MITRE ATT&CK
1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires all of: the rabbitmq_management plugin enabled (the vulnerable POST /api/users/bulk-delete endpoint lives there); the attacker possessing an account with the 'administrator' tag; and at least one user carrying the 'protected' tag to bypass. Exploitation is limited to bypassing the protected-user deletion safeguard - it grants no new access and requires the highest management privilege level, so realistic risk is confined to insider misuse, a compromised admin credential, or accidental bulk deletion of hardened service accounts. Affects versions 3.13.0 up to 3.13.15, and 4.0.x/4.1.x/4.2.x before 4.0.20/4.1.11/4.2.6. |
| Impact | This is a genuinely low-priority finding despite being an authorization-control weakness. The vendor CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:H/UI:N/VC:N/VI:L/VA:N) scores only 2.1, and my independent assessment agrees: the attacker must already hold the RabbitMQ 'administrator' tag (PR:H), meaning this is a bypass of an internal safeguard by a privileged actor, not a privilege-escalation or external-access flaw. The only impact is integrity-low - an admin can delete users flagged 'protected' via POST /api/users/bulk-delete, which the single-user DELETE endpoint would refuse. There is no confidentiality impact and no direct availability impact in the CVSS sense. No EPSS score, no CISA KEV listing, and no public exploit were provided; exploitation status is 'no public exploit identified at time of analysis.' The signals are internally consistent (network-reachable management API, but high privilege and trivial impact), so there is no conflict to flag - the low CVSS accurately reflects low real-world risk. The 'protected' tag is a defense-in-depth guard against accidental deletion of critical service accounts, and this bug means a compromised or malicious administrator (or an admin acting by mistake) can circumvent it; it is a hardening fix, not an urgent patch. |
| Exploit ScenarioDerived | An attacker who has already obtained an account with the RabbitMQ administrator tag (or a malicious/careless admin) sends POST /api/users/bulk-delete with a JSON body listing protected-tagged service accounts. Because the bulk-delete handler called rabbit_auth_backend_internal:delete_user/2 directly without the is_protected_user check that guards the single-user DELETE endpoint, the protected accounts are silently removed. No public exploit code is identified, but the technique is trivial and confirmed by the vendor's added regression test. |

Alert meAnalysisAIv1 – Sep 25, 2026
Administrator-tagged accounts on RabbitMQ can silently delete users that carry the 'protected' tag by calling the management plugin's POST /api/users/bulk-delete endpoint, which skips the protected-user guard that the single-user DELETE /api/users/:name path enforces. The flaw affects RabbitMQ 3.13.0 up to 3.13.14 and 4.0.x, 4.1.x, and 4.2.x releases before 4.0.20, 4.1.11, and 4.2.6, but only when the rabbitmq_management plugin is enabled and only for an attacker who already holds the highest management privilege ('administrator' tag), so the outcome is integrity loss (destruction of hardened service accounts) rather than any escalation of access. No public exploit identified at time of analysis, no confirmed active exploitation (CISA KEV), and no EPSS score was provided; the assessed CVSS:3.1 vector is AV:N/AC:L/PR:H/UI:N/S:U/C:N/I:L/A:N (CVSS 4.0 base 2.1), and realistic risk is confined to insider misuse, a compromised admin credential, or accidental bulk deletion.
RemediationAI
Vendor-released patch: upgrade to RabbitMQ Server 3.13.15, 4.0.20, 4.1.11, or 4.2.6 as applicable to your release line; these versions add the missing protected-user filter to the bulk-delete handler (commit e5b890a64b42ec1f79a8e9d735512150cf77479c) and the advisory GHSA-j9m2-hw6x-rqr9 documents the issue. Because exploitation requires the 'administrator' tag and the rabbitmq_management plugin, effective compensating controls are to restrict which accounts hold administrator privileges (removing the tag from service or integration accounts that do not need full user administration - trade-off: those accounts lose the ability to manage users and permissions), and to restrict network reachability of the management API, e.g. bind the management listener to a trusted interface or front it with a proxy that blocks POST /api/users/bulk-delete entirely (trade-off: the management UI's multi-select user deletion and any automation relying on bulk deletion will break, and operations teams must use the single-user DELETE path, which still enforces the protected-tag check). Additionally review and audit which accounts carry the 'protected' tag and enable management audit logging to detect unexpected user deletions; note that upstream fix availability does not imply active exploitation, and no public exploit code was identified at time of analysis.

Technical ContextAI · show details
RabbitMQ's management plugin is an Erlang HTTP API (rabbit_mgmt_*) that exposes user administration over HTTP. The single-user deletion resource, rabbit_mgmt_wm_users, implements delete_resource/2 and explicitly consults rabbit_mgmt_util:is_protected_user/1 to refuse removal of accounts tagged 'protected'. The bulk handler, rabbit_mgmt_wm_users_bulk_delete.erl, instead iterates the caller-supplied username list and invokes rabbit_auth_backend_internal:delete_user/2 directly; that lower-level backend function performs no protected-tag check, so the authorization decision exists only at one entry point rather than in the shared authorization layer. This is CWE-862 (Missing Authorization): an authorization check that should be enforced consistently is omitted on an alternative code path to the same privileged operation. The upstream fix (commit e5b890a64b42ec1f79a8e9d735512150cf77479c) adds a list-comprehension filter, '|| User <- Users, not rabbit_mgmt_util:is_protected_user(User)', so protected users are excluded from the deletion loop, and the accompanying test (users_protected_bulk_delete_test in rabbit_mgmt_http_SUITE.erl) confirms that a protected user survives bulk deletion while a regular user returns 404. The CVSS 4.0 vector's AT:P (Attack Requirements: Present) and PR:H reflect the precondition of an existing protected-tagged account plus administrator credentials. The affected CPE is cpe:2.3:a:rabbitmq:rabbitmq-server:*:*:*:*:*:*:*:*.

RabbitMQ is a messaging and streaming broker. From 3.13.0 until 3.13.15 and 4.0.20 and 4.1.11 and 4.2.6, protected tag bypass via bulk-delete. dELETE /api/users/:name refuses to delete users tagged protected (rabbitmgmtwmuser:deleteresource/2 checks isprotecteduser). POST /api/users/bulk-delete iterates the supplied username list and calls rabbitauthbackendinternal:deleteuser/2 directly , that function has no protected-tag check , so the guard is silently An administrator can delete protected-tagged service accounts via the bulk endpoint, bypassing a safeguard the test suite confirms is rabbitmqmanagement enabled Attacker has the administrator tag A protected-tagged user. This issue is fixed in versions 3.13.15 and 4.0.20 and 4.1.11 and 4.2.6.
