/S:C/C:L/I:L/A:N). The signals are largely consistent and point AWAY from urgent, widespread risk: the attack is network-borne over HTTP with low complexity, but critically requires PR:H - the attacker must already hold high privileges on the target, which sharply limits the realistic attacker population to insiders or already-compromised privileged accounts. EPSS corroborates low near-term exploitation likelihood at 0.25% (15th percentile), there is no CISA KEV listing, and no public exploit was identified at time of analysis, so this is no public exploit identified at time of analysis. The notable amplifier is the scope change (S:C): Oracle states attacks 'may significantly impact additional products,' meaning a compromise of PeopleTools can reach beyond its own security boundary even though the direct C/I impacts are only Low and availability is unaffected. A clear data conflict exists: the input Tag 'Authentication Bypass' contradicts the CVSS vector's PR:H (high-privilege prerequisite) - a true authentication bypass would imply PR:N, so the tag appears mislabeled and should not be used to upgrade urgency. Net assessment: a real but lower-priority issue best handled on the normal Oracle CPU patch cadence, not an emergency; prioritize higher if the environment grants broad high-privilege PeopleTools access or if adjacent integrated products are sensitive.

Exploit ScenarioDerived

An attacker who already holds a high-privileged PeopleTools account (or has hijacked one) sends crafted HTTP requests to the PIA Core Technology interface, abusing improper access control to read a subset of data and perform unauthorized insert/update/delete operations. Because of the scope change, the impact can extend into additional integrated Oracle products beyond PeopleTools itself. No public exploit code was identified, and exploitation depends on the attacker first obtaining elevated privileges.

AnalysisAIv1 – Oct 08, 2026

Improper access control (CWE-284) in Oracle PeopleSoft Enterprise PeopleTools versions 8.60, 8.61, and 8.62 lets an attacker who already holds high privileges in the product reach the PIA Core Technology web interface over HTTP and read a limited subset of data as well as insert, update, or delete some data, with the impact potentially extending to other, linked products because the flaw causes a scope change. The CVSS 3.1 base score is 5.5 (AV:N/AC:L/PR:H/UI:N/S:C/C:L/I:L/A:N), and the PR:H prerequisite is the main limiting factor: only malicious insiders or attackers who have already compromised a privileged PeopleSoft account can realistically exploit it, while no user interaction is required. There is no public exploit identified at time of analysis, the issue is not confirmed actively exploited (no CISA KEV listing), and EPSS is low at 0.25% (15th percentile), so risk is best characterized as moderate and tied to privileged-account hygiene rather than external mass exploitation.

RemediationAI

Apply the Oracle Critical Patch Update for October 2025 (https://www.oracle.com/security-alerts/cpuoct2025.html), which addresses this flaw in the affected PeopleTools releases; follow the advisory's per-version patching instructions and test the update in a non-production PIA environment first, since PeopleTools updates can affect customized PIA pages and integration points. Because exploitation requires high privileges (PR:H) over the network, the most effective compensating controls are identity-focused: inventory and reduce the number of accounts with elevated PeopleSoft roles, enforce least privilege on PIA administrative and developer permissions, and rotate credentials for any privileged account suspected of exposure. Additionally, restrict network reachability to the PIA Core Technology web interface (place it behind a reverse proxy, WAF, or VPN/zero-trust gateway and block direct external HTTP access), accepting the trade-off that legitimate remote users must then traverse the proxy. Enable and monitor PIA audit logging and database-level audit trails for anomalous read or insert/update/delete activity by privileged users, noting that verbose auditing carries a performance and storage cost. Note that these compensating controls reduce exposure but do not eliminate the underlying missing-authorization defect; vendor patching remains the primary fix.

Technical ContextAI · show details

PeopleSoft Enterprise PeopleTools is the application-platform layer beneath PeopleSoft HCM, FSCM, Campus Solutions, and similar suites; PIA (PeopleSoft Internet Architecture) is the web tier that serves the portal, component, and integration requests over HTTP/HTTPS through the PeopleSoft Web Server and application server. This CVE is an access-control weakness (CWE-284) in the PIA Core Technology component, meaning the code that enforces authorization on PIA requests does not correctly constrain what a privileged user can reach or change. The recorded CPE cpe:2.3:a:oracle:peoplesoft_enterprise_peopletools:*:*:*:*:*:*:*:* covers the platform product, and the CVSS vector's scope-change flag (S:C) indicates that a successful attack against PeopleTools can affect resources governed by other security authorities or downstream/dependent products, even though the vulnerable component itself is PeopleTools. Impact is deliberately bounded: confidentiality and integrity are each Low (a subset of readable data and some unauthorized insert/update/delete), and there is no availability impact, which is consistent with a missing-authorization-check class rather than a memory-corruption or code-execution flaw.
