| Exploitation Conditions | Exploitation requires valid administrative credentials on the Cisco ISE or ISE-PIC device (CVSS PR:H) - this is the primary limiting factor, restricting the attack to authenticated administrators or attackers who have already compromised an admin account. Given that access, the attacker sends a crafted request to affected APIs that build SQL or HQL queries from insufficiently validated user input; no user interaction and no non-default configuration are stated to be required. The vulnerability affects Cisco ISE Software and ISE Passive Identity Connector across 3.1 through 3.5 trains as enumerated in EUVD. |
| Impact | This is a genuine integrity-focused vulnerability but sits well below the critical tier once all signals are weighed. The CVSS 3.1 base of 4.9 (AV:N/AC:L/PR:H/UI:N/S:U/C:N/I:H/A:N) is dominated by the PR:H requirement - Cisco explicitly states the attacker must already hold valid administrative credentials - which sharply narrows the realistic threat population to insiders or attackers who have already compromised an admin account. No EPSS score, KEV listing, or public POC is present in the input, so exploitation status is 'no public exploit identified at time of analysis'; there is no evidence of active or automated exploitation. Note a discrepancy worth flagging: the description says a successful exploit could 'view or modify data,' yet the vendor vector sets C:N (no confidentiality impact) and scores only I:H - the view-data claim implies at least some confidentiality exposure, so the confidentiality metric may be understated; verify with Cisco. On balance this is a real but lower-priority patch item - meaningful because ISE is a security-control plane, but heavily gated by the admin-credential prerequisite. |
| Exploit ScenarioDerived | An attacker who has obtained valid Cisco ISE administrative credentials (or a malicious insider admin) sends a crafted request to a vulnerable API endpoint whose parameters are concatenated into a SQL or HQL query without sufficient validation. The injected query lets them read or alter database records beyond their authorized scope. No public exploit code is identified at time of analysis, and exploitation cannot occur without the required administrative credentials. |

SQL and HQL injection in Cisco Identity Services Engine (ISE) and Cisco ISE Passive Identity Connector (ISE-PIC) allows an authenticated, remote user with valid administrative credentials to submit crafted requests to affected APIs and run arbitrary SQL or HQL statements against the product's underlying database, giving them the ability to read or alter data they are not authorized to access. The vulnerability is rated CVSS 4.9 (CVSS:3.1/AV:N/AC:L/PR:H/UI:N/S:U/C:L/I:H/A:N per independent assessment), with the high privilege requirement (PR:H) and the low confidentiality but high integrity impact being the defining characteristics; the affected code spans the 3.1, 3.2, 3.3, 3.4 and 3.5 release trains. No public exploit code has been identified at time of analysis and the issue is not listed in CISA KEV, so the primary risk is insider or post-compromise abuse of administrative access rather than opportunistic external exploitation.
RemediationAI
No vendor-released fixed version is enumerated in the supplied data (patch status not confirmed from available input), so the first action is to open the Cisco Security Advisory cisco-sa-ise-multisql-inject-JnHK54Rq at https://sec.cloudapps.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-ise-multisql-inject-JnHK54Rq to obtain the exact patched ISE and ISE-PIC releases for each 3.1/3.2/3.3/3.4/3.5 train and schedule an upgrade; tracking the EUVD record EUVD-2026-81148 and NVD entry for CVE-2026-76449 will surface the fixed versions when they are published. Because exploitation requires valid administrative credentials (PR:H), the highest-value near-term control is to treat ISE administrative access as a tier-0 asset: enforce MFA on all admin logins, remove or downgrade unused administrative accounts and external/AD-backed admin groups, and review role assignments so that only personnel who genuinely need API or CLI administrative rights retain them, since every such account is a potential injection source. Complement that by restricting reachability of the ISE/ISE-PIC management and administrative API interfaces to a dedicated management VLAN or jump-host subnet via ACLs and firewall rules (understanding that this is not a vulnerability fix and will not stop an authorized admin who already has network access), and by enabling and forwarding ISE administrative audit and database/query logs to a SIEM with alerting for anomalous or unusual query activity and unexpected data modifications, which gives detection coverage for the insider and post-compromise scenarios this bug enables. There is no indication in the data of a non-default configuration prerequisite, so no feature-disable workaround is identified beyond network and identity-access restrictions.

Technical ContextAI · show details
The flaw is a CWE-89 injection issue, and the advisory's explicit mention of both SQL and HQL indicates the affected components build database queries in a Java/Hibernate-style persistence layer, where HQL (Hibernate Query Language) is translated into SQL - a variant of classic SQL injection that requires the same root cause: user-supplied input from affected API parameters is concatenated into a query string instead of being passed through parameterized/bound queries. Cisco ISE is a network access control and AAA platform that stores identity, policy, device-posture and authorization data in its internal database, and ISE-PIC is the passive-identity companion deployment that feeds user-to-IP mappings into ISE; both expose management APIs whose handlers are reachable by holders of administrative roles. Because the injection point is an administrative API, the vulnerable surface is normally reachable over the network (AV:N) on the management interface, and successful injection lets the attacker traverse beyond the intended data boundary - reading records outside their authorized scope and, more significantly, modifying them. The CPE entries provided (cpe:2.3:a:cisco:cisco_identity_services_engine_software and cpe:2.3:a:cisco:cisco_ise_passive_identity_connector) carry wildcarded version components, so they identify the two affected product families without pinning a single release, consistent with the broad multi-train version list in the EUVD record.

DescriptionCVE.org
A vulnerability in Cisco Identity Services Engine (ISE) and Cisco ISE Passive Identity Connector (ISE-PIC) could allow an authenticated, remote attacker to conduct an SQL or HQL injection attack on an affected device.
This vulnerability is due to insufficient validation of user-supplied input to the affected APIs before it is used to build database queries. An attacker could exploit this vulnerability by sending a crafted request to an affected device. A successful exploit could allow the attacker to execute arbitrary SQL or HQL queries against the underlying database, which could allow the attacker to view or modify data that they are not authorized to access. To exploit this vulnerability, the attacker must have valid administrative credentials.
