DescriptionCVE.org

Vulnerability in the Oracle Web Services Manager product of Oracle Fusion Middleware (component: Web Services Security). Supported versions that are affected are 12.2.1.4.0 and 14.1.2.0.0. Easily exploitable vulnerability allows low privileged attacker with network access via HTTP to compromise Oracle Web Services Manager. While the vulnerability is in Oracle Web Services Manager, attacks may significantly impact additional products (scope change). Successful attacks of this vulnerability can result in unauthorized creation, deletion or modification access to critical data or all Oracle Web Services Manager accessible data as well as unauthorized access to critical data or complete access to all Oracle Web Services Manager accessible data. CVSS 3.1 Base Score 9.6 (Confidentiality and Integrity impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:C/C:H/I:H/A:N).

AnalysisAI

Privilege-scoped data compromise in Oracle Web Services Manager (OWSM), a component of Oracle Fusion Middleware versions 12.2.1.4.0 and 14.1.2.0.0, allows a low-privileged attacker with HTTP network access to read and modify all OWSM-accessible critical data, with a scope change that can significantly impact additional integrated products. Tagged by the reporter as an authentication bypass, the flaw carries a CVSS 3.1 base score of 9.6 driven by high confidentiality and integrity impact plus scope change. …

Vulnerability AssessmentAI

Exploitation Exploitation requires network access over HTTP to an Oracle Web Services Manager endpoint and a low-privileged account (CVSS PR:L), with no user interaction and low attack complexity (AC:L); it applies to OWSM in Fusion Middleware 12.2.1.4.0 and 14.1.2.0.0. … Additional conditions and limiting factors are described in the full assessment.
Risk Assessment The signals lean toward genuine priority: CVSS 3.1 is 9.6 with AV:N/AC:L/PR:L/UI:N, meaning network-reachable, low complexity, only low privileges, and no user interaction - Oracle itself characterizes it as 'easily exploitable.' Impact is high for confidentiality and integrity but none for availability (A:N), and the scope change means a compromise of OWSM can cascade into other Fusion Middleware products it secures. … Full risk analysis with EPSS, KEV, and SSVC signal comparison available after sign-in.
Exploit Scenario Full exploit scenario with step-by-step reproduction available after sign-in.
Remediation Apply the fixes from Oracle's August 2026 Critical Patch Update (https://www.oracle.com/security-alerts/cspuaug2026.html), which is the referenced vendor advisory; patch available per vendor advisory, though the input does not specify an exact patched build number, so obtain the precise interim/bundle patch for your 12.2.1.4.0 or 14.1.2.0.0 deployment directly from the CPU matrix. … Detailed patch versions, workarounds, and compensating controls in full report.

Recommended ActionAI

Within 24 hours, identify all systems running Oracle Fusion Middleware versions 12.2.1.4.0 and 14.1.2.0.0 and implement network-layer restrictions to limit HTTP access to OWSM to trusted administrative networks only; disable or isolate non-essential OWSM instances where feasible. …
