MITRE ATT&CK
1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires (1) a valid authenticated low-privileged account on the Papermerge Core instance (PR:L), and (2) out-of-band knowledge of the victim's page UUIDs, since the /pages/, /pages/move, /pages/extract, and /tasks/ocr endpoints omit the has_node_perm permission check (AT:P reflects this UUID-knowledge requirement). A multi-user or multi-tenant deployment is needed for other users' pages to exist as targets. Limiting factors: page UUIDs are random 128-bit identifiers not disclosed to unauthorized users by default, no privilege escalation to admin is granted, and no victim user interaction is required. Single-user/self-hosted installations with no other accounts have no exploitable victims. |
| Impact | This is a genuine but moderate-priority access-control flaw rather than a critical internet-wide emergency. The CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:L/UI:N/VC:H/VI:H/VA:H) scores 7.7 High and is internally consistent with the description: network-reachable API endpoints, low attack complexity, but crucially PR:L (a valid low-privileged account is required) and AT:P (a specific attack requirement - the attacker must know the victim's page UUIDs). The VC:H/VI:H/VA:H ratings are justified because an attacker can extract (read), rotate/move (modify), and delete (destroy) another user's pages. No EPSS score, no CISA KEV listing, and no public exploit were provided in the input, so there is no signal of active exploitation or mass automatability. The AT:P requirement is the key risk-limiter: Papermerge page identifiers are random UUIDs not exposed to unauthorized users by default, so exploitation is realistic for insiders or in multi-tenant deployments where UUIDs can be learned, but is not a spray-and-pray remote attack. Net: real priority for any shared/multi-user Papermerge instance, but the authentication requirement plus UUID-knowledge precondition keep real-world exploitation targeted rather than widespread. Note the input tag 'Authentication Bypass' is imprecise - CWE-862 and the fix (adding has_node_perm checks) show this is a missing-authorization / IDOR issue, not an authentication bypass. |
| Exploit ScenarioDerived | On a multi-user Papermerge Core instance (≤3.5.3), a low-privileged but authenticated attacker who has learned another user's page UUIDs sends a request to /pages/, /pages/move, /pages/extract, or /tasks/ocr. Because these endpoints skip the has_node_perm authorization check, the server rotates, deletes, moves, extracts, or OCRs the victim's pages despite the attacker having no permission on them. No public exploit was identified at time of analysis, though the vendor patch commit ships negative test cases that concretely demonstrate the unauthorized operations. |

Alert meAnalysisAIv1 – Oct 14, 2026
Authenticated low-privileged users on multi-user Papermerge Core deployments can manipulate documents they do not own: the page management endpoints (/pages/, /pages/move, /pages/extract) and the OCR task endpoint (/tasks/ocr) skip the has_node_perm authorization check, letting an attacker rotate, delete, move, or extract another user's pages and queue OCR jobs against them. Exploitation requires a valid account plus out-of-band knowledge of the victim's random 128-bit page UUIDs, so it is a genuine but moderate-priority access-control failure rather than an internet-wide emergency; a patch commit has been published upstream, though a tagged release containing it was not independently confirmed, and no public exploit code or confirmed active exploitation was identified at time of analysis.
RemediationAI
Apply the upstream fix commit 6ad2836dc40b61bd032146013272036bbece6144, which adds the missing has_node_perm(NODE_UPDATE) checks to apply_page_operations, move_pages, and extract_pages in papermerge/core/features/document/router_pages.py; the upstream fix is available as a commit, so a subsequently tagged release containing it should be verified before relying on a distribution package (released patched version not independently confirmed, and the vendor advisory states a patch is available). Until the fixed build is deployed, the highest-value compensating control is to confine the instance to trusted, single-tenant use or restrict network access to the API (reverse proxy/IP allowlisting or VPN-only exposure), understanding that this reduces usability for legitimate remote users; where multi-user access must remain, a reverse proxy or WAF rule that limits /pages/, /pages/move, /pages/extract, and /tasks/ocr to expected callers can reduce exposure but is brittle because page UUIDs travel in the request body and legitimate clients use the same routes. Note that blocking or degrading the OCR task endpoint (/tasks/ocr) disables a core Papermerge feature and should only be a temporary measure. Because exploitation depends on knowing victim page UUIDs (random 128-bit identifiers), treat any evidence of page UUID enumeration, unexpected 403-free access to other users' page IDs, or anomalous page rotation/deletion in audit logs as indicators of compromise, and rotate or invalidate credentials for any account suspected of abuse.

Technical ContextAI · show details
Papermerge Core is a Django/FastAPI-based document management and OCR system in which documents, folders, and pages are stored as hierarchical 'nodes' whose access is governed by the has_node_perm() permission helper (backed by SQLAlchemy async sessions against DocumentVersion and Page tables). CWE-862 (Missing Authorization) is the root cause: the router handlers in papermerge/core/features/document/router_pages.py and papermerge/core/features/tasks/router.py resolved target pages directly from attacker-supplied page IDs and performed the operation without ever calling has_node_perm for the NODE_UPDATE scope. The upstream fix commit 6ad2836dc40b61bd032146013272036bbece6144 remediates this by joining Page to DocumentVersion to recover the owning document ID, then performing an explicit has_node_perm check (returning HTTP 403 on failure and HTTP 404 when the page cannot be resolved) inside apply_page_operations, move_pages, and extract_pages; accompanying negative tests assert that a second user receives 403 when targeting another user's page. The assigned CVSS 4.0 vector AV:N/AC:L/AT:P/PR:L/UI:N with high confidentiality, integrity, and availability impact reflects a network-reachable, low-privilege attack that additionally requires attack preconditions (possession of the victim's page UUIDs); the independent assessment maps this to CVSS 3.1 AV:N/AC:H/PR:L/UI:N/S:U/C:H/I:H/A:H.

DescriptionCVE.org
Papermerge Core through 3.5.3 contains a missing authorization vulnerability that allows authenticated users to manipulate other users' pages because page management and OCR endpoints skip has_node_perm checks. Attackers knowing page UUIDs can call /pages/, /pages/move, or /pages/extract to rotate, delete, or extract victims' pages, and trigger OCR via /tasks/ocr.
Executive ViewAI
Papermerge Core, a multi-user document management platform, contains an access-control flaw that could let a valid low-privileged account manipulate documents belonging to other users if it obtains the victim's random page identifiers. This affects the integrity and confidentiality of stored documents in multi-user deployments, so leadership should care about potential unauthorized document alteration, deletion, or OCR processing and any downstream compliance or trust implications. No public exploit was identified at time of analysis, and an upstream patch commit has been published, though a tagged release was not independently confirmed.
