Exploitation Conditions

Exploitation requires that the TeamCity server's agent registration is reachable by the attacker and accepts registrations without authentication (PR:N), which is the default agent-connection model; the attacker injects the stored payload during that registration. The exploit is LIMITED by required user interaction (UI:R): the injected script only fires when a privileged user - typically an administrator - views the agent-management UI where the attacker-controlled data is rendered. There is no automatic/unattended trigger, so an idle or unviewed malicious agent yields no impact until a victim loads the affected page; impact is further bounded to whatever the victim's browser session is authorized to do.

Impact

The CVSS 3.1 base score is 8.1 (AV:N/AC:L/PR:N/UI:R/S:U/C:H/I:H/A:N), reflecting network reachability, low complexity, and no privileges required, offset only by required user interaction (a privileged user must view the poisoned content). The vendor-supplied vector rates confidentiality and integrity as High with no scope change, which is aggressive for a stored XSS - most stored XSS carries a scope change (script runs in the victim's browser context) with lower per-metric impact; this discrepancy is worth verifying with JetBrains. Countervailing signals: no KEV listing and no known public POC, and no EPSS score was provided, so there is no evidence of active or automatable mass exploitation. The realistic priority is moderate-to-high for TeamCity operators - it is unauthenticated and targets high-value CI/CD admins - but it is gated by user interaction and there is currently no indication of in-the-wild use.

Exploit ScenarioDerived

An attacker with only network access to the TeamCity server registers a malicious build agent, embedding a JavaScript payload in an agent-controlled field that is stored by the server. When an administrator later opens the agent list or agent details page, the payload executes in their authenticated session, allowing the attacker to steal session cookies/CSRF tokens or issue actions as that admin - potentially leading to takeover of the CI/CD pipeline. No public POC is known, but the low attack complexity and lack of required authentication make the delivery step straightforward.

AnalysisAIv1 – Jul 10, 2026

Stored cross-site scripting in JetBrains TeamCity before 2026.1.2 lets an unauthenticated attacker persist malicious script through the agent registration flow, which then executes in the browser of any privileged user (e.g. an administrator) who later views the affected agent-management interface. Because agent registration requires no authentication, the entry barrier is minimal, and successful execution in an admin session can lead to session/token theft and pivoting to control of a CI/CD build server. No public exploit identified at time of analysis, and the issue is not listed in CISA KEV; EPSS data was not provided.

RemediationAI

Vendor-released patch: 2026.1.2 - upgrade the TeamCity server to 2026.1.2 or later, which is the primary and authoritative fix; consult the JetBrains security bulletin at https://www.jetbrains.com/privacy-security/issues-fixed/ for release specifics. Until the upgrade can be applied, reduce exposure by restricting network access to the TeamCity server and, in particular, to the agent-registration endpoints so that only trusted networks/hosts can register agents (trade-off: legitimate agents on untrusted networks will fail to connect and may need allowlisting or VPN routing). Additionally, advise administrators to avoid browsing agent-management pages from sessions with elevated privileges until patched, and consider a strict Content-Security-Policy at any fronting reverse proxy to limit inline script execution (trade-off: a restrictive CSP can break parts of the TeamCity UI and should be tested first). Do not rely on these as permanent controls - patching is the only complete remediation.

Technical ContextAI · show details

TeamCity is a widely used CI/CD build-management server; build agents connect to the central server and are enumerated in its web UI. The root cause is CWE-79 (improper neutralization of input during web page generation): attacker-controlled data supplied during the unauthenticated agent registration process is stored server-side and later rendered without adequate output encoding, so it is interpreted as active HTML/JavaScript when a user loads the relevant page. The affected component is the TeamCity server web application (CPE cpe:2.3:a:jetbrains:teamcity), specifically the agent-registration handling and the UI surfaces that display agent-provided metadata.

DescriptionNVD

In JetBrains TeamCity before 2026.1.2 stored XSS via unauthenticated agent registration was possible

Executive ViewAI

Why It Matters

JetBrains TeamCity versions before 2026.1.2 contain a stored XSS vulnerability in agent registration that allows unauthenticated attackers to inject persistent malicious scripts executed in administrator browsers, risking session hijacking and control of your CI/CD build infrastructure. No patch is currently available, requiring immediate interim protective measures across all vulnerable deployments.

Business Impact: Severe
Compensating Controls

No vendor-released patch identified at time of analysis. Implement network-level access controls to restrict agent registration to trusted IP ranges; enable detailed logging and alerting for agent registration requests; segregate administrative accounts on isolated network segments; disable agent registration if not actively required; deploy WAF rules to inspect and block XSS payloads in registration traffic.
