2 techniques across 2 tactics: Initial Access, Execution

The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Exploitation requires that the affected phone (Desk Phone 9800, IP Phone 7800/8800, or Video Phone 8875 running Cisco SIP Software) be registered to Cisco Unified Communications Manager AND have the Web Access feature enabled - Web Access is DISABLED BY DEFAULT, so default deployments are not exposed. It is reflected XSS requiring active user interaction (UI:R): the attacker must persuade an existing web-UI user to click a crafted link, and impact is confined to that user's browser context (no device code execution or OS compromise). These two limiting factors - non-default configuration plus required user interaction - substantially reduce realistic risk below the raw 6.1 score.

Impact

This is a moderate, not high-priority, issue once all signals are weighed together. The CVSS 3.1 base score of 6.1 (vendor-assigned by Cisco PSIRT) reflects a reflected/DOM XSS: network attack vector (AV:N) but with mandatory user interaction (UI:R), no privileges (PR:N), low complexity (AC:L), and only low confidentiality and integrity impact (C:L/I:L/A:N) with a scope change (S:C) because script executes in the victim's browser context rather than on the device OS. EPSS is low at 0.29% (19th percentile), and there is no CISA KEV listing and no identified public exploit - so no public exploit identified at time of analysis and no evidence of active exploitation. The signals are mutually consistent: a low-impact, interaction-dependent XSS that is unlikely to be mass-exploited. Importantly, real-world exploitability is further constrained by non-CVSS prerequisites stated in the description: the phone must be registered to Cisco Unified Communications Manager AND have Web Access enabled, which is DISABLED BY DEFAULT - this materially lowers the exposed population below what AV:N/PR:N alone implies. One data-quality caveat: the single reference advisory URL is slugged 'cisco-sa-phone-dos' (denial of service), which does not match an XSS/CWE-79 finding - verify the correct advisory with Cisco, as the linked bulletin may describe a different issue.

Exploit ScenarioDerived

An attacker crafts a malicious URL targeting the phone's web UI and uses social engineering to persuade an authenticated web-UI user (typically an administrator on the same network) to click it. When the victim opens the link, unsanitized input is reflected and arbitrary script executes in the victim's browser session, letting the attacker read browser-based information or act within the web UI context. No public exploit code is identified at time of analysis.

AnalysisAIv1 – Oct 08, 2026

Reflected cross-site scripting in the web UI of Cisco Desk Phone 9800 Series, IP Phone 7800 and 8800 Series, and Video Phone 8875 running Cisco SIP Software lets an unauthenticated, remote attacker execute arbitrary script in a victim's browser context by persuading them to click a crafted link. The vulnerability carries a CVSS 3.1 base score of 6.1 (AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:N), and there is no public exploit identified at time of analysis and no CISA KEV listing; EPSS is low at 0.29% (19th percentile), consistent with a targeted, interaction-dependent flaw. Real-world exposure is further constrained because the phone must be registered to Cisco Unified Communications Manager and have the Web Access feature enabled, which is disabled by default, so standard out-of-the-box deployments are not reachable. Overall this is a moderate, not high-priority, issue once the non-default configuration requirement and the mandatory user interaction are weighed against the raw score.

RemediationAI

Patch availability is not independently confirmed in the provided data and no fixed firmware version is stated, so the primary action is to consult Cisco advisory cisco-sa-phone-dos-FPyjLV7A (https://sec.cloudapps.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-phone-dos-FPyjLV7A) for the exact patched Cisco SIP Software release and upgrade all affected 7800, 8800, 9800, and 8875 series phones once that version is published. In the meantime, the most effective compensating control is to leave Web Access disabled or turn it off where it is not operationally required - this removes the attack surface entirely, at the cost of losing on-phone web-based administration and any user-facing web features. Where Web Access must stay enabled, restrict reachability of the phone web UI to a trusted management VLAN or administrative subnet via ACLs or firewall rules so arbitrary clients cannot deliver the crafted link, accepting that this requires network changes and may inconvenience remote users. Because this is a reflected XSS requiring a victim to click an attacker-supplied link, reinforce user awareness about not following unsolicited links that target a phone's web interface, and rely on CUCM-side hygiene (limiting which endpoints are registered and which management interfaces are exposed) until firmware is applied.

Technical ContextAI · show details

The flaw is a CWE-79 cross-site scripting issue in the embedded HTTP web UI of Cisco SIP Software running on the affected desk, IP, and video phones. The web interface does not sufficiently validate user-supplied input, so attacker-controlled content supplied through a crafted URL is reflected back into the rendered page and executed in the context of the phone's web interface session. The CVSS vector confirms a remote, network-reachable attack (AV:N) with no privileges required (PR:N), but the scope change (S:C) and required user interaction (UI:R) reflect that impact is confined to the victim's browser session - script execution or access to sensitive browser-based information - rather than code execution on the device or its underlying OS. The affected software is the Cisco SIP firmware, and the CPE data enumerates multiple firmware families across the Desk Phone 9800 line (9841, 9851, 9861, 9871) and IP Phone 7800/8800 lines, including 14.3(1) and 14.3(1)SR1 builds for models such as the 7811 and 8865. Two deployment preconditions gate exploitability: the phone must be registered to Cisco Unified Communications Manager, and the Web Access feature must be enabled - it is off by default. The authoritative vendor guidance is Cisco advisory cisco-sa-phone-dos-FPyjLV7A.

DescriptionCVE.org

A vulnerability in the web UI of Cisco Desk Phone 9800 Series, Cisco IP Phone 7800 and 8800 Series, and Cisco Video Phone 8875 running Cisco SIP Software could allow an unauthenticated, remote attacker to conduct XSS attacks against a user of the web UI.

This vulnerability exists because the web UI of an affected device does not sufficiently validate user-supplied input. An attacker could exploit this vulnerability by persuading a user to click a crafted link. A successful exploit could allow the attacker to execute arbitrary script code in the context of the affected interface or access sensitive, browser-based information. Note: To exploit this vulnerability, the phone must be registered to Cisco Unified Communications Manager and have Web Access enabled. Web Access is disabled by default.
