1 technique across 1 tactic: Privilege Escalation

The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Requires BOTH the rabbitmq_shovel and rabbitmq_shovel_management plugins to be enabled (a non-default configuration), and the attacker must already hold valid credentials carrying the monitoring tag - intended as read-only. Given those, exploitation is a single authenticated network DELETE request against the shovel management resource with no user interaction; it is limited to dynamic shovels in vhosts the monitoring user can see. Limiting factors: the plugin dependency, the need for pre-existing (even if low-privilege) credentials, and visibility scoping to permitted vhosts.

Impact

This is a legitimate but bounded broken-authorization flaw (CWE-862), not a high-CVSS-but-empty issue. The CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:L/UI:N/VC:N/VI:H/VA:L, 6.0 MEDIUM) aligns well with the description: a network-reachable, low-complexity operation requiring already-provisioned monitoring credentials (PR:L) and a specific plugin precondition (AT:P). Impact is integrity-primary (VI:H - arbitrary shovel deletion/restart) with limited availability (VA:L - disrupted replication) and zero confidentiality (VC:N), which the vector captures accurately. There is no EPSS score, no CISA KEV listing, and no public exploit code identified at time of analysis, so exploitation is neither confirmed nor probable in the wild - the risk is that of a privilege-boundary defect exploitable only by an existing tenant who was deliberately granted read-only monitoring access. The AT:P (attack requirement) is the key limiter: both rabbitmq_shovel and rabbitmq_shovel_management plugins must be enabled, which is a non-default deployment. No signals conflict; all point to a real-but-scoped insider/limited-privilege risk rather than an internet-wide emergency.

Exploit ScenarioDerived

An organization grants a monitoring/dashboard user read-only RabbitMQ credentials (monitoring tag) for observability. That user - or anyone who compromises those low-value credentials - issues a DELETE against the shovel management API and tears down or restarts dynamic shovels in any vhost they can see, silently breaking cross-cluster/federated message replication. No public exploit code is known, but the request is a trivial authenticated HTTP DELETE requiring no special tooling.

AnalysisAIv1 – Sep 24, 2026

RabbitMQ's shovel management resource fails to enforce a policymaker-level check on DELETE operations, so an authenticated user holding the low-privileged 'monitoring' tag - nominally read-only - can delete or restart any dynamic shovel in any vhost visible to that account. The flaw (CWE-862 missing authorization) is reachable over the network with no user interaction and yields high integrity impact against shovel configuration state, though it is bounded by a non-default configuration requiring both the rabbitmq_shovel and rabbitmq_shovel_management plugins to be enabled and by the attacker needing pre-existing credentials plus vhost-scoped visibility. Patches are released in RabbitMQ 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.1; no public exploit code has been identified and there is no confirmed active exploitation (no CISA KEV listing) at time of analysis.

RemediationAI

Upgrade to a vendor-patched release: RabbitMQ 3.13.15, 4.0.20, 4.1.11, 4.2.6, or 4.3.1, matching the maintenance branch of your deployment (see the vendor advisory at https://github.com/rabbitmq/rabbitmq-server/security/advisories/GHSA-7jc3-73v6-rjvc and release notes at https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.2.6 and https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.3.1). If immediate upgrade is not possible, disable the rabbitmq_shovel_management plugin to remove the vulnerable HTTP endpoint - this fully closes the exposure but also removes shovel visibility and control from the management UI/API, and should be paired with rabbitmqctl-based operational tooling; alternatively, review and tighten tags so that only truly trusted accounts carry the monitoring tag, and treat monitoring credentials as sensitive, since any monitoring-tagged user can currently delete or restart shovels. As a compensating detective control, audit the management API access logs for DELETE requests to shovel management resources originating from monitoring-tagged accounts, and monitor for unexpected shovel restarts or disappeared dynamic shovels. Note that restricting network access to the management API (port 15672 by default) reduces but does not eliminate risk where legitimate monitoring clients require connectivity.

Technical ContextAI · show details

RabbitMQ is an Erlang/OTP-based message broker; the shovel plugin (rabbitmq_shovel) moves messages between brokers or clusters via 'shovel' runtime parameters, and rabbitmq_shovel_management exposes those shovels through the HTTP management API. RabbitMQ's management API uses a tag-based authorization model in rabbit_mgmt_util, where helper functions such as is_authorized_monitor/2 gate endpoints by tag (monitoring, policymaker, administrator, management). The shovel management resource's is_authorized/2 delegates to is_authorized_monitor/2, which grants access to holders of the monitoring tag, but the resource's allowed_methods list includes DELETE, and delete_resource/2 proceeds to delete or restart shovel runtime parameters without a second, stricter role check. The equivalent generic /api/parameters endpoint correctly requires the policymaker tag for such state changes, so this is a classic CWE-862 missing-authorization inconsistency between two endpoints over the same underlying object. Affected code exists in the RabbitMQ server package (CPE cpe:2.3:a:rabbitmq:rabbitmq-server), across the 3.13.x, 4.0.x, 4.1.x, 4.2.x and 4.3.x release trains prior to the fixed versions.

DescriptionCVE.org

RabbitMQ is a messaging and streaming broker. Prior to versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.1, The shovel management resource's is_authorized/2 delegates to rabbit_mgmt_util:is_authorized_monitor/2, which accepts the monitoring tag. But allowed_methods includes DELETE, and delete_resource/2 deletes / restarts shovel runtime parameters with no additional role check. A monitoring user , intended to have read-only visibility , can therefore delete or restart any shovel in any vhost they can see. A read-only monitoring user can delete or restart any dynamic shovel , a state-changing operation that the equivalent /api/parameters endpoint correctly restricts to policymaker. Preconditions include rabbitmq_shovel + rabbitmq_shovel_management plugins enabled Attacker has credentials with the monitoring tag. This issue is fixed in versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.1.
