MITRE ATT&CK
2 techniques across 2 tactics: Initial Access, Execution The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires that a legitimate user be actively authenticated to the device's web based management (WBM) interface AND that this user be socially engineered into clicking an attacker-supplied link targeting pxc_portCntr.php. The attacker themselves needs no credentials (PR:N), but the attack cannot succeed without the victim's authenticated session and the UI:R click. Impact is limited to device configuration parameters exposed in the web application; the httpOnly session cookie flag prevents session hijacking, and no operating-system-level or privileged functions are reachable. Exposure is further limited where the WBM is segmented on an isolated OT network unreachable by the attacker's delivery channel. |
| Impact | Signals are consistent and point to a genuine but bounded risk. The vendor CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:L, 7.1) describes a network-reachable, low-complexity reflected XSS that requires user interaction (UI:R) and produces only Low confidentiality/integrity/availability impact with a scope change (S:C) because the injected script runs in the authenticated WBM user's browser context rather than the attacker's. I concur with this vector. The notable signal is EPSS: 9.77% at the 95th percentile is unusually elevated for a reflected/CSRF-style XSS with no public exploit, suggesting the model weights it toward likely exploitation - but EPSS reflects statistical probability, not confirmed activity. There is no CISA KEV listing and no POC identified, so this is NOT confirmed active exploitation; the high EPSS should be read as elevated model-predicted interest, not weaponization. The description explicitly bounds the impact: no access to OS internals or privileged functions, and the httpOnly flag on the session cookie prevents session takeover, so the realistic worst case is tricking an already-authenticated operator into changing device configuration parameters - not code execution or credential theft. Net: a real, prioritizable web-management flaw in OT switching gear, but materially constrained by the UI:R requirement (a logged-in admin must click an attacker link) and the low technical impact ceiling. |
| Exploit ScenarioDerived | An attacker crafts a malicious link targeting pxc_portCntr.php on a Phoenix Contact FL Switch/FL NAT web management interface and delivers it to an operator who is currently logged into the WBM (via email, chat, or a watering-hole page). When the authenticated operator clicks the link, the injected script executes in their WBM session context and issues requests that alter device configuration parameters. No public exploit code has been identified at time of analysis, and the attack cannot capture the session cookie because of the httpOnly flag. |

Reflected cross-site scripting (XSS) in the pxc_portCntr.php endpoint of Phoenix Contact FL SWITCH and FL NAT industrial Ethernet switch firmware allows an unauthenticated remote attacker to socially engineer an operator who is actively logged into the device's web-based management (WBM) interface into clicking a crafted link; the injected script then executes in that authenticated session and can modify device configuration parameters exposed by the web application. CVSS:3.1 rates it 7.1 (AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:L), with the scope change reflecting the crossed trust boundary between the attacker-supplied link and the operator's privileged WBM session, while the httpOnly session cookie flag prevents session hijacking and no operating-system-level or privileged functions are reachable. EPSS scores the flaw at 9.77% (95th percentile) likelihood of exploitation within 30 days, but there is no CISA KEV listing and no public exploit identified at time of analysis.
RemediationAI
No vendor-released patch version is identified in the provided data, so treat CERT VDE advisory VDE-2025-071 (https://certvde.com/de/advisories/VDE-2025-071) as the authoritative source for the fixed firmware builds and apply the vendor's recommended update for each affected FL SWITCH and FL NAT model as soon as it is published; because the same WBM codebase spans dozens of models, confirm per-model firmware availability rather than assuming a single image covers the fleet. Until patched firmware can be deployed, the highest-value compensating control is network segmentation: place the WBM interface on a dedicated OT management VLAN that is unreachable from IT, guest, and internet-facing networks, and block TCP/HTTP access to the device web UI at the boundary, which fully neutralizes the delivery channel at the cost of requiring jump-host or out-of-band administrative access for legitimate configuration changes. Where the WBM must remain reachable, restrict it to a small set of trusted administrative source addresses via firewall or switch ACLs and require administrators to reach it only through a managed jump host, accepting the operational friction this adds. Users should be trained not to follow unsolicited links into WBM while authenticated and to log out of the interface when not actively configuring devices; note this is a behavioral control with no technical enforcement. Consider disabling the web-based management service on devices whose configuration is stable and managed centrally, trading off local administration convenience for a smaller attack surface, and monitor WBM access logs for requests to pxc_portCntr.php carrying script-like parameters, which may indicate attempted exploitation. Note that the httpOnly session cookie already prevents session hijacking, so token-hardening measures are not the gap here - output encoding in the affected PHP handler is.

Technical ContextAI · show details
The root cause is CWE-79 (Improper Neutralization of Input During Web Page Generation, i.e., cross-site scripting) in the PHP script pxc_portCntr.php, part of the embedded web-based management (WBM) firmware shipped across Phoenix Contact's managed and unmanaged industrial Ethernet switch families (FL SWITCH 2000/2100/2200/2300/2400/2500/2600/2700 series) and FL NAT router/switch devices. The firmware exposes an internal HTTP server whose PHP handlers render parameter values - in this case port counter/port configuration data - back into the response without adequate output encoding, so an attacker-supplied payload embedded in a crafted URL is reflected into the page and executes in the browser of a victim who is already authenticated to WBM. Because the payload runs inside the WBM origin, it inherits the victim's authenticated context and can invoke the same configuration-changing endpoints the interface itself uses; the CVSS scope change (S:C) captures this movement from the attacker's page context into the device-control context. The impact ceiling is deliberately bounded: the session cookie carries the httpOnly attribute, so exfiltration of the session token and full account takeover are blocked, and the script cannot pivot to operating-system internals or privileged functions - only the configuration parameters visible within the web application are at risk. The CPE records (phoenixcontact:fl_nat_2008_firmware, fl_nat_2208_firmware, fl_nat_2304-2gc-2sfp_firmware, fl_switch_2005/2008/2008f/2016/2105/2108/2116_firmware and the broader tag list) confirm the issue is a firmware-level defect replicated across many hardware models sharing the same WBM codebase rather than an isolated product fault.

DescriptionCVE.org
An XSS vulnerability in pxc_portCntr.php can be used by an unauthenticated remote attacker to trick an authenticated user to click on the link provided by the attacker in order to change parameters available via web based management (WBM). The vulnerability does not provide access to system-level resources such as operating system internals or privileged functions. Access is limited to device configuration parameters that are available in the context of the web application. The session cookie is secured by the httpOnly Flag. Therefore an attacker is not able to take over the session of an authenticated user.
Executive ViewAI
Phoenix Contact FL SWITCH and FL NAT industrial Ethernet switch firmware contain a reflected cross-site scripting flaw in the web-based management interface that could allow an unauthenticated attacker to alter device configuration if an authenticated operator is socially engineered into clicking a crafted link. This creates operational risk for organizations relying on these switches for industrial network segmentation and availability, because unauthorized configuration changes could disrupt connectivity or weaken network controls. No public exploit identified at time of analysis and no vendor-released patch identified at time of analysis, so exposure is primarily governed by management-interface accessibility and operator behavior.
No vendor-released patch identified at time of analysis. Interim mitigations: restrict WBM access to trusted management networks or VPN with allowlists; disable web management where not required; enforce direct-bookmark access and operator phishing awareness; segment affected switches from untrusted networks; and monitor for suspicious pxc_portCntr.php requests and unexpected configuration changes.
