MITRE ATT&CK
1 technique across 1 tactic: Defense Evasion The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires a locally installed, attacker-controlled Android application (PR:L) running on a Samsung device with firmware prior to SMR Oct-2026 Release 1; the app abuses DownloadProvider's improper access control to reach files in scoped storage it should not access. No user interaction and no network access are involved (AV:L/UI:N). Exploitation is LIMITED by the need to first get an app onto the target device and by the local-only vector - it cannot be triggered remotely and does not work against patched (SMR Oct-2026 Release 1 or later) firmware. |
| Impact | This is a moderate-risk, locally-exploitable information disclosure flaw rather than a top-tier emergency. The provided CVSS 4.0 vector (AV:L/AC:L/AT:N/PR:L/UI:N/VC:H/VI:L/VA:L) scores 6.9 and consistently points to a local attack requiring low privileges - i.e., an already-installed malicious app on a Samsung Android device - with no user interaction and high confidentiality impact. No EPSS score was supplied, and there is no KEV listing and no public exploit identified at time of analysis, so there is no evidence of active exploitation or weaponization. The signals do not conflict: the local attack vector and PR:L requirement inherently cap real-world risk because an attacker must first get an app onto the device, which limits mass or remote exploitation. Note that EPSS, CWE, and any POC data are MISSING from the input, so exploitation-probability cannot be quantified - treat the 'no public exploit' finding as absence-of-evidence from a single vendor source, not a guarantee. |
| Exploit ScenarioDerived | A user installs a malicious or over-permissioned app on a Samsung device running firmware prior to SMR Oct-2026 Release 1. That app abuses improper access control in DownloadProvider to read files in scoped storage belonging to other apps or the user, bypassing Android's storage isolation. No public exploit code was identified at time of analysis, and exploitation requires only local app-level privileges with no user interaction. |

Alert meAnalysisAIv1 – Oct 12, 2026
Local information disclosure in Samsung DownloadProvider allows an attacker-controlled Android application installed on a Samsung device to read files held in scoped storage that it should not be able to reach, yielding high confidentiality impact with only low integrity and availability impact. The flaw affects devices running firmware prior to the SMR Oct-2026 Release 1 maintenance release and requires no user interaction and no network access, because exploitation depends on a malicious app already running locally with low privileges. No public exploit code has been identified at time of analysis and the flaw is not confirmed as actively exploited, making this a moderate-risk, local-only issue rather than a remotely triggerable emergency.
RemediationAI
Vendor-released patch: apply SMR Oct-2026 Release 1 (Samsung Monthly Rollup for October 2026) or a later maintenance release, distributed via Settings > Software update > Download and install, or through carrier/enterprise firmware management; the fix is documented in the Samsung Mobile Security Update bulletin at https://security.samsungmobile.com/securityUpdate.smsb?year=2026&month=10. Because exploitation requires an attacker-controlled app to be present on the device, the strongest compensating control while devices remain unpatched is to tighten app-installation policy: disable "Install unknown apps" / unknown-source sideloading per app and, in managed environments, block installation of unapproved APKs via Samsung Knox or Android Enterprise allowlisting, accepting the trade-off that this prevents legitimate sideloading and developer workflows. Additionally, enabling Google Play Protect and Knox app-vetting provides screening of installed packages, though it is behavioral/detection-based and does not close the underlying access-control gap. Restricting which apps are granted access to the Downloads provider and auditing devices for untrusted low-privilege apps reduces exposure but does not eliminate the flaw; the only complete fix is the SMR Oct-2026 Release 1 firmware update.

Technical ContextAI · show details
DownloadProvider is the Android system service (exposed through the com.android.providers.downloads ContentProvider and its download manager APIs) that handles file downloads and mediates access to the Downloads directory on behalf of applications. Android's scoped storage model, introduced with Android 10, restricts each app to its own sandboxed directories plus specific media collections, with DownloadProvider acting as a trusted broker for shared download content. The reported defect is an improper access control weakness in that broker: the component fails to properly enforce the permission and URI/file-path checks that should keep one app's scoped-storage content out of reach of another, allowing a locally installed app to traverse into files it is not entitled to read. No CWE identifier was assigned by the source; the weakness maps conceptually to improper authorization/access control (CWE-284 family) and to incorrect permission assignment for a critical resource (CWE-732). The vendor's CVSS 4.0 vector (AV:L/AC:L/AT:N/PR:L/UI:N/VC:H/VI:L/VA:L) is consistent with our independent CVSS 3.1 assessment (AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:L/A:N): exploitation is local, needs an attacker-supplied application with low privileges, needs no user interaction, and delivers a high confidentiality loss against limited integrity and availability effects. The issue was reported to Samsung by mobile.security@samsung.com.
