MITRE ATT&CK
1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires: (1) the RabbitMQ management plugin enabled; (2) an authenticated user account carrying the 'management' tag (PR:L); and (3) a multi-tenant deployment where quorum queues exist in vhosts the attacker is not authorized to access (the AT:P attack requirement) - in a single-tenant broker there is nothing cross-tenant to disclose. The attacker sends GET /api/queues/quorum/:vhost/:queue/status with a vhost/queue they should not see. Limiting factors: valid credentials with the management tag are mandatory, no privilege escalation or write access is gained, and impact is confined to read-only exposure of Raft status (leader, members, term, commit index), queue names, and cluster topology. |
| Impact | All signals converge on this being a low-priority, low-impact issue. The CVSS 4.0 base score is 2.3 with vector AV:N/AC:L/AT:P/PR:L/UI:N/VC:L/VI:N/VA:N - network-reachable but requiring an authenticated management-tagged account (PR:L), carrying an attack requirement (AT:P: exploitable state depends on quorum queues actually existing in vhosts the attacker cannot access, i.e. a real multi-tenant deployment), and yielding only low confidentiality impact (VC:L) with no integrity or availability effect. This is a CWE-862 missing-authorization (broken object-level access / IDOR) read primitive, not the 'Authentication Bypass' the input tag claims - the attacker is already authenticated; the flaw is a missing per-vhost authorization check (is_authorized/2 verifies only the management tag rather than calling is_authorized_vhost/2). EPSS, CISA KEV, and public POC are all absent from the input; therefore this is no public exploit identified at time of analysis, and there is no evidence of widespread or automated exploitation. Net: a genuine cross-tenant information-disclosure defect worth patching in multi-tenant brokers, but not an urgent, high-real-risk item. No conflicting signals of note - the vendor advisory (GHSA-j45q-v7g2-82ph) and fix releases are confirmed and consistent with the low score. |
| Exploit ScenarioDerived | In a shared/multi-tenant RabbitMQ cluster with the management plugin enabled, a low-privilege user holding only the 'management' tag queries GET /api/queues/quorum/:vhost/:queue/status for a vhost belonging to another tenant. Because the handler validates only the management tag and not vhost access, it returns Raft status (leader, members, term, commit index), disclosing cross-tenant quorum-queue names and cluster topology. No public POC is referenced; exploitation requires an authenticated account and the presence of quorum queues in inaccessible vhosts. |

Alert meAnalysisAIv1 – Sep 23, 2026
Cross-tenant information disclosure in RabbitMQ's management HTTP API lets any authenticated user holding the 'management' tag read Raft quorum-queue status - leader, members, term, commit index - for queues in vhosts they cannot access, because the /api/queues/quorum/:vhost/:queue/status handler authorizes only the management tag rather than the target vhost. Affected are RabbitMQ deployments running the management plugin at versions prior to 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0, with impact confined to read-only exposure of queue names and cluster topology in multi-tenant setups. No public exploit identified at time of analysis; EPSS and KEV signals are absent, and the assessed CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:N/A:N) rates this low severity.
RemediationAI
Vendor-released patches exist for all maintained lines: upgrade to RabbitMQ 3.13.15, 4.0.20, 4.1.11, 4.2.6, or 4.3.0 as appropriate for your release train - see https://github.com/rabbitmq/rabbitmq-server/security/advisories/GHSA-j45q-v7g2-82ph and the patched-release notes at https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.2.6 for upgrade ordering and Erlang/OTP compatibility caveats (nodes fail to start on unsupported Erlang versions, so validate the Erlang matrix before rolling). Where upgrading cannot be done immediately, compensating controls are: restrict the management tag to a tight set of administrative accounts, since exploitation requires that tag; disable the management plugin entirely (rabbitmq-plugins disable rabbitmq_management) on brokers where the HTTP API is not needed, accepting loss of UI and API monitoring; and network-restrict management port 15672 to trusted administrative subnets or place it behind an authenticating reverse proxy, which reduces but does not eliminate the risk from a legitimate low-privilege management user. Collapsing tenants into shared vhosts so that no quorum queues exist in vhosts a management-tagged user cannot access removes the cross-tenant disclosure surface at the cost of reworking existing permission models. Be aware that none of these workarounds patch the underlying is_authorized/2 versus is_authorized_vhost/2 code path; only the vendor upgrade does.

Technical ContextAI · show details
RabbitMQ is an Erlang/OTP-based messaging and streaming broker, and quorum queues are its Raft-replicated queue type (built on the Ra consensus library) in which a leader, follower members, election term, and commit index define queue state. The management plugin exposes an HTTP API on port 15672, and its authorization helper is_authorized/2 delegates to rabbit_mgmt_util:is_authorized/2, which verifies only that the caller carries the 'management' user tag at the global level. The correct check for any per-vhost resource is is_authorized_vhost/2, which validates the user's permissions on the specific vhost taken from the request path. Because the quorum status handler at /api/queues/quorum/:vhost/:queue/status reads the vhost directly from the URI without invoking the vhost-scoped check, the endpoint is effectively missing an authorization control for a subordinate resource - the CWE-862 (Missing Authorization) class. The 4.2.6 release notes also show related permission-hardening in the same cycle, including 'configure' permission checks now applying to passive queue and exchange declarations, indicating a broader authorization-consistency sweep.

Lifecycle Timeline
2DescriptionCVE.org
RabbitMQ is a messaging and streaming broker. Prior to versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0, is_authorized/2 calls rabbit_mgmt_util:is_authorized/2, which checks only the management tag, instead of is_authorized_vhost/2. The /api/queues/quorum/:vhost/:queue/status handler reads the vhost from the path without checking that the user can access it. Any management-tagged user can therefore read Raft status, including leader, members, term, and commit index, for quorum queues in inaccessible vhosts, exposing cross-tenant queue names and cluster topology. The management plugin must be enabled and the attacker must have a management tag. This issue is fixed in versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0.
