Exploitation Conditions

Exploitation requires a victim who is currently authenticated to the switch's web-based management (WBM) interface to be socially engineered into submitting an attacker-crafted POST request to the pxc_portCntr2.php endpoint (UI:R) - the attacker themselves needs no credentials (PR:N). Limiting factors: success depends on active operator interaction with attacker-supplied content; impact is confined to device configuration parameters exposed in the web application (no OS/privileged-function access); and the httpOnly session cookie flag prevents the injected script from stealing or hijacking the authenticated session. Affected devices are Phoenix Contact FL SWITCH 2xxx and FL NAT 2xxx series firmware.

Impact

This is a moderate-severity reflected/DOM XSS (CWE-79) in the pxc_portCntr2.php endpoint of Phoenix Contact FL SWITCH and FL NAT industrial managed Ethernet switches. The vendor CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:L, 7.1) shows the attacker is network-based and unauthenticated (PR:N), but exploitation is gated on user interaction (UI:R): an authenticated operator must be tricked into submitting a manipulated POST request to their own device. EPSS is 0.65% (49th percentile) - squarely middling, indicating no signal of imminent mass exploitation. There is no CISA KEV listing and no public exploit code was provided, so exploitation status is: no public exploit identified at time of analysis. Notably, the vendor explicitly states impact is capped at web-application device-configuration parameters (no OS/system-level access) and that the session cookie carries the httpOnly flag, so classic session hijacking is NOT possible - this materially lowers real-world impact versus a typical XSS and is consistent with the C:L/I:L/A:L (all Low) impact metrics rather than High. Net: a real but not high-priority issue for most defenders; priority rises for OT/ICS environments where these switches sit in sensitive network segments, but the UI:R requirement and limited impact keep it below drive-by/wormable severity.

Exploit ScenarioDerived

An attacker crafts a malicious web page or email link that, when opened by a logged-in switch administrator, causes the victim's browser to submit a manipulated POST to pxc_portCntr2.php on the target device, injecting script that executes in the WBM context. Because exploitation requires an already-authenticated victim to be socially engineered into triggering the request (UI:R), and impact is limited to changing device configuration parameters (httpOnly prevents session theft), success depends on operator interaction rather than a direct remote takeover. No public proof-of-concept was identified at time of analysis.

AnalysisAIv1 – Sep 30, 2026

Cross-site scripting in the pxc_portCntr2.php endpoint of the web-based management (WBM) interface of Phoenix Contact FL SWITCH and FL NAT industrial Ethernet switches allows an unauthenticated remote attacker (PR:N) to socially engineer a currently authenticated operator into submitting an attacker-crafted POST request that alters device configuration parameters exposed by the web application (CVSS 7.1, UI:R, scope changed). Impact is bounded: the vulnerability does not reach operating system internals or privileged functions, and the httpOnly session-cookie flag prevents the injected script from stealing or hijacking the authenticated session. EPSS is low (0.65%, ~49th percentile) and no public exploit or confirmed active exploitation was identified at time of analysis; success depends entirely on tricking an authenticated user into interacting with attacker-supplied content.

RemediationAI

No vendor-released patch version was identified in the available input data for CVE-2025-41745, so treat the device firmware as vulnerable until Phoenix Contact publishes fixed firmware under CERT VDE advisory VDE-2025-071 (https://certvde.com/de/advisories/VDE-2025-071); monitor that advisory for the exact patched firmware releases and apply them as soon as they are published. Because exploitation requires a victim who is already authenticated to the switch's WBM interface to be lured into submitting an attacker-crafted POST request to pxc_portCntr2.php, the highest-value compensating controls are session- and exposure-focused: restrict reachability of the WBM/HTTP(S) management interface to a dedicated management VLAN or firewall allow-list limited to trusted administrator workstations (trade-off: adds jump-host or VPN friction and requires disciplined rule maintenance), and, where remote management is not operationally required, disable the web-based management service or block its TCP ports at the network edge (trade-off: forces local console or serial management). Administrators should log out of WBM sessions when idle and avoid browsing untrusted sites or clicking links while authenticated, since an open session is the precondition for exploitation (trade-off: minor operational inconvenience); note that the httpOnly session cookie prevents token theft but does NOT prevent parameter-changing POST requests, so it is not a mitigation by itself. Where the network permits, an XSS-aware WAF or reverse proxy in front of the WBM interface can filter malicious POST payloads, though signature maintenance and potential false positives are real costs, and no mitigation fully removes risk without the vendor firmware fix.

Technical ContextAI · show details

The flaw is a CWE-79 cross-site scripting issue (CWE-79) in pxc_portCntr2.php, a PHP script that forms part of the embedded web-based management (WBM) application running on Phoenix Contact FL SWITCH 2xxx and FL NAT 2xxx industrial managed Ethernet switches. Per the assessed vector (AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:L), the attacker needs no credentials on the device but must cause an authenticated administrator to send a manipulated POST request to the endpoint, meaning the injected content is executed in the context of the victim's authenticated session and can drive configuration-changing requests through the WBM's own functionality. The scope is changed (S:C) because the vulnerable component (the PHP script/WBM) is leveraged to affect another component (device configuration parameters), yet the impact is deliberately limited: exposure is confined to parameters available in the web application, with no path to OS-level internals or privileged switch functions. The session cookie is protected by the httpOnly flag, so the injected script cannot read or exfiltrate the session token, and full session takeover is not possible. The affected estate is broad, spanning FL SWITCH 2xxx family firmware (2005, 2008, 2008F, 2016, 2105, 2108, 2116, 2200/2204/2205/2206/2207/2208 series, 2212/2214/2216, 2304/2306/2308/2312/2314/2316, 2404/2406/2408/2412/2414/2416, 2504/2506/2508/2512/2514/2516, 2608, 2708 and related PN/K1 variants) as well as the FL NAT 2008, 2208 and 2304-2GC-2SFP firmware, confirming that the same PHP management stack is shared across a large industrial networking product line.

DescriptionCVE.org

An XSS vulnerability in pxc_portCntr2.php can be used by an unauthenticated remote attacker to trick an authenticated user to send a manipulated POST request to the device in order to change parameters available via web based management (WBM). The vulnerability does not provide access to system-level resources such as operating system internals or privileged functions. Access is limited to device configuration parameters that are available in the context of the web application. The session cookie is secured by the httpOnly Flag. Therefore an attacker is not able to take over the session of an authenticated user.

Executive ViewAI

Why It Matters

Phoenix Contact FL SWITCH and FL NAT industrial Ethernet switches are exposed to a high-severity web management vulnerability that could allow an unauthenticated remote actor to socially engineer an authenticated operator into altering device configuration, potentially affecting industrial network segmentation, availability, or operational continuity. Leadership should prioritize this because these switches commonly support OT/industrial environments, no vendor-released patch is identified at time of analysis, and while no public exploit identified at time of analysis, successful exploitation depends on operator interaction and could have outsized operational consequences if configuration controls are weakened.

Business Impact: High
Compensating Controls

No vendor-released patch identified at time of analysis. Disable WBM where not required; otherwise restrict access to an isolated management VLAN with firewall/ACL allowlists for trusted admin hosts. Enforce phishing/social-engineering awareness for authenticated operators, use least-privilege accounts, and monitor/alert on pxc_portCntr2.php POST requests and unexpected configuration changes. The httpOnly session-cookie flag limits session theft but does not prevent configuration changes, so access controls and user training are essential.
