Exploitation Conditions

Exploitation requires a multi-tenant RabbitMQ broker (versions 3.13.0 up to the fixed releases) where the Federation plugin/feature is in use and the attacker already holds policymaker permission on at least one vhost (PR:L). The attacker abuses the Federation upstream definition: because the upstream URI is validated without any vhost-access authorization check, they can point it at a vhost on which they have no permissions. The default ack-mode further worsens impact by consuming (deleting) the source messages instead of copying them. Limiting factors: single-tenant deployments, brokers not using Federation, or environments that do not grant untrusted principals policymaker rights are not meaningfully exposed; no anonymous/unauthenticated access is possible.

Impact

This is a moderate-severity, authorization-boundary flaw rather than a mass-exploitable emergency. The vendor CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:L/UI:N/VC:H/VI:N/VA:N/SC:L, base 6.0) is internally consistent with CWE-862 (Missing Authorization): the attacker is network-adjacent but must already hold policymaker privileges on at least one vhost (PR:L), and a specific attack requirement (AT:P) applies - the deployment must be multi-tenant with Federation available and the attacker able to define an upstream. No EPSS score, CISA KEV entry, or public POC is present in the supplied data, so there is no evidence of active or automated exploitation; this reads as a targeted, insider/tenant-abuse risk rather than a broadly wormable one. One tension worth flagging: the vendor vector rates confidentiality only (VC:H, VI:N, VA:N), but the description states that with the default ack-mode source messages are consumed (deleted) rather than copied - that is a real availability/integrity loss for the victim vhost that the published vector arguably undercounts. Priority should be scaled to whether an environment actually runs multi-tenant vhosts with Federation; single-tenant or Federation-disabled brokers face little practical exposure.

Exploit ScenarioDerived

In a multi-tenant RabbitMQ deployment, a user granted policymaker rights on their own vhost defines a Federation upstream whose URI points at a vhost they have no permissions on. Because Federation validates the upstream URI without a vhost-access check, the broker begins federating messages from the victim vhost, and under the default ack-mode those source messages are consumed (drained/deleted) rather than copied, exposing and destroying another tenant's data. No public exploit code is identified at time of analysis, but the attack requires only standard management/policy operations against a misconfigured multi-tenant broker.

AnalysisAIv1 – Sep 25, 2026

RabbitMQ's Federation plugin (3.13.0 up to the fixed 3.13.18, 4.0.24, 4.1.14, 4.2.9 and 4.3.3 releases) validates a federation upstream URI without performing any vhost-access authorization check, letting a principal that holds policymaker rights on one virtual host point an upstream at a different vhost and read and drain messages it has no permission on. With the default ack-mode the source messages are consumed (deleted) rather than copied, so the flaw combines unauthorized cross-vhost disclosure with destructive consumption. Exploitation is authenticated (CVSS PR:L) and contingent on a multi-tenant broker that actually runs Federation and grants untrusted principals policymaker rights, and no public exploit code or CISA KEV entry was identified at the time of analysis, making this a moderate authorization-boundary issue rather than a mass-exploitable emergency.

RemediationAI

Vendor-released patch: upgrade to RabbitMQ 3.13.18, 4.0.24, 4.1.14, 4.2.9 or 4.3.3 (or later in the corresponding series) as documented in GHSA-42pc-678q-v8qj; note that 4.2.9 raises the minimum supported Erlang/OTP version to 27.0 and nodes will fail to start on older Erlang releases, so verify the compatibility matrix before upgrading that branch. If immediate patching is not possible, the most effective compensating control is to disable the Federation plugin (rabbitmq-plugins disable rabbitmq_federation, plus rabbitmq_federation_management if present) on multi-tenant brokers - this eliminates the vulnerable code path entirely but breaks legitimate cross-cluster/upstream message flows until re-enabled. Additionally, audit who holds the policymaker tag and remove it from principals that are not fully trusted on every vhost: policymakers can define federation upstreams, so denying that tag to ordinary tenants closes the prerequisite (PR:L) even on unpatched brokers, at the cost of centralizing policy/parameter management with administrators. Restricting which users may create upstream parameters and reviewing existing upstream URIs for references to vhosts the defining user cannot access can surface past abuse. Finally, be aware that changing federation ack-mode may reduce the destructive consumption of source messages in some configurations but does not prevent the unauthorized read, so it is not a substitute for upgrading; there is no vendor-issued workaround that fully restores vhost isolation on unpatched versions.

Technical ContextAI · show details

The root cause is CWE-862 (Missing Authorization) inside RabbitMQ's Federation plugin. RabbitMQ isolates tenants using virtual hosts (vhosts), and each user's per-vhost permissions (configure, write, read) are supposed to bound what objects and messages they can touch; the 'policymaker' tag additionally lets a user manage policies, parameters and federation upstream definitions. When a federation upstream is created, the broker validates the upstream URI but never re-checks whether the requesting principal has any access to the target vhost, so the tenancy boundary enforced everywhere else in the broker is skipped along the federation path. The upstream therefore connects as if authorized, synchronizing messages out of a foreign vhost; because federation uses consumer acknowledgements by default, the upstream's acks remove the source messages from the origin queue instead of leaving them in place. The CPE cpe:2.3:a:rabbitmq:rabbitmq-server:*:*:*:*:*:*:*:* identifies the affected server component, and the independent assessment (CVSS:3.1/AV:N/AC:H/PR:L/UI:N/S:C/C:H/I:N/A:L) frames the result as high confidentiality impact with scope change and a low availability impact from the destructive drain, while the vendor's CVSS 4.0 vector (AT:P, VC:H, SC:L) captures the same prerequisite-heavy, attack-requirements-present nature of the bug.

DescriptionCVE.org

RabbitMQ is a messaging and streaming broker. From 3.13.0 until 4.3.3, 4.2.9 , 4.1.14, 4.0.24, and 3.13.18, Federation upstream in RabbitMQ skips vhost authorization allowing cross-vhost message access. what the bug lets you do. A policymaker on one vhost reads and drains messages out of another vhost it has no permission on. With the default ack-mode the source messages are consumed (deleted), not copied. Why that should not 1. Federation validates the upstream URI without any vhost-access Cross-vhost message read/drain from a per-vhost policymaker, breaking vhost tenancy This issue is fixed in versions 4.3.3, 4.2.9 , 4.1.14, 4.0.24, and 3.13.18.
