MITRE ATT&CK
1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires a valid authenticated OpenCATS session at a low privilege level (PR:L); the attacker does not need the canSeeEEOInfo permission that normally gates EEO reporting. Exploitation consists of directly invoking the customizeEEOReport and generateEEOReportPreview actions in the reports module (ReportsUI::handleRequest) against versions before 0.10.0. Limiting factors: no anonymous/unauthenticated access is possible, exploitation only yields aggregate demographic statistics rather than individual records, and it is only meaningful on installations that actually collect EEO demographic data; applying release v0.10.0 (commit aa3b414) adds the missing access-level check. |
| Impact | This is a genuine but low-severity information-disclosure issue, not a high-priority emergency. The CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:L/UI:N) confirms network reach with low attack complexity but requires an authenticated low-privileged account (PR:L), and impact is confined to low confidentiality (VC:L) with no integrity or availability effect (VI:N/VA:N) and no scope change. No EPSS score, KEV listing, or SSVC decision data was supplied, and no public exploit code is referenced, so there is no signal of active or probable exploitation - exploitation status is 'no public exploit identified at time of analysis.' The signals are internally consistent: a missing-authorization flaw (CWE-862) exploitable only by an already-authenticated insider to read aggregate EEO demographic statistics is a real but narrow insider/privacy risk rather than a mass-exploitation threat. Note that EPSS and KEV data are entirely absent from the input, so widespread-exploitation likelihood cannot be quantified - treat the absence as missing data, not as evidence of safety or of risk. |
| Exploit ScenarioDerived | A low-privileged authenticated OpenCATS user (e.g., a recruiter without HR/EEO rights) directly invokes the reports module's customizeEEOReport and generateEEOReportPreview actions, which fail to enforce the canSeeEEOInfo permission. The user retrieves aggregate ethnicity, veteran, gender, and disability statistics they are not authorized to see. No public proof-of-concept is referenced, but the source-level references pinpoint the unguarded code path in ReportsUI.php, making reproduction straightforward. |

Alert meAnalysisAIv1 – Oct 20, 2026
OpenCATS before 0.10.0 allows any authenticated low-privilege user to view EEO demographic reports without holding the canSeeEEOInfo permission, exposing aggregate ethnicity, veteran, gender and disability statistics. Exploitation is a simple direct invocation of the customizeEEOReport and generateEEOReportPreview actions in ReportsUI::handleRequest(); no exploit code beyond the public advisory and GitHub issue is needed, but a valid session is mandatory (PR:L) and no public exploit tooling is confirmed. This is a genuine but low-severity information-disclosure issue, not a high-priority emergency - EPSS and KEV data were not provided and no public exploit was identified at time of analysis.
RemediationAI
Vendor-released patch: OpenCATS v0.10.0, which incorporates commit aa3b414c3672f5010ca26c44192aa8e72d3735bd and adds the missing access-level check in ReportsUI::handleRequest() (plus hardening of activity, import, lists, email-settings and calendar endpoints). Upgrade to https://github.com/opencats/OpenCATS/releases/tag/v0.10.0 and re-verify that EEO report pages return a permission error for users lacking canSeeEEOInfo. If upgrading immediately is not possible, compensating controls include: restrict network access to the reports module endpoints (e.g., block or allow-list requests to index.php?m=reports and the customizeEEOReport/generateEEOReportPreview action parameters at the reverse proxy, accepting that legitimate report users will need an exception path); temporarily remove or unset the canSeeEEOInfo permission for all non-HR roles and audit whether EEO data is collected at all, since installations that do not collect EEO demographics have no meaningful exposure; and monitor web logs for direct POST/GET requests to those report actions from low-privilege accounts. All of these are stopgaps - the access-level check must ultimately be deployed via the v0.10.0 upgrade, and none of them prevent a determined authenticated user from probing other unchecked endpoints addressed in the same commit.

Technical ContextAI · show details
OpenCATS is a PHP-based open-source applicant tracking system (recruitment/ATS) in which the reports module renders HR analytics, including Equal Employment Opportunity (EEO) reports that aggregate applicant ethnicity, veteran status, gender and disability data. The vulnerable code lives in modules/reports/ReportsUI.php, where handleRequest() dispatches actions such as customizeEEOReport and generateEEOReportPreview without an access-level check. The root cause is CWE-862 (Missing Authorization): authentication-based menus/session cookies gate general access to the application, but per-function permission checks (CATS::getAccessLevel()/getUserAccessLevel() compared against ACCESS_LEVEL_* constants) were not applied to these report actions, so the EEO permission flag is only enforced in the UI, not at the controller. The upstream fix in v0.10.0 (commit aa3b414) hardens ReportsUI and related endpoints - ajax/deleteActivity.php, ajax/editActivity.php, ajax/testEmailSettings.php, modules/import/ImportUI.php, the lists AJAX endpoints and calendar event edit/delete handlers - by adding explicit access-level checks; the calendar changes also introduce Calendar::get() and owner-or-ACCESS_LEVEL_SA validation. The affected CPE range is cpe:2.3:a:opencats:opencats:*:*:*:*:*:*:*:* (all versions prior to 0.10.0). Impact is bounded to read-only disclosure of aggregate statistics: the autonomous CVSS:3.1 vector is AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:N/A:N, so confidentiality only, no integrity or availability impact.

DescriptionCVE.org
OpenCATS before 0.10.0 contains a missing authorization vulnerability in ReportsUI::handleRequest() that allows authenticated users to view EEO demographic reports without the canSeeEEOInfo permission. Attackers can invoke the customizeEEOReport and generateEEOReportPreview actions to view aggregate ethnicity, veteran, gender and disability statistics.
