Exploitation Conditions

Exploitation requires the attacker to hold valid credentials providing at minimum low-level authenticated access to the target system or network (PR:L per CVSS vector). The Windows iSCSI Target Server role or feature must be installed and running - this is not a default-enabled component on any affected Windows version; an administrator must have explicitly added it. The vulnerability is reachable over the network via the standard iSCSI port (TCP 3260). Limiting factors: authentication is required (unauthenticated external attackers are blocked), the iSCSI Target role must be present (non-default), and impact is limited to service availability with no confidentiality or integrity impact. Windows 10 endpoints are in scope only for specific configurations where the iSCSI Target feature has been enabled.

Impact

The CVSS 3.1 vector CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:N/A:H accurately characterizes this vulnerability: network-accessible, low complexity, requires low-level authenticated access, no user interaction, and produces high availability impact with no confidentiality or integrity loss. The score of 6.5 (Medium) is reasonable - this is not a critical remote code execution issue. The real-world impact depends entirely on whether the iSCSI Target Server role is installed and actively serving storage: in SAN-dependent environments where Windows servers host iSCSI-attached volumes for other hosts (virtual machine datastores, database disks, etc.), a successful DoS crash could cascade into broader outages. The requirement for low-privilege authentication (PR:L) is a meaningful limiting factor - an unauthenticated external attacker cannot trigger this without first obtaining credentials. No KEV listing and no public exploit code further reduce urgency. EPSS data is not present in the input, so exploitation probability cannot be quantified, but the authenticated-only requirement and medium CVSS score suggest this is not a high-priority exploitation target.

Exploit ScenarioDerived

An attacker with low-level domain or local credentials in an environment where Windows Server hosts iSCSI storage targets connects to the iSCSI Target Service on TCP port 3260 and sends a specially crafted iSCSI protocol sequence designed to trigger the uncaught exception. The service process crashes, disconnecting all active iSCSI sessions and rendering iSCSI-attached volumes unavailable to dependent hosts - potentially cascading into virtual machine failures or database outages. No public exploit code has been identified at time of analysis, so a functional exploit would require protocol-level research into the iSCSI Target Service internals.

AnalysisAIv1 – Sep 09, 2026

Denial of service in the Windows iSCSI Target Service affects authenticated network users on Windows Server 2012 through 2025 and Windows 10 versions 1607 and 1809. An authorized low-privileged attacker can send a crafted network request that triggers an uncaught exception (CWE-248) in the iSCSI Target Service process, causing the service to terminate and disrupting storage connectivity for all iSCSI initiators connected to that target. No public exploit has been identified at time of analysis, and Microsoft has released patches covering all affected Windows versions.

RemediationAI

Apply the vendor-released patches via Windows Update or WSUS targeting each affected build: Windows Server 2012/2012 R2 patches through the Extended Security Updates program (build thresholds 6.2.9200.26349 and 6.3.9600.23397 respectively), Windows Server 2016/Windows 10 1607 to build 10.0.14393.9512, Windows Server 2019/Windows 10 1809 to build 10.0.17763.9245, Windows Server 2022 to build 10.0.20348.5622, and Windows Server 2025 to build 10.0.26100.33438. Consult the MSRC advisory at https://msrc.microsoft.com/update-guide/vulnerability/CVE-2026-69839 for exact KB article numbers per product. As a compensating control where patching is not immediately possible, restrict iSCSI port 3260 (TCP/UDP) access to only known, trusted initiator IP addresses using host-based or network-level firewall rules, reducing the pool of authenticated users who can send requests to the service. Note that this workaround does not eliminate the risk if an attacker already has credentials and is on an allowed subnet.

Technical ContextAI · show details

The Windows iSCSI Target Service (also known as the iSCSI Software Target or iSCSI Target Server role) is a Windows Server Role Services component that enables a Windows machine to act as a storage target on an iSCSI SAN, serving virtual disk images over the network using the iSCSI protocol. CWE-248 (Uncaught Exception) indicates that a malformed or unexpected iSCSI protocol message or command sequence triggers an unhandled exception within the service process, causing an uncontrolled crash rather than a graceful error recovery. Unlike a buffer overflow, this class of flaw typically leads to service termination (availability impact) without memory corruption or code execution primitives. Affected CPE covers Windows Server 2012-2025 across both standard and Server Core installations, as well as Windows 10 versions 1607 and 1809 which include an iSCSI Target feature for specific roles.
