Oracle Database Server's RDBMS engine can be fully compromised by any database account holding the CREATE DATABASE LINK privilege, affecting releases 19.3–19.32, 21.3–21.23 and 23.4.0–23.26.3. The flaw is reachable over Oracle Net with no user interaction and yields complete confidentiality, integrity and availability impact (CVSS 8.8, AV:N/AC:L/PR:L/UI:N), i.e. full takeover of the RDBMS rather than a narrow data leak. Oracle has published a fix through its security advisory referenced by NVD; no public exploit code, EPSS score or CISA KEV entry was supplied, so there is no evidence of active exploitation at time of analysis.
