Exploitation Conditions

Requires an attacker to induce an already-authenticated Web-Based Management (WBM) user to submit a crafted POST request to pxc_vlanIntfCfg.php - i.e., a victim operator must have an active authenticated WBM session and must be socially engineered into triggering the request (UI:R). The attacker themselves needs no credentials (PR:N) and only network reachability to the device's WBM interface, which in properly segmented OT networks is typically restricted to management VLANs. Impact is limited to web-application configuration parameters accessible in that session; it does NOT reach operating-system internals or privileged functions, and the httpOnly session cookie prevents session/credential theft. Limiting factors: mandatory authenticated-victim interaction, WBM network exposure, and configuration-only (not system-level) impact.

Impact

Signals are mixed and point to a genuine but bounded issue. The vendor CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:L = 7.1) describes a network-reachable, low-complexity flaw needing NO attacker authentication but REQUIRING victim interaction (UI:R) - consistent with the description's reflected-XSS/CSRF pattern where an unauthenticated attacker must lure an already-authenticated WBM operator into submitting a crafted POST. The scope change (S:C) and only-Low CIA reflect that impact is confined to web-application configuration parameters; the description explicitly rules out OS/system-level access and states the httpOnly session cookie prevents session takeover, so this is not an RCE or account-hijack primitive. EPSS is notably high at 9.77% (95th percentile), which is unusual for a UI-dependent XSS and likely reflects the large affected-product family and public VDE advisory rather than confirmed mass exploitation. There is no CISA KEV listing and no public exploit identified at time of analysis, so the high EPSS should be read as elevated predicted interest, not active in-the-wild use. Net: a real, patch-worthy OT/ICS issue but LOW-to-MEDIUM real-world priority - the user-interaction requirement and configuration-only impact meaningfully cap it below the 7.1 headline, especially in segmented industrial networks.

Exploit ScenarioDerived

An unauthenticated attacker crafts a malicious link or web page that triggers a POST to pxc_vlanIntfCfg.php on a targeted Phoenix Contact FL Switch/FL NAT device, then lures a logged-in WBM administrator (e.g., via phishing) into loading it while their session is active. The forged request executes injected script in the WBM context and alters VLAN/device configuration parameters the operator can access. No public exploit code is identified, and success depends on catching an authenticated operator with a live session.

AnalysisAIv1 – Sep 30, 2026

Cross-site scripting in the Phoenix Contact FL SWITCH and FL NAT web-based management (WBM) interface - specifically the PHP script pxc_vlanIntfCfg.php - lets an unauthenticated remote attacker craft a malicious POST request that an already-authenticated operator is tricked into submitting, changing VLAN interface configuration parameters in that operator's WBM session. The attacker needs no credentials (CVSS:3.1/AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:L, 7.1) but must socially engineer a logged-in administrator into triggering the request, so exploitation depends on victim interaction and on the WBM interface being reachable on the network. Impact is deliberately bounded: the flaw reaches only web-application configuration parameters, not operating-system internals or privileged functions, and the httpOnly session cookie blocks session or credential theft; EPSS is elevated at 9.77% (95th percentile), but no public exploit code or confirmed active exploitation was identified at time of analysis.

RemediationAI

No vendor-released patch version was identified in the available data at time of analysis, so remediation must begin by consulting the CERT VDE advisory VDE-2025-071 (https://certvde.com/de/advisories/VDE-2025-071) and the Phoenix Contact security advisory it points to for firmware updates covering the specific FL SWITCH/FL NAT models on site; the wildcarded CPE entries mean version-specific fix information has not been published in this record and must be obtained directly from the vendor. Until patched firmware is confirmed and deployed, apply compensating controls that directly attack the exploitation prerequisites: block TCP 80/443 access to the WBM interface from anything other than a dedicated management VLAN or explicit administrator host list, which removes the network reachability the unauthenticated attacker requires - the trade-off is that remote administration must now originate from those trusted segments; if web management is not operationally required on a given device, disable the WBM service entirely, accepting loss of browser-based configuration in favour of CLI/other tooling; enforce short WBM session idle timeouts and require operators to log out after configuration work so there is rarely a live authenticated session for a forged POST to ride on, at the cost of more frequent re-authentication; and instruct OT operators never to follow untrusted links or open unknown pages while logged into a device's WBM, since the mandatory UI:R precondition makes user discipline an effective last line of defence. Note that network isolation and user awareness mitigate but do not eliminate the issue, and none of these controls substitutes for vendor firmware once it becomes available.

