Exploitation Conditions

Exploitation requires valid Cisco ISE administrative credentials (PR:H) and network reachability to the ISE management/API interface; the attacker sends a crafted request with SQL statements to a specific affected API endpoint whose parameters are concatenated into a backend SQL query. No end-user interaction is needed (UI:N). The primary limiting factor is the high-privilege authentication barrier - this is an authenticated-admin capability, not an unauthenticated perimeter flaw - which confines realistic abuse to compromised admin accounts or malicious insiders. Affected releases span ISE 3.1.x, 3.2.x, 3.3.x, 3.4.x, and 3.5.x per EUVD; deployments already restricting and monitoring admin API access reduce exposure.

Impact

This is a genuine but privilege-gated issue. The CVSS 3.1 vector (AV:N/AC:L/PR:H/UI:N/S:C/C:H/I:L/A:N = 7.6 High) is internally consistent with the description: network-reachable API, low complexity, but requiring high privileges (valid administrative credentials), yielding high confidentiality impact (arbitrary DB read) plus a scope change (S:C) reflecting the SSRF pivot to other systems. The dominant limiting signal is PR:H - the attacker must already be an authenticated ISE administrator, which sharply narrows the realistic threat population to insiders or attackers who have already compromised admin credentials. No EPSS score, no CISA KEV listing, and no public POC are present in the provided data, so there is no evidence of active exploitation or imminent mass weaponization; this reads as an authenticated-admin post-access capability rather than a wormable perimeter threat. Signals are not conflicting: EPSS/KEV/POC are simply absent (absence is not evidence of low risk, but nothing here elevates urgency). Net: a real vulnerability worth patching on a normal enterprise cadence, not an emergency, primarily because of the PR:H barrier.

Exploit ScenarioDerived

An attacker who has obtained valid Cisco ISE administrative credentials (e.g., via phishing, credential reuse, or a malicious insider) sends a crafted request containing SQL statements to a vulnerable ISE API endpoint. The unsanitized parameters are concatenated directly into a backend SQL query, letting the attacker read arbitrary database content and coerce the server into making attacker-directed requests (SSRF) to internal systems. No public exploit code is identified at time of analysis.

AnalysisAIv1 – Sep 16, 2026

SQL injection in the management APIs of Cisco Identity Services Engine (ISE) allows an authenticated administrator to read arbitrary content from the backend database and to pivot into server-side request forgery (SSRF) against internal services reachable from the ISE node. The flaw stems from insufficient validation of certain API parameters that are concatenated directly into a backend SQL query, and it affects ISE 3.1.x, 3.2.x, 3.3.x, 3.4.x and 3.5.x releases enumerated by EUVD. Exploitation requires valid administrative credentials (CVSS PR:H, scope-changed S:C, confidentiality High), so this is a genuine but privilege-gated issue best treated as a post-compromise or insider-abuse vector; no public exploit code and no confirmed active exploitation were identified at time of analysis.

RemediationAI

The authoritative remediation guidance is the Cisco security advisory at https://sec.cloudapps.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-ise-multi-hrP9jQSQ; the input data does not confirm an exact fixed software version, so administrators should consult that advisory to identify the specific patched release for their train and upgrade accordingly, validating against the enumerated affected builds (ISE 3.1.0 p1-p11/p72, 3.2.0 p1-p7 and 3.2 Patch 8-10, 3.3.0 and 3.3 Patch 1-12, 3.4.0 and 3.4 Patch 1-6, 3.5.0 and 3.5 Patch 1-3). Until a patched version is applied, the most effective compensating control is to constrain the high-privilege prerequisite: restrict the ISE administrative and API interfaces to trusted management networks with firewall ACLs or interface ACLs, enforce MFA and just-in-time provisioning for admin accounts, and eliminate unused administrative API or ERS accounts so a stolen or misused credential cannot reach an affected endpoint - the trade-off is reduced automation reachability for legitimate integrations. To blunt the SSRF component, restrict outbound traffic from ISE nodes to only the internal destinations they legitimately require (external identity stores, MDM/EDR integrations, SMTP, licensing), which limits lateral reachability but may break unlisted integrations. Additionally, monitor and alert on administrative API requests containing SQL metacharacters or unusual query strings, avoid returning database error details to API clients, and log and review all administrative actions; these detective controls do not stop a determined privileged attacker and should be paired with credential hygiene and least-privilege roles.

Technical ContextAI · show details

Cisco ISE is a network access control (NAC) and policy platform that centralizes 802.1X/RADIUS/TACACS+ authentication, device profiling, posture assessment and guest access, and it exposes a substantial administrative and external REST API surface (including the External RESTful Services / ERS and administrative APIs) used for automation, integration and management. The vulnerability is a classic CWE-89 improper neutralization of special elements used in an SQL command: specific API parameters are not validated or parameterized before being concatenated directly into a database query, so crafted input containing SQL statements is interpreted as query logic rather than data. Because the CVSS vector is scope-changed (S:C) with confidentiality High but integrity Low, the primary impact is data disclosure from ISE's backing database - which holds identity, policy, device and configuration data - with a secondary impact of SSRF, in which the vulnerable query path or the application's follow-on behavior causes the server to issue requests to attacker-influenced destinations, potentially reaching internal systems that are not directly accessible to the attacker. The affected-version data confirms the CPE is the wildcard product cpe:2.3:a:cisco:cisco_identity_services_engine_software, with EUVD enumerating concrete affected builds across the 3.1.0 (p1-p11 and p72), 3.2.0 (p1-p7) and 3.2 Patch 8-10, 3.3.0 and 3.3 Patch 1-12, 3.4.0 and 3.4 Patch 1-6, and 3.5.0 and 3.5 Patch 1-3 lines, showing the defect persisted across multiple maintenance trains rather than a single branch.

DescriptionCVE.org

A vulnerability in the APIs of Cisco ISE could allow an authenticated, remote attacker to conduct SQL injection attacks against the backend database.

This vulnerability is due to insufficient validation of certain parameters that are concatenated directly into an SQL query. An attacker could exploit this vulnerability by sending a crafted request that contains SQL statements to an affected endpoint. A successful exploit could allow the attacker to read arbitrary content from the SQL database and conduct server-side request forgery (SSRF) attacks. To exploit this vulnerability, the attacker must have valid administrative credentials.

Executive ViewAI

Why It Matters

Cisco Identity Services Engine - the platform that authenticates users and enforces access policy across the enterprise - is affected by an unpatched SQL injection issue spanning the 3.1.x through 3.5.x release lines, exposing backend database contents and internal services behind the appliance. Exploitation requires valid administrative credentials, so the practical threat is an insider or an attacker who has already compromised an admin account, using ISE as a stepping stone for data theft and lateral movement rather than an opportunistic external compromise. Leadership should treat this as a concentration-of-trust problem: ISE holds identity and policy data for the whole organization, and there is currently no vendor fix to fall back on, so exposure persists until mitigations are in place and a patch ships.

Business Impact: High
Compensating Controls

No vendor-released patch identified at time of analysis. Interim mitigations: restrict management API access to trusted administrative networks and jump hosts; minimize and aggressively review administrative accounts, enforcing MFA and least privilege; monitor and alert on anomalous admin API activity and unexpected outbound traffic from ISE nodes; segment the ISE node with egress filtering so it cannot reach unrelated internal services; deploy database activity monitoring or a WAF/reverse proxy in front of the management API to catch parameter tampering; treat admin credentials as potentially compromised and rotate them; and track the Cisco advisory to upgrade to the fixed release as soon as it is published.
