| Exploitation Conditions | Exploitation requires the CentralNotice extension to be installed and enabled on a MediaWiki instance (a non-default add-on, predominantly used on Wikimedia-style deployments) at a version before 1.46.1, 1.45.5, or 1.43.10. The attacker must be able to store a payload via a CentralNotice banner/campaign field - in typical configurations this requires the centralnotice-admin user right, making the injection step effectively privileged despite the vendor's PR:N. Successful impact also requires victim user interaction (UI:R): another user must load a page that renders the malicious banner. Impact is limited to partial confidentiality/integrity in the victim's browser context (C:L/I:L, no availability impact). |
| Impact | Signals converge on a genuinely moderate-to-low real-world priority. The vendor CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:N = 6.1) reflects a classic stored XSS: network-reachable, low complexity, but requiring victim user interaction (UI:R) and yielding only partial confidentiality/integrity impact (C:L/I:L, no availability). CISA's SSVC framework reinforces low urgency - Exploitation: none, Automatable: no, Technical Impact: partial - meaning no observed exploitation and no wormable/scriptable mass-exploitation path. There is no EPSS score, no KEV listing, and no public exploit code. One point of friction: the vendor scored PR:N (unauthenticated), but injecting a stored payload into CentralNotice banners normally requires a privileged 'centralnotice-admin' right, so the practical injection step is likely authenticated - this should be verified against the Gerrit patch, and if confirmed it lowers realistic risk further (see assessed vector PR:L). This is a real, patch-worthy web vulnerability but not an emergency; it is a moderate-CVSS issue with low real-world exploitation pressure. |
| Exploit ScenarioDerived | An attacker who can edit or create a CentralNotice banner/campaign injects a crafted script payload into a field that is rendered unescaped during page generation. When another wiki user (potentially an administrator) loads a page that displays the malicious banner, the script executes in their browser session, enabling session/token theft or actions in their context. No public exploit code or active exploitation is known at time of analysis. |

Alert meAnalysisAIv1 – Sep 30, 2026
Stored cross-site scripting in the Wikimedia CentralNotice extension lets anyone who can create or edit a banner/campaign persist a JavaScript payload that executes in the browser of every user who views the rendered notice, allowing session-rideable actions and content tampering within the victim's MediaWiki origin. MediaWiki installations running an affected non-default CentralNotice build (before 1.46.1, 1.45.5, or 1.43.10) are exposed; per the CISA SSVC evaluation exploitation has not been observed, automatable exploitation is assessed as no, and no public exploit code was identified at time of analysis, though the vendor's CVSS vector (6.1, PR:N) understates the privilege realistically required to store the payload. Our independent assessment keeps the vendor's CVSS:3.1:AV:N/AC:L/S:C/C:L/I:L/UI:R base but changes the privilege requirement to PR:L, since injecting via a CentralNotice banner field normally demands the centralnotice-admin user right, and impact remains partial confidentiality/integrity with no availability effect.
RemediationAI
Apply the vendor fix by upgrading the CentralNotice extension to the patched release for your MediaWiki branch: 1.46.1, 1.45.5, or 1.43.10 (Vendor-released patch), which corresponds to the upstream change published at https://gerrit.wikimedia.org/r/c/mediawiki/extensions/CentralNotice/+/1346103 and tracked in the Wikimedia Phabricator task https://phabricator.wikimedia.org/T432419; the CVE record is also mirrored at https://nvd.nist.gov/vuln/detail/CVE-2026-103051. If immediate upgrade is not possible, the highest-value compensating control is to restrict the centralnotice-admin user right to a small, fully trusted group, since storing the malicious banner is the step that requires privilege - this reduces the pool of potential injectors but does nothing to stop a compromised or malicious admin and leaves already-stored payloads live. Alternatively, temporarily disable the CentralNotice extension (remove or comment out the wfLoadExtension line and undeploy) to remove the sink entirely, at the cost of losing all banner and campaign functionality, and as a shorter-term containment measure review and purge existing banner/campaign content for injected script markup. Note that patching requires an extension update and, on MediaWiki, may need to be coordinated with the core version of the relevant branch; no network-level workaround such as port or path blocking is applicable here because the attack surface is ordinary authenticated wiki page rendering.

Technical ContextAI · show details
CentralNotice is an optional MediaWiki extension used to display site-wide banners and fundraising or community notices; each notice is a wiki-managed banner/campaign object whose markup is rendered into the pages of the host wiki. The flaw is CWE-79 improper neutralization of input during web page generation: user-supplied banner content is emitted into the generated HTML without correct encoding/escaping, so the payload is stored server-side and re-executed on every page render rather than being reflected once. Because the vulnerable sink sits inside the target site's own origin and the surrounding pages typically carry authenticated session state, a successful payload inherits the victim's privileges in that wiki context; the CVSS:S:C scope change in both the vendor and independent vectors reflects this crossing of a trust boundary from the notice-editing surface into the general user browsing context. The affected CPE entry (cpe:2.3:a:the_wikimedia_foundation:mediawiki_-_centralnotice_extension:*:*:*:*:*:*:*:*) covers all CentralNotice extension builds prior to the fixed branch releases, and EUVD tracks the same range as 0 to <1.46.1, <1.45.5, <1.43.10.
