MITRE ATT&CK
2 techniques across 2 tactics: Initial Access, Execution The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires valid authenticated access to MOVEit Transfer (PR:L) - specifically the ability to submit content through the Ad Hoc Transfer module - plus user interaction (UI:R): a victim must view the attacker-controlled content in the web UI for the payload to fire. Impact is maximized when the viewing victim is a high-privilege operator or administrator. Limiting factors: attacker must already hold a MOVEit account, the payload only triggers on victim rendering, and only MOVEit Transfer versions before 2025.1.6 and 2026.0.0 before 2026.0.4 are affected. Not exploitable pre-authentication and not against patched builds. |
| Impact | Vendor-supplied CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:R/S:U/C:H/I:H/A:H, base 8.0) indicates a network-reachable but authenticated (PR:L) stored/reflected cross-site scripting flaw in the MOVEit Transfer Ad Hoc module requiring victim interaction (UI:R). No EPSS score, CISA KEV listing, or public POC was provided in the input, so exploitation status is: no public exploit identified at time of analysis. The high C:H/I:H/A:H impact rating is unusual for a classic CWE-79 XSS and likely reflects Progress modeling full account/session compromise via a privileged admin or operator victim rather than direct host impact - treat the impact metrics as vendor-asserted, not independently verified. Signal-wise this is a credible patch priority given MOVEit's history of being heavily targeted and its sensitive file-transfer role, but the requirement for valid low-privilege credentials AND user interaction meaningfully lowers real-world risk versus an unauthenticated RCE; there is no evidence of active exploitation in the data supplied. Net: elevated priority for MOVEit operators, but not an emergency-grade unauthenticated bug absent KEV/POC confirmation. |
| Exploit ScenarioDerived | An authenticated low-privilege MOVEit user submits an Ad Hoc transfer or message containing a crafted script payload in a field that is not properly neutralized. When a higher-privileged user or administrator views that content in the web interface, the script executes in their browser session, enabling session-token theft or actions performed as the victim. No public proof-of-concept was identified in the provided data. |

Alert meAnalysisAIv1 – Oct 14, 2026
Cross-site scripting in the Progress MOVEit Transfer Ad Hoc module allows an authenticated user to plant script that executes in the browser of anyone who later views the crafted content, including high-privilege administrators. Only MOVEit Transfer before 2025.1.6 and 2026.0.0 through 2026.0.3 are affected; per the CVSS vector the attacker must already hold a valid account (PR:L, authenticated) and a victim must render the malicious page (UI:R), so this is not exploitable pre-authentication. There is no public exploit identified at time of analysis and the issue is not listed in CISA KEV.
RemediationAI
Vendor-released patch: MOVEit Transfer 2025.1.6 for the 2025.1 branch and 2026.0.4 for the 2026.0 branch, per the Progress security bulletin at https://community.progress.com/s/article/MOVEit-Transfer-Critical-Security-Bulletin---September-2026 - upgrade to the version matching your deployed branch and verify the build number afterwards. If immediate upgrade is not possible, compensating controls include removing Ad Hoc Transfer permissions from all but a small, trusted set of accounts (this breaks legitimate ad hoc package sending for everyone else), disabling the Ad Hoc module entirely where file-transfer workflows permit it (the trade-off is loss of that feature), and treating the MOVEit web UI as an untrusted-content surface until patched. Because the payload executes in the victim's authenticated session, also rotate credentials and invalidate active sessions for any account suspected of exposure, restrict administrative access to MOVEit to trusted networks or a bastion/VPN so a compromised administrator session is harder to reach, and monitor web and application logs for anomalous Ad Hoc submissions or unexpected script content in rendered pages. No vendor workaround short of patching fully removes the flaw, and none of these controls should be considered a substitute for the fixed releases.

Technical ContextAI · show details
The flaw is a CWE-79 improper neutralization of input during web page generation, i.e. classic cross-site scripting, in the Ad Hoc Transfer module of Progress MOVEit Transfer, a managed file transfer product used to move sensitive data between organizations and partners. The Ad Hoc module builds web pages and notification content (file names, package or message text, recipient details) from user-supplied values; when those values are written into the page without correct output encoding or context-appropriate escaping, a low-privileged account can cause arbitrary script to be stored or reflected and later executed in another user's session. The affected product is identified by CPE cpe:2.3:a:progress:moveit_transfer:*:*:*:*:*:*:*:*, covering releases before 2025.1.6 and the 2026.0.0-to-2026.0.3 range. The vendor rates it CVSS 3.1 AV:N/AC:L/PR:L/UI:R/S:U/C:H/I:H/A:H (base 8.0), while our independent assessment is more conservative at AV:N/AC:L/PR:L/UI:R/S:C/C:L/I:L/A:N, reflecting scope change inside the victim's browser session but limited confidentiality and integrity impact and no availability loss. Both vectors agree on the prerequisites: network reachability of the web interface, a valid authenticated MOVEit account, and victim interaction.

Lifecycle Timeline
4DescriptionNVD
Improper neutralization of input during web page generation ('cross-site scripting') vulnerability in Progress MOVEit Transfer (Ad Hoc module).
This issue affects MOVEit Transfer: before 2025.1.6 and from 2026.0.0 before 2026.0.4.
Executive ViewAI
Progress MOVEit Transfer is affected by a high-severity cross-site scripting flaw in its Ad Hoc module that can execute attacker-supplied script in the browsers of users viewing crafted content, including high-privilege administrators. Exploitation requires an authenticated account and a victim to view the malicious content, but successful attacks could expose administrative sessions and disrupt managed file transfer operations. No public exploit identified at time of analysis, and no vendor-released patch identified at time of analysis, so leadership should prioritize exposure reduction and monitoring.
Disable or restrict the Ad Hoc module, enforce least privilege and MFA, deploy WAF/reverse-proxy XSS filtering, and monitor MOVEit logs for suspicious Ad Hoc content or administrative access anomalies.
