1 technique across 1 tactic: Privilege Escalation

The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Exploitation requires three concrete things: network reachability to the Resource Catalog Services HTTP endpoint of an Oracle JDeveloper 12.2.1.4.0 or 14.1.2.0.0 deployment; a valid low-privileged account on that deployment (the CVSS PR:L rating means authentication is mandatory - this is not anonymous); and the Resource Catalog component remaining enabled and exposed rather than firewalled or removed. It does not require user interaction (UI:N), does not require administrative credentials, and does not depend on a particular non-default configuration flag beyond the component's presence. Limiting factors: environments where JDeveloper is a standalone desktop IDE with no network-exposed Resource Catalog service are not remotely reachable; environments that front the service with an authenticating proxy, segment it to a developer VLAN, or remove the component entirely are materially harder to exploit; and a deployment with no low-privileged accounts available to an attacker cannot satisfy the authentication prerequisite.

Impact

The CVSS 3.1 base score of 8.8 is driven by network reachability, low attack complexity, no user interaction and total C/I/A impact, but it is held below 9.0 only because a low-privileged account (PR:L) is required - so this is not a pre-auth internet-facing smash-and-grab. Because no EPSS score, KEV listing or public exploit code was provided, there is no evidence of active exploitation and no reason to treat it as a wormable emergency; the practical decision is to patch within a normal critical-update cycle, and even a mid-sized municipal IT team in olsztyn should treat this as urgent if their JDeveloper/Resource Catalog endpoints are reachable from anything wider than a trusted developer VLAN. The signals are internally consistent in severity but incomplete in exploitation evidence: CVSS says 'easily exploitable', the source metadata says nothing about POC or in-the-wild use, and the 'Information Disclosure' tag conflicts with a full-integrity-and-availability impact described as 'takeover', which should be treated as an auto-tagging artifact rather than a downgrade. Net assessment: high real-world risk where the service is exposed and accounts are shared or weakly managed, medium where JDeveloper is confined to isolated developer networks.

Exploit ScenarioDerived

An attacker who already holds a low-privileged JDeveloper or Fusion Middleware account - an insider, a compromised developer workstation, or a contractor credential - sends a crafted HTTP request to a reachable Resource Catalog Services endpoint, exploiting the defect to run logic with service-level privileges. Because the vector needs no user interaction and the complexity is low, the step from a valid low-privileged login to full control of the JDeveloper instance is short, giving the attacker read/write access to project artifacts, deployment credentials and any resources the service can touch. No public proof-of-concept was identified in the supplied data, so the technique is presumed to require attacker-developed tooling.

AnalysisAIv1 – Sep 15, 2026

An authenticated remote attacker with low privileges can fully take over Oracle JDeveloper 12.2.1.4.0 and 14.1.2.0.0 by sending crafted HTTP requests to the Resource Catalog Services component, which is part of Oracle Fusion Middleware. The flaw is rated CVSS 3.1 8.8 (AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H), meaning successful exploitation yields complete loss of confidentiality, integrity and availability of the affected JDeveloper instance. No CWE, EPSS score, KEV entry or public proof-of-concept was supplied in the source data, so active exploitation is not confirmed, but the low attack complexity and lack of user interaction make rapid patching advisable once the Oracle CPU fix is applied.

RemediationAI

Apply the Oracle fix published in the advisory at https://www.oracle.com/security-alerts/cspusep2026.html - the input data does not disclose the exact patched build number, so confirm the target release (12.2.1.4.0 or 14.1.2.0.0) against the CPU matrix before upgrading rather than assuming a version. Until the patch is deployed, reduce exposure by removing Resource Catalog Services endpoints from any internet- or partner-facing network path (trade-off: breaks remote catalog publishing and integration workflows that depend on external access), terminate access at an authenticating reverse proxy restricted to named developer subnets (trade-off: requires maintaining account lists), and audit and rotate credentials for all JDeveloper/Fusion Middleware accounts, eliminating shared or stale low-privileged logins that satisfy the PR:L prerequisite (trade-off: account churn for build and CI service accounts). Because exploitation requires only a low-privileged account, tightening of authorization roles on Resource Catalog Services so fewer users can reach the component is a meaningful compensating control.

Technical ContextAI · show details

The affected component is Resource Catalog Services inside Oracle JDeveloper, the IDE and SOA/WebLogic-integrated development and deployment tooling shipped as part of Oracle Fusion Middleware 12.2.1.4.0 and 14.1.2.0.0. Resource Catalog Services exposes HTTP-accessible catalog/resource management functionality used to publish and consume resources across the Fusion Middleware stack; because it is a web-facing service, requests reaching it are governed by the JDeveloper/WebLogic authentication layer rather than by local OS permissions. The submission carries no CWE mapping, so the root-cause class cannot be confirmed; however, the CVSS 3.1 vector (PR:L, UI:N, complete C/I/A loss, scope unchanged) is consistent with an authenticated injection or deserialization/authorization defect that lets a low-privileged user cross a trust boundary inside the Resource Catalog service and execute logic with the privileges of the service itself rather than of the requesting user.
