Vulnerability Assessment

Exploitation Conditions

Requires local access to a system with a Rockchip video decoder (rkvdec) exposing the stateless V4L2 HEVC decode interface (/dev/videoN), plus permission to open that device and submit a decode job. The attacker must supply a crafted HEVC Picture Parameter Set with num_tile_columns_minus1/num_tile_rows_minus1 or pic_parameter_set_id values exceeding the driver's array capacity. Limiting factors: exploitation is gated on Rockchip decode hardware being present and accessible (not a default on general servers/desktops), requires local low-privileged access (CVSS PR:L, AV:L), and the realistic outcome is a kernel crash rather than code execution or data disclosure.

Impact

This is a high-CVSS-but-low-real-world-priority issue. The NVD CVSS 3.1 vector (AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H = 7.8) correctly captures the LOCAL attack vector and low-privilege requirement, but the C:H/I:H/A:H impact triple is overstated: the flaw is an out-of-bounds WRITE past fixed hardware register/parameter tables driven by untrusted HEVC PPS fields (num_tile_columns_minus1/num_tile_rows_minus1 and pic_parameter_set_id), which realistically yields a kernel crash/DoS rather than reliable confidentiality loss - a more defensible impact is closer to C:N/I:L/A:H (~5.0). There is no EPSS score, no CISA KEV listing, and no public exploit code, so no signal of active or imminent exploitation. SSVC data is not provided. Exploitation requires local access to a specific Rockchip video-decode device and a crafted bitstream, so this is a targeted, hardware-gated local DoS, not a widespread remote threat. Note conflict: NVD/vendor tag this 'Information Disclosure' while the actual defect per the patch is an OOB write (memory corruption/DoS) - the label is inaccurate.

Exploit ScenarioDerived

A local user with access to the Rockchip V4L2 stateless HEVC decoder device (/dev/videoN) submits a crafted HEVC stream whose PPS specifies tile column/row counts or a pic_parameter_set_id exceeding the driver's hardware table capacity, causing assemble_hw_pps() and the compute_tiles_* loops to write out of bounds. This most plausibly corrupts adjacent kernel/HW-table memory and crashes the system (DoS). No public exploit code exists at time of analysis, and the attack requires local access plus specific Rockchip decode hardware.

AnalysisAIv1 – Sep 25, 2026

Out-of-bounds writes in the Linux kernel's rkvdec driver for Rockchip stateless HEVC video decoding let a local user who can open the V4L2 decoder device submit a crafted HEVC Picture Parameter Set and drive tile-loop counters and the pic_parameter_set_id beyond the driver's hardware table capacity, corrupting adjacent kernel/driver memory. Exploitation is gated on Rockchip decode hardware being present and on local low-privileged access (CVSS:3.1/AV:L/AC:L/PR:L/UI:N, per the independent assessment), and the realistic outcome is a kernel crash or integrity impact rather than code execution or data disclosure; no public exploit has been identified at time of analysis. The issue is fixed in the vendor's stable trees via upstream commits 03beb248d8a7bab30559a60d4df81f167e63b9e3 and 81ad46bb33d8fd279aaa33af5296c648814c964b, corresponding to the Linux 7.2.7 and 7.3-rc3 releases.

