Exploitation Conditions

RTIR must be installed on the RT instance - installation is what alters RT's HTML scrubber globally to accept links containing the internal-link placeholder, including javascript: scheme URIs, across the whole instance and not just RTIR queues. To plant the payload unauthenticated, the Incident Reports queue must accept HTML email from external senders, which is RTIR's default. The limiting factor is required victim interaction (UI:P): the stored script does not fire automatically - a logged-in RT user must open the ticket and click the crafted link, and the resulting actions are bounded by that specific user's RT authority. Any user who can add HTML content to a ticket (including the unauthenticated email path) can store the link, so the main constraint on real-world impact is getting a privileged user to click.

Impact

This is a stored cross-site scripting flaw (CWE-79) in RTIR's extension of RT's HTML scrubber, which whitelists any link containing an internal-link placeholder and thereby lets javascript: scheme URIs through. The supplied CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:N/UI:P/VC:L/VI:L/VA:N/SC:L/SI:L/SA:N, base 5.3) is consistent with the description: network-reachable, low complexity, no privileges to plant the payload, but requiring victim interaction (clicking the link), with limited confidentiality/integrity impact in both the vulnerable and a subsequent system (the victim's browser/session). The vuln.today decision label is 'this_month' (not act_now/emergency), indicating a prioritized but non-emergency fix. No EPSS score, no CISA KEV listing, and no confirmed exploit code are present in the input, so this is not confirmed as actively exploited; it is a genuine, prioritizable stored-XSS issue rather than a drop-everything event. The notable risk amplifier stated in the evidence is that installing RTIR changes the scrubber behavior for the ENTIRE RT instance (not just RTIR queues), and the Incident Reports queue accepts HTML email from anyone by default - so the attacker's barrier to planting a payload is unusually low even though successful execution still depends on a victim clicking the malicious link.

Exploit ScenarioDerived

An attacker sends an HTML email to the Incident Reports queue - which RTIR opens to unauthenticated senders by default - containing a link whose href uses the javascript: scheme but also includes the internal-link placeholder so the scrubber permits it. When an RT user later opens that ticket and clicks the link, the script runs in that user's authenticated session and can act in RT with that user's authority. No public exploit identified at time of analysis.

AnalysisAIv1 – Oct 30, 2026

Stored cross-site scripting in RTIR (RT for Incident Response) allows an attacker to persist a crafted javascript: link in an RT ticket because RTIR's internal-link placeholder whitelist accepts any link containing the placeholder, and the script executes in a logged-in user's RT session when that user clicks it. Once RTIR is installed the weakened scrubber applies to the whole RT instance, so anyone able to add HTML ticket content, including an unauthenticated sender to the default-open Incident Reports queue, can store the link; the CVSS:4.0 vector has PR:N but UI:P, and the impact is bounded by the clicking user's RT authority. The vendor-released fix is in 5.0.11 and 6.0.4; no public exploit identified at time of analysis.

RemediationAI

Vendor-released patch: upgrade RTIR to 5.0.11 or 6.0.4, using the branch appropriate to the deployment, and refer to https://requesttracker.com/rtir/ plus the CERT Polska advisory at https://cert.pl/en/posts/2026/10/CVE-2026-105454. The supplied sources do not describe a non-upgrade workaround that fully repairs the scrubber behavior; as compensating controls until upgrade, restrict ticket HTML rights and disable or tightly restrict external HTML email into the Incident Reports queue, since RTIR opens that queue to unauthenticated senders by default. The trade-off is that these controls reduce the unauthenticated injection path but do not fix the instance-wide placeholder whitelist, so any remaining HTML-capable user can still store a malicious link.

Technical ContextAI · show details

The root cause is CWE-79 stored cross-site scripting in Best Practical Solutions RT for Incident Response (RTIR), which extends RT's HTML scrubber to recognize an internal-link placeholder. The extension permits any link that merely contains that placeholder, so a javascript: scheme URI passes the scrubber and is stored as ticket HTML. Because the change is applied instance-wide once RTIR is installed, the sanitizer weakness is not limited to RTIR queues; the advisory states the script runs when a user clicks the link in that user's session and can act with that user's RT authority. The CVSS:4.0 vector is AV:N/AC:L/AT:N/PR:N/UI:P/VC:L/VI:L/VA:N/SC:L/SI:L/SA:N, matching the independent CVSS:3.1 assessment of AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:N; the CPE cpe:2.3:a:best_practical_solutions:rt_for_incident_response:*:*:*:*:*:*:*:* identifies the affected product, and the trigger described in the available sources is victim click, not automatic execution.

DescriptionCVE.org

RTIR extends RT's HTML scrubber to allow an internal link placeholder, and the extension lets through any link that merely contains the placeholder, including links using the executable javascript: scheme. The change applies to the whole RT instance once RTIR is installed, not only to RTIR's own queues. Anyone who can add HTML content to a ticket on such an instance can store such a link. That includes an unauthenticated sender of HTML email to the Incident Reports queue, which RTIR opens to everyone by default. Script runs when a user clicks the link, in that user's session, and can act in RT with that user's authority.
