MITRE ATT&CK
1 technique across 1 tactic: Defense Evasion The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires that ImageMagick decode an attacker-controlled CUT-format image AND that the CUT coder be enabled; the security impact is only meaningful where a policy.xml defines read restrictions that the missing check circumvents - on an unrestricted install there is no policy to bypass. The specific flaw is that ReadCUTImage builds a companion '.PAL' palette filename and opens it via fopen_utf8 without first calling IsPathAuthorized(ReadPolicyRights,...), so it reads a file the policy should deny. Limiting factors: the vector is LOCAL (the crafted file must reach a local decode operation, e.g., an upload-processing pipeline), attack complexity is HIGH, impact is limited to low-grade information disclosure and a possible crash, and no remote/network exploitation path exists. |
| Impact | This is a genuinely medium/low-priority issue despite being a security-policy bypass. The provided CVSS 3.1 vector (AV:L/AC:H/PR:N/UI:N/S:U/C:L/I:N/A:L, base 4.0) is internally consistent with the description: exploitation is LOCAL (attacker must get a crafted CUT file decoded by the target), requires HIGH attack complexity, needs no privileges, and yields only LOW confidentiality impact (reading data policy should deny) plus LOW availability impact (a crash). There is no EPSS score, no CISA KEV listing, and no public exploit in the provided intelligence, so exploitation status is 'no public exploit identified at time of analysis.' The real-world risk is confined to a narrow population: deployments that specifically rely on ImageMagick's policy.xml as a sandbox/access-control boundary (e.g., servers decoding untrusted uploads), because the bug lets the CUT coder read a companion palette file that the policy would otherwise deny. Outside of policy-hardened deployments, the missing check has little practical consequence. No signals conflict - all available data (vector, impact, access control CWE-284) point to a limited-impact local information-disclosure/DoS, not a widespread remote threat. |
| Exploit ScenarioDerived | An image service hardens ImageMagick with a policy.xml that forbids reading certain local paths, then decodes an attacker-supplied CUT image. Because the CUT coder opens a derived companion '.PAL' palette file without calling IsPathAuthorized, the attacker can cause ImageMagick to read a file the policy should deny - leaking its contents into the output or crashing the process. No public exploit was identified, and the local vector plus high complexity (AV:L/AC:H) make reliable exploitation non-trivial. |

Alert meAnalysisAIv1 – Oct 07, 2026
A missing security-policy enforcement check in ImageMagick's CUT image decoder allows a crafted CUT-format file to cause the library to open and read a companion '.PAL' palette file that an administrator's policy.xml explicitly restricts, resulting in limited information disclosure and a possible denial-of-service crash of the decoding process. The flaw affects ImageMagick versions prior to 7.1.2-31 (7.x branch) and prior to 6.9.13-56 (6.x branch), and exploitation requires a local decode operation - such as an upload-processing pipeline that runs 'convert', 'magick' or an application embedding the ImageMagick library - where a restrictive read policy is actually in place; on an unrestricted installation there is no policy to bypass and the security consequence is minimal. The issue is rated CVSS 3.1 4.0 (AV:L/AC:H/PR:N/UI:N/S:U/C:L/I:N/A:L), no privileges are required, attack complexity is high, and no public exploit code or confirmed active exploitation has been identified at time of analysis. This is a medium-to-low-priority issue: a genuine defence-in-depth control failure rather than a remotely reachable compromise vector.
RemediationAI
Vendor-released patch: upgrade to ImageMagick 7.1.2-31 or later on the 7.x branch, or 6.9.13-56 or later on the 6.x branch, applying the upstream fixes referenced in GHSA-r868-pmwh-fv2c (commits 768bdd0dbb9a9ad743b6a6e557126b788b325970 and ad178e41fce2afa6be2b91fb4e7f41c4c5448117). Distributions and language bindings (ImageMagick, ImageMagick6, wand/imagick packages) should be updated in lockstep, since the vulnerable decoder lives in the core library rather than in wrappers. If immediate upgrading is not possible, the effective compensating control is to remove CUT from the allowed coder set in policy.xml - for example a '<policy domain="coder" rights="none" pattern="{CUT,PAL}"/>' entry - which prevents the CUT reader and companion palette loader from being invoked at all; the trade-off is that legitimate Dr. Halo CUT images will no longer decode, so verify no production workflow depends on that format. Where the vulnerability's confidential-read aspect is the concern, tighten policy.xml read rules (e.g. deny '<path>/etc</path>' and other sensitive prefixes) so that even a bypassed check yields nothing of value, and ensure ImageMagick processing runs under a least-privilege service account with a confined filesystem/container view so the companion '.PAL' lookup cannot traverse outside the working directory. Because the attack requires a crafted file to reach a local decode operation, restricting who can submit images to conversion pipelines and rejecting untrusted CUT uploads at the input boundary also reduces exposure. No vendor patch is missing here - the fix exists, so prioritise upgrading over long-term workarounds.

Technical ContextAI · show details
ImageMagick's CUT coder (coders/cut.c, function ReadCUTImage) parses the old Dr. Halo CUT raster format, which stores its colour palette in a separate companion file with a '.PAL' extension. To load that palette, the code constructs a filename derived from the input file path and opens it with fopen_utf8(). Prior to the fix, this open path omitted the call to IsPathAuthorized(ReadPolicyRights, clone_info->filename) that ImageMagick's policy framework uses to enforce read restrictions declared in policy.xml (for example, denying reads of '<path>/etc</path>' or restricting coder access). The root cause class is CWE-284 (Improper Access Control) - the decoder performs a filesystem read that policy is supposed to deny, effectively a security-policy bypass scoped to the CUT decoder. The upstream commits (768bdd0dbb9a9ad743b6a6e557126b788b325970 for the 7.x branch and ad178e41fce2afa6be2b91fb4e7f41c4c5448117 for the 6.x branch, mirrored in GitHub security advisory GHSA-r868-pmwh-fv2c) add the missing IsPathAuthorized() check before fopen_utf8() and throw a PolicyError ("NotAuthorized") when the path is denied; the same patches also tidy surrounding bounds/EOF checks and brace/style formatting in the CUT reader. Because the CUT decoder is not enabled in every deployment and because the vulnerability only matters when policy.xml imposes read restrictions, the practical exposure is narrow and the CVSS impact is limited to low confidentiality loss and low availability loss from a crash.

ImageMagick is free and open-source software used for editing and manipulating digital images. Prior to 7.1.2-31 and 6.9.13-56, a missing security-policy check in the CUT encoder allows a crafted local encoding operation to read data that policy should deny and can also cause a crash. This issue is fixed in versions 7.1.2-31 and 6.9.13-56.
