| Exploitation Conditions | Exploitation requires an uncontrolled library/DLL search-path element (CWE-427): the attacker must already have local, low-privileged access (PR:L) to a system where Quartus Prime Pro is installed, and must be able to write a malicious library into a directory Quartus searches before the legitimate one. Exploitation further depends on a legitimate higher-privileged user actively launching Quartus (UI:A), on a specific attack precondition being present (AT:P), and is rated high-complexity (AC:H). Limiting factors: no remote vector (local only), requires existing authentication/foothold, requires victim interaction, and non-trivial conditions must align - substantially narrowing realistic exploitation despite the high C/I/A impact. |
| Impact | This is a medium-severity (CVSS 4.0 base 5.4), locally-exploitable privilege escalation in Intel/Altera Quartus Prime Pro Edition, mapped to CWE-427 (Uncontrolled Search Path Element), i.e. a classic library/DLL search-path hijack. Every exploitation signal points AWAY from urgency: the CVSS 4.0 vector is AV:L (local only), AC:H (high complexity), AT:P (a specific attack requirement must be present), PR:L (attacker already needs low-privilege local access), and UI:A (a legitimate user must actively run the software). EPSS is 0.11% (1st percentile), there is no CISA KEV listing, and no public exploit was identified at time of analysis - so there is no public exploit identified at time of analysis and no evidence of active exploitation. The 'high' impact flags (VC:H/VI:H/VA:H) are what keep the score off the floor, but they only materialize AFTER a local attacker clears the access, complexity, attack-requirement, and user-interaction hurdles. Net: this is a genuinely-low-real-risk, high-ceiling-impact issue suitable for routine patch-cycle remediation, not emergency action. No conflicting signals were found; note only the vendor attribution nuance that the CPE labels the vendor 'intel' while the advisory is hosted by Altera (the spun-off FPGA business now owning Quartus) - both are legitimate, not a data error. |
| Exploit ScenarioDerived | A low-privileged local user on a shared engineering workstation plants a malicious DLL or shared library in a directory that Quartus Prime Pro searches before the trusted location. When an engineer or administrator subsequently launches Quartus (the required active user interaction), the planted library is loaded and the attacker's code executes with that higher-privileged user's rights. No public exploit code is known, and the high attack complexity plus required attack precondition make reliable exploitation non-trivial. |

Alert meAnalysisAIv1 – Oct 07, 2026
Local privilege escalation in Intel/Altera Quartus Prime Pro Edition Design Software lets an attacker who already holds a low-privileged local account on a host where the tool is installed plant a malicious library in a directory Quartus searches, so that a higher-privileged user launching the application loads attacker-controlled code with elevated rights (CWE-427, uncontrolled search path element). Exploitation is heavily constrained: it is local-only, rated high complexity with a required attack precondition (AT:P) and active victim interaction (UI:A) in the CVSS 4.0 vector (base score 5.4, medium), and grants high confidentiality, integrity, and availability impact confined to the vulnerable system (SC:N/SI:N/SA:N). No public exploit code or confirmed active exploitation has been identified at time of analysis, and EPSS is low at roughly 0.11% (1st percentile), so the practical risk is concentrated in multi-user engineering workstations where privileged and unprivileged users share an installation.
RemediationAI
Vendor-released patch information was not confirmed in the available data, so the immediate action is to review Altera Security Advisory ASA-0001 (https://www.altera.com/security/security-advisory/asa-0001) and apply the fixed Quartus Prime Pro Edition build it designates as soon as it is published for your version. Until a patched build is deployed, treat the search path as the attack surface: remove write permissions for non-privileged users on the Quartus installation tree and on every directory that precedes it in the library search order (ACLs on Windows, ownership/mode bits on Linux), which directly breaks the planting precondition but may interfere with plugin, script, or shared-install customization workflows that rely on user-writable directories, so validate against your build pipeline. Also strip user-writable and current-working-directory entries from PATH/LD_LIBRARY_PATH in the launcher environment, and on Windows prefer SetDefaultDllDirectories/LOAD_LIBRARY_SEARCH_SYSTEM32-style safe loading so the process does not honor the working directory; these settings can break third-party integrations that ship libraries outside the install tree. Where engineering workstations are shared, run Quartus under a dedicated low-privileged account and keep administrators from launching it from user-controlled directories, so a successful plant yields little privilege gain; note this adds operational overhead for interactive admin use. Complement with file-integrity monitoring or EDR rules that alert on new or modified binaries in the Quartus install directory and on unexpected library writes into search-path locations, accepting that such alerting produces noise in environments with frequent tool updates and must be tuned to legitimate install and upgrade activity.

Technical ContextAI · show details
The flaw is an uncontrolled search path element (CWE-427), the classic library/DLL-planting class. Quartus Prime Pro is an FPGA design suite that at startup and during normal operation loads numerous shared libraries and helper executables from the installation directory, the process working directory, and entries in the platform library search path (PATH / LD_LIBRARY_PATH on Linux, the DLL search order on Windows). If any of those locations is writable by an unprivileged user, that user can place a file with the exact name of a legitimate library ahead of the real one in the search order, and the process will load the attacker's version instead. Privilege escalation occurs when a more privileged account (for example an administrator or a shared build/service account) subsequently launches Quartus and executes the planted code in its own security context. The CVSS 4.0 vector (AV:L/AC:H/AT:P/PR:L/UI:A) matches our independent assessment (CVSS 3.1 AV:L/AC:H/PR:L/UI:R/S:U/C:H/I:H/A:H): the attacker must be a local, authenticated low-privileged user, a specific precondition must hold (an attacker-writable directory appearing earlier in the search order), the attack is non-trivial to arrange, and success depends on a legitimate user actively starting the tool. Impact is limited to the vulnerable component's host (C:H/I:H/A:H with subsequent-system metrics all None), which is why a high-impact code execution primitive still maps to only a medium base score.