RemediationAI

Vendor-released patch: upgrade to Linux 7.2.7 or 7.3-rc3 (or newer), or cherry-pick the upstream stable fixes 03beb248d8a7bab30559a60d4df81f167e63b9e3 and 81ad46bb33d8fd279aaa33af5296c648814c964b into the running kernel series; reference commits are published at https://git.kernel.org/stable/c/03beb248d8a7bab30559a60d4df81f167e63b9e3 and https://git.kernel.org/stable/c/81ad46bb33d8fd279aaa33af5296c648814c964b, with the NVD record at https://nvd.nist.gov/vuln/detail/CVE-2026-97580. Because the flaw is only reachable through the stateless HEVC decode interface (CVSS AV:L/PR:L), the practical compensating control is to restrict who can open the rkvdec V4L2 device nodes: tighten ownership and mode on the relevant /dev/video* entries via udev rules or a dedicated group so untrusted local users cannot submit decode jobs - the trade-off is that legitimate local video applications lose hardware-accelerated HEVC decoding unless they are placed in that group. Where hardware HEVC decode is not required, blacklisting or not loading the rkvdec module (modprobe blacklist / kernel config) removes the attack surface entirely, at the cost of falling back to software decoding and higher CPU usage; note that this is a driver-level removal, not a targeted disable, so all rkvdec-supported codecs on that device become unavailable. Blocking only the HEVC decode job while leaving other codecs active is not a supported fine-grained option in the driver, so the access-control or module-level mitigations above are the realistic choices until the kernel is updated. In all cases apply the vendor patch as the primary fix; the access restrictions are temporary risk reduction, not a substitute.

Technical ContextAI · show details

The affected component is the rkvdec (Rockchip video decoder) driver in the Linux media subsystem, which implements a V4L2 stateless HEVC/H.265 decoder for Rockchip SoCs. In the stateless model, userspace parses the compressed bitstream and passes control structures - including the HEVC Picture Parameter Set (PPS) - to the kernel, which then programs the hardware. Two paths consumed attacker-controlled PPS fields without validating them: compute_tiles_uniform() and compute_tiles_non_uniform() iterate over num_tile_columns_minus1 + 1 and num_tile_rows_minus1 + 1, and assemble_hw_pps() emits one COLUMN_WIDTH / ROW_HEIGHT register per tile and indexes priv_tbl->param_set[] using pic_parameter_set_id. Because these values originate from the untrusted PPS, unbounded tile counts caused writes past the end of the hardware tables, and an out-of-range picture parameter set id caused an out-of-bounds array index. The upstream fix substitutes the bounded helpers v4l2_hevc_pps_num_tile_columns() and v4l2_hevc_pps_num_tile_rows() for the raw loop bounds and adds an explicit bail-out in assemble_hw_pps() before priv_tbl->param_set[] is indexed. No CWE is assigned in the supplied data, but the root-cause class is an out-of-bounds write (CWE-787) arising from improper validation of array indices (CWE-129) of untrusted bitstream-derived values. The provided CPE data attributes the flaw to the Linux kernel (cpe:2.3:a:linux:linux), and the independent assessment rates it CVSS:3.1/AV:L/AC:L/PR:L/UI:N/S:U/C:N/I:L/A:H - local, authenticated, with integrity and availability impact but no confidentiality impact.

DescriptionCVE.org

In the Linux kernel, the following vulnerability has been resolved:

media: rkvdec: bound HEVC tile loops and PPS id to the array capacity

compute_tiles_uniform() and compute_tiles_non_uniform() loop over num_tile_columns_minus1 + 1 / num_tile_rows_minus1 + 1 entries, and assemble_hw_pps() writes one COLUMN_WIDTH / ROW_HEIGHT register per tile and indexes priv_tbl->param_set[] by pic_parameter_set_id, all taken from the untrusted PPS. Use the bounded v4l2_hevc_pps_num_tile_columns() / v4l2_hevc_pps_num_tile_rows() helpers for the tile loops, and bail out of assemble_hw_pps() before indexing priv_tbl->param_set[] with an out-of-range pic_parameter_set_id, so the writes stay within the hardware tables.

Executive ViewAI

Why It Matters

A kernel memory corruption flaw in the Linux rkvdec driver for Rockchip stateless HEVC video decoding affects devices using Rockchip decode hardware, where an authenticated local user with low privileges can trigger out-of-bounds writes that crash or corrupt kernel memory. The operational risk is concentrated on embedded, edge, and media systems that depend on this hardware for video processing, potentially causing availability and integrity issues rather than widespread remote compromise. Leadership should prioritize patching affected Rockchip-based Linux devices because the fix is available and unpatched systems remain vulnerable to local denial-of-service or memory corruption.
