| Impact | The provided CVSS 7.2 vector (AV:N/AC:L/PR:H/UI:N/S:U/C:H/I:H/A:H) accurately reflects the attack profile: network-accessible via the WordPress admin panel, no interaction or complexity beyond possessing an Editor account, and high impact across all three pillars due to the scope of role and option manipulation possible. PR:H correctly captures that Editor is a trusted, privileged WordPress role - not an anonymous user. The S:U designation is defensible since escalation remains within the WordPress installation boundary. Real-world risk hinges on whether attacker-controlled Editor accounts exist: in multi-author WordPress environments (media, publishing, agencies) Editor accounts are common and may be shared or compromised. The persistence mechanism - grants written to the database on plugin activation - means the attack surface opens silently at install time with no further administrator action required. No KEV listing and no confirmed public exploit code mean opportunistic mass exploitation is not currently confirmed, but the flaw is straightforward to exploit once discovered, making it a meaningful priority for sites running affected versions with Editor-level users outside the trust boundary. |

Alert meAnalysisAIv1 – Sep 09, 2026
Privilege escalation in PublishPress Capabilities WordPress plugin (all versions ≤2.50.0) allows authenticated Editor-level users to elevate to site-wide capability managers without administrator consent. The root cause is a hard-coded role assignment in addPluginCapabilities() that unconditionally grants the Editor role all 15 manage_capabilities_* capabilities on the first admin_init hook after plugin activation, writing the grants persistently to the WordPress database. Once escalated, an Editor can create, rename, and delete non-system roles; modify capabilities of non-administrator roles; restore role backups; and write arbitrary plugin options under several namespaced prefixes - stopping short of full Administrator access only because WordPress's map_meta_cap layer blocks further escalation. No public exploit or CISA KEV listing identified at time of analysis.
RemediationAI
Update PublishPress Capabilities to a version beyond 2.50.0; the WordPress plugin trac changeset 3665572 (plugins.trac.wordpress.org/changeset?reponame=&old=3665572%40capability-manager-enhanced&new=3665572%40capability-manager-enhanced) represents the upstream fix, though an exact released version number is not confirmed in available data - check the WordPress plugin repository for the latest release and confirm it contains or supersedes changeset 3665572. After patching, administrators should audit the WordPress database (specifically the wp_user_roles option and the wp_usermeta table) to verify that Editor-role entries for all 15 manage_capabilities_* capabilities have been removed, since the existing grants persist in the database even after the flawed code path is removed. As a compensating control prior to patching, administrators may consider removing all Editor-level accounts from the site or temporarily deactivating the plugin; deactivation alone does not remove the already-persisted capability grants. The Wordfence advisory at wordfence.com/threat-intel/vulnerabilities/id/2f35ab5c-f897-404b-92ea-71bf1c98e0c0 should be monitored for a confirmed fixed release version.

The affected plugin - PublishPress Capabilities (WordPress plugin slug capability-manager-enhanced, CPE cpe:2.3:a:publishpress:user_role_editor_-_publishpress_capabilities:...) - extends WordPress's built-in role and capability system. The flaw resides in the installer class (pp-capabilities-installer.php, line 78) where addPluginCapabilities() contains a hard-coded PHP array $eligible_roles = ['administrator', 'editor'] that runs on every admin_init following activation. This unconditionally assigns all 15 plugin-defined manage_capabilities_* capabilities to the Editor role and persists them via wp_update_role() or equivalent database writes. CWE-269 (Improper Privilege Management) applies precisely: the function grants privilege without gating on any administrator opt-in, configuration flag, or security check. Secondary attack surface exists in settings-handler.php and manager.php, where update_option() calls honour the manage_capabilities_* grants to write options matching several plugin-controlled prefixes (cme_, capsman_, pp_capabilities_, presspermit_).

DescriptionCVE.org
The PublishPress Capabilities - User Role Editor, Access Permissions, User Capabilities, Admin Menus plugin for WordPress is vulnerable to Privilege Escalation in all versions up to, and including, 2.50.0. This is due to the addPluginCapabilities() function unconditionally granting the Editor role all 15 manage_capabilities_* capabilities - including manage_capabilities, manage_capabilities_roles, manage_capabilities_settings, and manage_capabilities_backup - via a hard-coded $eligible_roles = ['administrator', 'editor'] assignment that runs automatically on the first admin_init after plugin activation with no administrator opt-in, persisting the grants directly to the database. This makes it possible for authenticated attackers with Editor-level access to elevate their privileges to a site-wide capability manager, enabling them to create, rename, and delete non-system roles, modify capabilities of non-administrator roles, restore role backups, and write arbitrary plugin options whose names begin with cme_, capsman, pp_capabilities, or presspermit via update_option(). The escalation stops short of full Administrator access, as WordPress's map_meta_cap layer still prevents the escalated Editor from granting administrator-only capabilities to other roles; however, all role-management and plugin-settings functionality gated solely on manage_capabilities_* capabilities remains fully accessible.

Executive ViewAI
PublishPress Capabilities plugin (versions 2.50.0 and earlier) enables authenticated Editor-level users to escalate privileges and gain unauthorized control over site roles and permissions. Organizations running this plugin expose WordPress deployments to internal privilege escalation risks from trusted Editor accounts, enabling unauthorized modification of access controls without administrator approval.
No vendor-released patch identified at time of analysis. Interim mitigations: disable or remove the plugin until patched; restrict Editor role assignment to trusted staff only; implement database audit logging on WordPress user and option tables; establish quarterly WordPress role and capability audits; monitor admin-area activity logs for unauthorized capability or role modifications; restrict WordPress Administrator account count to minimize exposure from compromised Editor accounts.