Technical ContextAI · show details

The root cause is CWE-79 (Improper Neutralization of Input During Web Page Generation / Cross-Site Scripting) in pxc_vlanIntfCfg.php, one of the PHP pages that make up the embedded web-based management (WBM) application on Phoenix Contact FL SWITCH managed industrial Ethernet switches and FL NAT devices. Because the injected content is used to drive a forged POST toward an authenticated session's VLAN interface configuration handler, the practical effect is client-side script execution in the context of the WBM origin, giving the attacker the ability to invoke configuration-changing requests with the victim operator's privileges. The CVSS vector records Scope:Changed (S:C) with low Confidentiality, Integrity and Availability impact, consistent with a compromise of the web application only: the underlying switch/NAT firmware, its privileged functions and OS internals are not exposed, and the httpOnly flag on the session cookie prevents the classic XSS session-hijacking escalation. The affected product set spans a very large industrial switch portfolio - the CPE records cover FL NAT 2008/2208/2304-2GC-2SFP and FL SWITCH 2005, 2008, 2008F, 2016, 2105, 2108 and 2116 firmware families with wildcarded version identifiers, and the vendor tag list extends this to almost the entire FL SWITCH 2200, 2300, 2400, 2500 and 2700 series plus multi-port and PN (PROFINET) variants. Practically, exposure is gated by network reachability of the WBM HTTP/S interface, which in well-segmented OT environments sits on a management VLAN, and by the mandatory interaction of an operator holding a live authenticated session.

DescriptionCVE.org

An XSS vulnerability in pxc_vlanIntfCfg.php can be used by an unauthenticated remote attacker to trick an authenticated user to send a manipulated POST request to the device in order to change parameters available via web based management (WBM). The vulnerability does not provide access to system-level resources such as operating system internals or privileged functions. Access is limited to device configuration parameters that are available in the context of the web application. The session cookie is secured by the httpOnly Flag. Therefore an attacker is not able to take over the session of an authenticated user.

Executive ViewAI

Why It Matters

Phoenix Contact FL SWITCH and FL NAT industrial networking devices are affected by a cross-site scripting flaw (CVE-2025-41747, CVSS 7.1) in the web-based management (WBM) interface that lets an unauthenticated attacker alter VLAN interface configuration on a device when a logged-in administrator is persuaded to submit a crafted request. Because these devices frequently provide the segmentation layer between industrial/OT cells and corporate networks, unauthorized VLAN changes could weaken that separation and disrupt connectivity for plant, building, or remote-site operations. The exposure is bounded - the flaw cannot reach operating-system internals and the httpOnly session cookie blocks credential theft - but no vendor-released patch has been identified, so leadership should treat this as a manageable, exposure-driven risk requiring network hardening and operator awareness until vendor remediation ships.

Business Impact: Medium
Compensating Controls

No vendor-released patch identified at time of analysis. Interim mitigations: restrict WBM access to a dedicated management VLAN or jump host with allow-listed administrator source addresses; enforce MFA and unique strong credentials on all WBM accounts; place WBM behind a reverse proxy or WAF that inspects and validates POST parameters to pxc_vlanIntfCfg.php; disable WBM where local console or CLI configuration is sufficient; enable logging and alerting on VLAN interface configuration changes; monitor the Phoenix Contact advisory for the fixed firmware release; and train administrators not to follow unverified links or submit unsolicited forms while authenticated to WBM.
