Exploitation Conditions

Exploitation requires three concrete preconditions stated in the advisory: (1) valid administrative credentials for the ISE node (PR:H), (2) the SXP (Security Group Tag Exchange Protocol) service must be enabled, and (3) at least one SXP connection must already be configured. Because SXP is an optional, non-default TrustSec-related feature, deployments that do not use SXP are not exploitable. The attack is remote over the network (AV:N) with low complexity (AC:L) and no user interaction, but the requirement for an authenticated admin account plus enabled SXP with a live connection materially limits realistic exposure. On single-node ISE deployments only, successful exploitation can additionally cause a DoS that blocks new endpoint authentications until recovery.

Impact

This is an authenticated, network-reachable SQL injection in the SXP REST API of Cisco ISE, rated 9.1 by Cisco (CVSS:3.1/AV:N/AC:L/PR:H/UI:N/S:C/C:H/I:H/A:H). The severity is driven by full C:H/I:H/A:H impact (arbitrary database read/write plus a DoS on single-node deployments) and a scope change (S:C), reflecting that the injected query reaches the underlying database beyond the API's own security scope. The single most important limiter is PR:H: exploitation requires valid administrative credentials AND two non-default preconditions - the SXP service enabled and at least one SXP connection configured - so this is a privilege-escalation/lateral-impact primitive for an already-authenticated admin, not an open perimeter threat. No EPSS score, no CISA KEV listing, and no public POC are present in the provided data, so there is no public exploit identified at time of analysis and no signal of active exploitation; the 9.1 is a vendor-asserted technical-impact score rather than evidence of real-world weaponization. Net: real priority for organizations running ISE with SXP enabled and multiple admin tiers (a lower-trust admin could tamper with the identity database), but the PR:H + feature-enablement gating substantially narrows the practical attack surface versus an unauthenticated flaw.

Exploit ScenarioDerived

An attacker with valid Cisco ISE administrative credentials, against a deployment where the SXP service is enabled with at least one SXP connection configured, sends crafted input to an SXP REST API call to inject SQL and read or modify the backend database. On a single-node deployment the same request can crash the node, causing a DoS in which unauthenticated endpoints cannot join the network until it is restored. No public proof-of-concept exploit is identified at time of analysis.

AnalysisAIv1 – Sep 16, 2026

SQL injection in the SXP REST API of Cisco Identity Services Engine (ISE) lets a remote attacker who already holds valid administrative credentials on the node read or modify records in the underlying database, and on single-node deployments can render the ISE node unavailable so that endpoints that have not yet authenticated cannot reach the network until it is restored. Exploitation is not opportunistic: it requires the optional SXP (Security Group Tag Exchange Protocol) service to be enabled and at least one SXP connection to be configured, which confines realistic risk to TrustSec deployments that use SXP and whose admin accounts are exposed. Cisco rates the issue 9.1 (CVSS:3.1/AV:N/AC:L/PR:H/UI:N/S:C/C:H/I:H/A:H); no public exploit code has been identified at time of analysis, and the flaw is not listed as confirmed actively exploited (CISA KEV).

RemediationAI

Upgrade Cisco ISE to a release identified as fixed in Cisco advisory cisco-sa-ise-mult-vul-ymSsTLCc (https://sec.cloudapps.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-ise-mult-vul-ymSsTLCc) - patch availability is documented per vendor advisory, and the exact fixed build number is not enumerated in the input data, so confirm the target version against that advisory rather than assuming a version. Because exploitation requires the SXP service to be enabled and at least one SXP connection to be configured, the most effective compensating control for deployments that do not use TrustSec/SXP is to disable the SXP service (and remove configured SXP peers); this eliminates the attack path entirely, with the trade-off that SGT propagation to SXP-speaking network devices stops and any TrustSec policy relying on it must be redesigned. Where SXP must remain enabled, restrict administrative access to ISE nodes to a dedicated management network or jump hosts, enforce strong unique admin credentials and MFA, and monitor the SXP REST API for anomalous query-shaped parameters - accepting that these reduce but do not remove exposure given the attacker already holds admin rights. Treat single-node ISE deployments as highest priority, since successful exploitation there also causes a DoS in which not-yet-authenticated endpoints cannot access the network until the node is restored; multi-node clusters mitigate the availability aspect but not the database confidentiality and integrity impact.

Technical ContextAI · show details

The root cause is CWE-943, improper neutralization of special elements in data query logic - the same class that covers SQL, NoSQL and ORM injection - caused by insufficient validation of user-supplied input passed through the SXP REST API of Cisco ISE. SXP is the Security Group Tag Exchange Protocol used in Cisco TrustSec to propagate Security Group Tags (SGTs) between ISE and network devices; its REST API accepts parameters that are ultimately incorporated into database queries, and without proper parameterization or escaping a crafted request can alter query logic and reach data outside the caller's intended scope. The CVSS vector marks scope as changed (S:C), reflecting that compromise of the query layer affects the database as a resource distinct from the vulnerable REST component, and the high confidentiality, integrity and availability scores match the declared impact of viewing or modifying database contents plus node-level unavailability on single-node deployments. The CPE string cpe:2.3:a:cisco:cisco_identity_services_engine_software:*:*:*:*:*:*:*:* confirms the affected platform is Cisco ISE software itself rather than a discrete SXP package.

DescriptionCVE.org

A vulnerability in the SXP REST API of Cisco ISE could allow an authenticated, remote attacker to conduct SQL injection attacks.

This vulnerability is due to insufficient validation of user-supplied input in REST API calls. An attacker could exploit this vulnerability by sending crafted input to an affected device. A successful exploit could allow the attacker to view or modify data on the underlying database for the affected device. In single-node deployments, successful exploitation of this vulnerability could cause the affected ISE node to become unavailable, resulting in a DoS condition. In that condition, endpoints that have not already authenticated would be unable to access the network until the node is restored. To exploit this vulnerability, the attacker must have valid administrative credentials, have the SXP service enabled, and have at least one SXP connection configured.

Executive ViewAI

Why It Matters

A critical SQL injection flaw in Cisco Identity Services Engine (CVE-2026-20284) allows an attacker who already holds administrative credentials on an ISE node to read or modify records in the underlying database, and on single-node deployments to take the node offline so that endpoints which have not yet authenticated cannot reach the network. The exposure is not broad: it requires the optional SXP service to be enabled and at least one SXP connection configured, which limits realistic risk to organizations running TrustSec with SXP, plus a compromised or misused privileged admin account. Leadership should care because ISE is the control point for network admission - an unrecoverable or tampered node translates directly into loss of access for employees, guests, and devices, and no vendor patch is currently available.

Business Impact: High
Compensating Controls

No vendor-released patch identified at time of analysis. Interim mitigations: disable the SXP service and remove configured SXP connections where TrustSec SXP is not operationally required; restrict access to the ISE management interface and SXP REST API to trusted administrative hosts via ACLs or a dedicated jump host; enforce MFA, least privilege, and credential rotation for all ISE administrator accounts, and eliminate shared or dormant admin accounts; enable and monitor ISE audit logging for anomalous SXP REST API activity; maintain verified configuration and database backups; and move single-node deployments to a multi-node/HA topology to avoid endpoint authentication outages during restoration.

Attack Technique

SQL injection exploits the way applications construct database queries by mixing user input directly into SQL statements.

NoSQL injection exploits databases that don't use traditional SQL syntax-like MongoDB, CouchDB, or Redis-by manipulating queries through unsanitized user input.
