Exploitation Conditions

Exploitation requires that the target application invoke ImageMagick to encode/convert an attacker-influenced image specifically into the CIP (Cisco IP Phone) output format - a rarely-used coder that must be explicitly requested. The injected data originates from the image's Title/label property, or when that is NULL, from the source filename basename, so the attacker must control image metadata or the filename. Limiting factors that reduce realistic risk: CIP output must actually be produced (non-default for most workflows), impact is confined to injecting/corrupting markup in the generated XML (integrity only - no code execution, no confidentiality or availability loss), and downstream effect depends on the XML consumer. No authentication or special privileges are required per the CVSS vector (PR:N).

Impact

The input CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:N/UI:N, score 6.9) describes network-reachable, unauthenticated, low-complexity exploitation, but the ONLY impact is low integrity (VI:L) - markup injection into generated Cisco IP Phone (CIP) XML - with no confidentiality (VC:N) and no availability (VA:N) impact. The classification is CWE-79 (XSS), yet the real-world consequence depends entirely on how the downstream CIP XML consumer (a Cisco phone or provisioning backend) parses the injected markup, which is outside ImageMagick's trust boundary. No EPSS score, KEV listing, or POC was provided, so there is no signal of active or imminent exploitation. Realistic risk is further constrained because the CIP encoder is an obscure, rarely-invoked output coder - few deployments ever convert untrusted input to CIP format. Net: a legitimate but low-to-moderate priority issue where high theoretical reachability is offset by niche feature usage and integrity-only impact. Caveat: CVSS marks UI:N, but exploitation practically requires the application to be configured/driven to emit CIP output - verify whether your pipeline ever produces CIP before prioritizing.

Exploit ScenarioDerived

An attacker submits a crafted image whose Title metadata (or, if absent, a filename basename) contains XML control characters to a service that uses ImageMagick to render Cisco IP Phone (CIP) output. Because the CIP encoder writes that value into the <Title> element without escaping, the attacker's markup is injected into the generated XML, corrupting or restructuring it. No public exploit code is identified at time of analysis, and impact is limited to the integrity of the produced XML.

AnalysisAIv1 – Oct 12, 2026

ImageMagick's CIP (Cisco IP Phone) encoder fails to escape input-derived data, allowing markup injection into the generated XML output when a crafted image is converted to the .cip format. Affected versions are ImageMagick 6.x before 6.9.13-57 and 7.x before 7.1.2-32; exploitation requires that an application actually invoke the CIP coder, which is non-default and must be explicitly requested. Per the assessed vector, the impact is limited to low integrity (markup corruption of the emitted XML) with no confidentiality or availability loss, and no public exploit has been identified at time of analysis (not listed in CISA KEV).

RemediationAI

Vendor-released patch: upgrade to ImageMagick 7.1.2-32 or later on the 7.x branch, or 6.9.13-57 or later on the 6.x branch. The corresponding upstream fixes are the 7.x commit 45bb7328b36c163234f5ccb7f1d494b7c4c8c775 and the 6.x commit 30499e67801ee8a0e70817d28b861b8616d72555, both of which escape the Title value before writing it into the CIP XML; see the advisory at https://github.com/ImageMagick/ImageMagick/security/advisories/GHSA-3429-f84m-8qhw. If patching cannot be applied immediately, the most effective compensating control is to disable the CIP coder entirely via an ImageMagick policy.xml entry (e.g., denying coder CIP) or by removing the cip.so/cip.la module - the trade-off is that any legitimate Cisco IP Phone image conversion stops working. Alternatively, ensure the CIP coder is never reachable from untrusted input paths, and strip or sanitize image metadata (Title/label properties) and control the filename basename of images processed by applications that do write CIP output, since both are injection sources. Blocking conversion requests that target the .cip output format at the application layer is a lower-disruption option, though it requires the application to validate requested output formats. There is no vendor-released patch identified for any version outside the two fixed branches.

Technical ContextAI · show details

ImageMagick's cip.c module implements the CIP coder, which writes Cisco IP Phone XML service output from an image. In the vulnerable code path, WriteCIPImage() builds a <Title> element using FormatLocaleString() with a value taken from the image's Title/label property, or when that is NULL, from GetPathComponent(image->filename, BasePath) - the basename of the source filename. Neither source is passed through an XML-escaping routine, so characters such as <, >, &, or quotes are emitted verbatim into the output document. The CWE-79 classification (improper neutralization of input during web page generation / cross-site scripting) reflects this root-cause class of unescaped attacker-influenced data being written into markup. The upstream fix introduces EscapeXML-aware handling: the 7.x commit includes MagickCore/xml-tree-private.h and calls SubstituteXMLEntities(value, MagickFalse), while the 6.x commit includes magick/xml-tree.h and calls CanonicalXMLContent(value, MagickFalse) before writing the escaped string between literal <Title> and </Title> tags. Because the injected content reaches an XML consumer (e.g., a Cisco IP Phone service), the downstream effect - rendering, parsing, or further processing of malformed/attacker-controlled markup - depends entirely on how that consumer handles the generated document, which is why the assessed impact stays at low integrity rather than code execution.

DescriptionCVE.org

ImageMagick before 6.9.13-57 and 7.x before 7.1.2-32 contains an XML injection vulnerability in the CIP encoder, which does not properly escape input-derived data when writing Cisco IP Phone XML output. Attackers can supply a crafted file that, when converted to CIP format, injects arbitrary markup into the generated XML.
