| Exploitation Conditions | Exploitation requires that the deployment uses the Zaqar WebSocket transport together with Keystone authentication - the REST transport and non-Keystone setups are explicitly out of scope. The attacker must already hold a valid Keystone token for at least one project (PR:L, authenticated) and must know or be able to enumerate the target project's UUID (reflected as AT:P). No end-user interaction is needed (UI:N). Limiting factors that reduce real-world exposure: the WebSocket transport must be deliberately enabled (not the most common Zaqar configuration), the attacker needs legitimate tenant credentials first, and value is highest only in multi-tenant clouds where crossing the project boundary yields access to other tenants' queue data. |
| Impact | This is a moderate-priority authorization flaw, not a top-tier emergency. The vendor CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:L/UI:N/VC:L/VI:H/VA:H) scores 6.1 (MEDIUM) and the signals are internally consistent: network-reachable but NOT unauthenticated - PR:L confirms an attacker needs a valid Keystone token for at least one project, and AT:P reflects an additional attack requirement (knowledge of a target project's UUID). SSVC reinforces a measured posture: Exploitation=poc (proof-of-concept only, not active exploitation), Automatable=no (each cross-tenant target requires a known project UUID and cannot be sprayed at internet scale), and Technical Impact=partial. There is NO CISA KEV listing and NO EPSS score was provided, so widespread opportunistic exploitation is not indicated. The real risk is highest in multi-tenant OpenStack clouds where WebSocket transport is enabled - a malicious or compromised low-privilege tenant can cross the project isolation boundary, which is a serious trust-model violation despite the medium score. Conflict to verify: the description's primary harm is cross-tenant queue create/delete (integrity/availability), consistent with VI:H/VA:H, while confidentiality is rated only VC:L even though queue 'enumerate/inspect' implies some data disclosure - defenders handling sensitive queue payloads should treat confidentiality impact as potentially higher than the vector suggests. |
| Exploit ScenarioDerived | A legitimate low-privilege tenant (or an attacker who has phished one tenant's Keystone credentials) connects to the Zaqar WebSocket endpoint with their valid token, then supplies a different project's UUID in subsequent frames. Because the transport never re-binds the request to the token's authenticated project, the attacker enumerates, reads, creates, and deletes queues belonging to an unrelated tenant. A proof-of-concept is reported (SSVC Exploitation=poc), and the moderate complexity stems only from needing to know or discover a target project UUID. |

Alert meAnalysisAIv1 – Oct 07, 2026
Cross-project queue access in OpenStack Zaqar's WebSocket transport lets an authenticated user who holds a valid Keystone token for one project substitute a different project's UUID in subsequent requests, then enumerate, inspect, create, or delete queues belonging to that other tenant. Only deployments that deliberately enable the WebSocket transport together with Keystone authentication are exposed; the more widely used REST transport and non-Keystone setups are explicitly out of scope. Publicly available exploit code exists (SSVC exploitation: poc), the vendor has released a fix in 23.0.1, and the assessed impact is low confidentiality but high integrity and availability loss within the targeted project.
RemediationAI
Vendor-released patch: upgrade to Zaqar 23.0.1, or to the corresponding fixed maintenance release on your branch - 22.0.3 for 22.x, 21.0.3 for 21.x, and 20.1.3 for the 20.x line - as documented in the Launchpad advisory at https://launchpad.net/bugs/2161402 and the oss-security disclosure at https://www.openwall.com/lists/oss-security/2026/10/07/30. If upgrading cannot be scheduled immediately, the most direct compensating control is to disable the WebSocket transport entirely and serve clients over the REST API, which is not affected; the trade-off is loss of WebSocket-based real-time queue delivery for any clients that depend on that endpoint. A narrower alternative is to keep WebSocket enabled but restrict its listener to interfaces reachable only by trusted internal clients - this reduces exposure to external or cross-network attackers but does nothing against a malicious tenant already inside the cloud, so it should be treated as temporary. Where the WebSocket transport must stay public, add logging and alerting on requests whose project_id does not match the Keystone token's project scope, since every exploitation attempt manifests as a project UUID mismatch and can be detected before queue data is destroyed. Multi-tenant clouds should prioritize this fix, as the impact is limited to crossing a single project boundary (S:U) and there is no evidence of active exploitation, but queue deletion is irreversible once performed.

Technical ContextAI · show details
Zaqar is OpenStack's multi-tenant messaging and queue service, offering REST and WebSocket transports on top of Keystone-based identity. CWE-472 (External Control of Assumed-Immutable Web Parameter) is the root cause class here: after a WebSocket session is authenticated, the project identifier carried in later request frames is treated as trusted server-side state rather than being bound to the project scope of the validating Keystone token. Because the token only proves the caller is a legitimate tenant of some project (CVSS 3.1 PR:L, authenticated), an attacker can simply name a different project UUID - the supplied parameter is accepted at face value, which is why the assessed vector reflects Attack Complexity High (AT:P: the target project's UUID must be known or enumerated) rather than a trivial bypass. The defect is confined to the WebSocket code path; the REST transport performs its own per-request authorization and is unaffected. Confidentiality impact is limited to queue metadata and message inspection (C:L), while the ability to create and delete queues in the victim project drives the high integrity and availability scores (I:H/A:H, S:U) - the supplied CVSS 4.0 vector scores the same flaw at 6.1 with VI:H/VA:H and VC:L, consistent with the independent assessment. The SSVC decision record rates technical impact as partial and automatability as no, indicating exploitation is possible but requires per-target reconnaissance rather than mass scanning.

Network-reachable but needs a valid token (PR:L) and knowledge of a target project UUID (AC:H in 3.1, folding in the 4.0 AT:P requirement); create/delete of queues drives I:H/A:H with limited disclosure (C:L).

Lifecycle Timeline
1DescriptionCVE.org
In OpenStack Zaqar before 23.0.1, the WebSocket transport fails to bind the project identifier in subsequent requests to the project authenticated by the Keystone token. An authenticated user with a valid token for one project may substitute another project's UUID to enumerate, inspect, create, or delete queues belonging to that project, resulting in unauthorized disclosure, modification, or loss of queue data. Only deployments using the WebSocket transport with Keystone authentication are affected.
