Authenticated low-privileged attackers with HTTP access to Oracle Contract Lifecycle Management for Public Sector (part of Oracle E-Business Suite, V16) can escalate their privileges and achieve full takeover of the Contract Lifecycle Management application, affecting confidentiality, integrity and availability of contract data (CVSS 8.8, AV:N/AC:L/PR:L/UI:N). The flaw sits in the "ECC For Award and IDV" component, which is exposed over the web and requires only an ordinary user account rather than administrative rights. At time of analysis there is no public exploit code identified and the issue has not been added to CISA KEV, but Oracle rates it "easily exploitable," so patching on the vendor's published patch-update timeline is the priority.
