Exploitation Conditions

Exploitation requires an authenticated backend user (PR:L) who possesses a valid CSRF token for the rex_api_package function. That token is only generated on backend pages restricted to administrators, so the practical precondition is that the user held admin permission earlier in the same still-active session and was then demoted (the session stays valid), or obtained the token through a separate vulnerability; a user who never had admin in the session cannot get a valid token through the normal backend. Package management is disabled in live mode, so live-mode installations are not affected. These factors (prior admin in-session, non-live deployment, valid-session dependency) are the real limiting conditions that keep this from being remotely exploitable against default unauthenticated users.

Impact

This is a medium-severity authorization flaw (vendor CVSS 4.0 base 6.1) whose signals point to a bounded, conditional risk rather than a broad emergency. The CVSS 4.0 vector shows AV:N and AC:L but crucially AT:P (an attack requirement must be met) and PR:L (a backend account is required), with impact limited to integrity and availability (VI:H/VA:H, VC:N) - consistent with an attacker who can destroy data and break the site but cannot read confidential data. CISA KEV status is not indicated in the input, so treat this as not actively exploited; no EPSS probability was provided, so widespread-exploitation likelihood cannot be quantified from the data. No PoC or exploit reference is present (only the fix commit and advisories), so there is no public exploit identified at time of analysis. The vuln.today decision label is 'this_month', not act_now/emergency, which aligns with the limiting precondition: a usable CSRF token is only issued on admin-restricted pages, so the realistic attacker is a demoted-but-still-logged-in former admin, or someone who stole the token via a separate flaw. Net: a real but targeted/insider-leaning risk with high destructive potential (dropping the structure addon's tables wipes articles), not a high-CVSS-but-inflated issue, though its exploitability is gated by unusual session conditions. Missing data: no EPSS, no KEV confirmation, no independent PoC.

Exploit ScenarioDerived

A user who held admin rights earlier in the same still-valid backend session is demoted to a non-admin role; their session retains a valid CSRF token for rex_api_package. They send a crafted authenticated request to rex-api-call=package to uninstall the system 'structure' addon, whose uninstall routine drops its database tables and destroys all articles and content. No public exploit was identified; only the vendor fix commit is public.

AnalysisAIv1 – Oct 28, 2026

Missing authorization in REDAXO core's package management API (rex_api_package, reached via rex-api-call=package) allows a backend user without admin rights to uninstall, deactivate, install, activate, or delete packages as long as a valid CSRF token for that API function is present in their session. The most damaging outcome is uninstalling a system addon such as structure, whose uninstall routine drops its database tables, thereby destroying all articles and their content. Exploitation is conditional rather than broadly reachable: the token is only generated on administrator-restricted backend pages, so the realistic attacker is a demoted admin whose session is still active, or someone who obtained the token through a separate flaw, and live-mode installations are not affected at all. Severity is medium (vendor CVSS 4.0 base 6.1); no public exploit code and no confirmed active exploitation were identified at time of analysis, and the vendor has released 5.21.5 as the fix.

RemediationAI

Vendor-released patch: upgrade REDAXO core to 5.21.5 (Composer: composer/redaxo/source 5.21.5), which adds the missing admin check to rex_api_package as shown in commit bd96cf27c2ab919b8320264c9f5502753aa82f28 and documented in advisory GHSA-fw98-549m-whxx. Because the entire exploit precondition is a live session that still carries an admin-issued CSRF token after the account lost admin rights, the practical compensating control is to invalidate sessions whenever administrator privileges are revoked, so a demoted user must re-authenticate and receives a fresh session without the package API token; the trade-off is a forced re-login for those accounts and the need to wire session termination into your role-change process. Note also that deployments running in live mode are not exposed to this issue, so keeping package management confined to non-live instances limits blast radius, and any package operation performed on a non-live copy can still destroy data there, so confirm the fix is applied before using that instance for package maintenance.

Technical ContextAI · show details

REDAXO is a PHP-based content management system whose backend exposes API functions through a rex-api-call request parameter. The affected function, rex_api_package, handled the full package lifecycle, but as the GHSA-fw98-549m-whxx advisory explains, it was the single exception to the pattern used elsewhere: the packages page and every API function of the install addon verify that the current user is an administrator, while rex_api_package only required a valid CSRF token. That maps to CWE-862 (Missing Authorization), a check-omission flaw rather than a parsing or memory-safety bug; the upstream fix in commit bd96cf27c2ab919b8320264c9f5502753aa82f28 is correspondingly small, adding a guard at the top of execute() that throws a rex_api_exception when rex::getUser()?->isAdmin() is false. The security boundary that makes this exploitable is the CSRF token's own issuance policy: the token lives in the user's session and is generated only on pages restricted to administrators, so a user who never held admin rights in that session cannot obtain one through the normal backend, whereas a user demoted mid-session retains a valid token because the session itself stays valid. Package operations are unavailable in live mode, so the deployment mode determines exposure. The advisory does not describe any additional trigger path beyond the CSRF-token precondition, and the tags Authentication Bypass and CSRF describe the token dependency rather than a separate CSRF weakness.

DescriptionCVE.org

REDAXO core before 5.21.5 contains a missing authorization vulnerability in the rex_api_package API function that lets non-admin backend users manage packages with only a valid CSRF token. Attackers holding a token, such as demoted admins with active sessions, can uninstall system addons like structure (dropping their database tables), deactivate, install, or activate packages, and delete non-system packages.
